Illinois Statute: (5 ILCS 140) Freedom of Information Act
The Freedom of Information Act (FOIA) is a state statute that provides the public the right to access government documents and records. The premise behind FOIA is that the public has a right to know what the government is doing. The law provides that a person can request a copy of a public body’s records on a specific subject, and the public body must provide those records, unless there is an exemption in the statute that protects those records from disclosure. These types of records are described under 5 ILCS 140, Section 7 (1) (a) thru (y).

Crime Statistics
The East Moline Police Department submits crime reports to the Illinois State Police and the Federal Bureau of Investigation monthly.
The Illinois Uniform Crime Reporting (I-UCR) Program serves as the state repository for the collection of crime statistics. The program’s primary objective is to generate reliable information for use in law enforcement administration, operation and management. As the program has evolved and the demand for transparency increased, so has the demand for the data compiled under this program. Members of the public, legislators, media and academia rely on this data for information on fluctuations in the level of crime from year-to-year in their communities and throughout the state. On January 1, 2021, Illinois transitioned from the traditional Summary Reporting System (SRS) to the more robust National Incident-Based Reporting System (NIBRS). This data portal will serve as a tool to provide greater transparency with crime data being reported to the I-UCR Program.
If you are interested in viewing crime statistics, please visit the Illinois State Police website. If you are requesting crime statistics from the East Moline Police Department, please be aware that we will redirect you to this website for the most accurate, up to date and official crime statistics. You should know that crime statistics do fluctuate and should be considered a snapshot of time. For example, a stolen vehicle report might come in on January 15, and at the end of the month be coded as stolen, only to be found in February to be a false report. That data point would change between January and February.

NIBRS Supplement Reports & Data Center/Ad-Hoc Query Training
The training is an overview of all required supplement reports within NIBRS reporting, submission requirements, and required data fields. The training also provides a brief tutorial on searching the Data Center for submitted reports and working items for unfinished reports, along with creating tailored data reports utilizing the Ad-Hoc Query reporting tool.

NIBRS Data Report Training
There are certain reports in the NIBRS repository that are already created to show specific data elements. These reports contain searchable parameters based upon the data submitted by the participating NIBRS agency and are designed to show crime patterns, trends, and information on victims, offenders, and arrestees. They also provide data for certain grant funding. This training covers what data is captured by each report and how it is displayed to allow agencies to access NIBRS and Illinois-specific reports.

Please note that FOIA is designed for a specific record, not data. The pubic can reasonably access crime statistics and data online and therefore we do not provide such data through FOIA. The data that is obtained from I-UCS is the most accurate, up to date, official crime statistics that can be produced.
