The mayor and the city council for the city of East Moline are aware that radon gas remains a deadly threat to our well being, and that radon is second only to cigarette smoking as the leading cause of lung cancer in our nation, and that the city of East Moline has been identified to be located in a zone 1-high radon potential area, and furthermore are aware that the model standards and techniques are applicable to controlling radon levels in new construction of one- and two-family dwellings and other new residential buildings three (3) stories or less in height.

Therefore, the city council of the city of East Moline, Illinois, for the purpose of prescribing regulations that will help control radon in new residential buildings and contribute to a healthier indoor air environment, hereby adopts by passage of this ordinance, certain regulations known as the "Model Standards And Techniques For Control Of Radon In New Residential Buildings", as recommended by the United States environmental protection agency, air and radiation (6604-J), being particularly the March 1994 (EPA 402-R-94-009) document, specifically sections 9.0, 9.1, 9.1.1.a-b-c, 9.1.2, 9.1.5, 9.1.6*, 9.1.7**, 9.1.8, 9.1.9, 9.1.10, 9.1.11, 9.1.12, 9.1.13, 9.1.14, 9.1.15, 9.1.16, 9.1.17, 9.1.18, 9.1.19, 9.1.20,,,, 9.1.21,,, and thereof, and any future revisions or addenda thereto, of which not less than three (3) copies of said regulations have been and are now filed in the office of the clerk of the city of East Moline, and the same are hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this ordinance shall take effect, the provisions thereof shall be controlling within the limits of the city of East Moline, Illinois.

* Unfinished basements or cellar occupancies are exempt from the requirements of both sections 9.1.6 and 9.1.7.

** Delete the sentence "A continuous formed gap (for example, a "tooled edge") which allows the application of a sealant that will provide a continuous, air-tight seal shall be created along all joints." from section 9.1.7.
