Downtown Programs
The City of East Moline and Special Service Area (SSA) have several programs to help property owners improve their properties. Below is a general listing of all the programs available for property owners.

Business Lead Identification Application ( PDF)
The Quick Fix Program (PDF) is for property owners wanting to repair and improve properties within the program designated area. Program reimburses a 50% match, up to $1,500. The program is subject to funding availability.
This Interior Build-Out Program (PDF) is for property owners who want to enhance the interior of commercial buildings. Grant request may not exceed 50% of project costs or $5,000, whichever is less. The program is subject to funding availability.
As part of the City's overall redevelopment strategy, the City of East Moline and Special Services Area (SSA), through their Facade Improvement Program, will provide funds to eligible property owners to enhance commercial buildings and storefronts within the program designated area, approved on a case-by-case basis.
