Downtown Programs The City of East Moline and SSA have several programs to help property owners improve their properties. Below is a general listing of all the programs available for property owners. Click on the green title for the application. Downtown Clean Up Campaign – To help downtown property owners make minor repairs to their properties. Up to $200 reimbursements for improvements made through December 31, 2010. Quick Fix Program – For property owners wanting to repair and improve properties within the program designated area. Program reimburses a 50% match up to $1,500. Program is subject to funding availability. Interior Build Out Program – For property owners wanting to enhance the interior of commercial buildings. Grant request may not exceed 50% of project costs, or $5,000 whichever is less. Program is subject to funding availability. Facade Programs – Provides funds to eligible property owners to enhance commercial buildings and storefronts within the program designated area. Project must include one or more exterior walls or space that improves the aesthetic view of the building. Program runs through June 2011 and is subject to availability of funding.
