MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 12/23/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CITY ATTORNEY

ORDINANCE 02-62: An Ordinance of the City Council of the City of East Moline, Illinois, accepting a contract proposal for the sale of surplus real estate by the City of East Moline.

Mr. Keehner reviewed the proposed Ordinance. The City of East Moline has an opportunity to sale a parcel of real estate located in the Great River Industrial Park (GRIP). The sale of this surplus real estate would allow the construction of a manufacturing facility used to construct building products for sale to the public. Lot 1 of a Replat of Outlot A measures approximately 5.78 acres, Zoned I-2 (General Industrial) and utilities located adjacent to property to the East on 14th Avenue and to the South on 13th Street. Martin E. Corey a SRA, and Certified Real Estate Appraiser in Illinois has determined the appraised value to be in the amount of $86,500, per State Statue surplus public real estate can be purchased for at least 80% of it's appraised valued. City staff submitted a negotiated agreement to sale the property to Mr. J. Alex McGehee in the amount of $69,200, which is 80% of the appraised value. There would be 8-10 new positions created. Mr. McGehee of Anchor Lumber, gave background information regarding the new business.

A motion was made by Alderman Thodos, seconded by Alderman Kelley to waive the reading of Ordinance 02-62. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

A motion was made by Alderman Thodos, seconded by Alderman Teague, to adopt Ordinance 02-62 as presented with Mr. McGehee purchasing real estate in the GRIP, in the amount of $69, 200. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley, Teague, and Mayor Moreno. Motion carried.

RESOLUTION 02-42: A Resolution of the City Council of the City of East Moline, Illinois, approving and authorizing execution of a Mutual Aid Box Alarm System (MABAS) Agreement among the Cities of East Moline, Moline, and Rock Island, Illinois.

A motion was made by Alderman Doose, seconded by Alderman Meredith, to adopt Resolution 02-42 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

RESOLUTION 02-42A: A Resolution of the City Council of the City of East Moline, Approving and authorizing execution of and entering into the Illinois Law Enforcement Alarm System Mutual Aid Agreement.

A motion was made by Alderman Doose, seconded by Alderman Moreno, to adopt Resolution 20-42A as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

Lease Purchase Agreement (Jim Hughes) An agreement was made with MetroBank regarding the purchase of the New Fire Truck over a year ago. The Fire Truck Chaise is completed, MetroBank is requesting special approval by the City Council.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to enter into an agreement with MetroBank as approved by the City Council. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

Mayor Moreno, The next City Council meeting will be held on Tuesday January 21, 2003.

ADJOURNMENT

A motion was made by Alderman Doose, seconded by Alderman Meredith, to adjourn. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 5:20p.m.
