Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed City Clerk Arletta Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.

CITY CLERK'S REPORT
A lottery was held on Thursday December 16th at 8:00A.M. in the Clerk's Office, for the ballot placement for the Primary Election for the following offices of Mayor, 1st Ward, 3rd Ward, and 7th Ward Aldermen. The drawing results are as follows:

REPORT BY MAYOR
KEY TO THE CITY
Mayor Moreno presented Judy Belan with the Key to the City, in appreciation for her hard work and dedication in the writing of the History Book entitled the City of East Moline. The book has 562 pages with 859-pictured illustrations. Mayor Moreno also acknowledged the Centennial Committee members who were in attendance. Mrs. Belan thanked the Mayor, City Council and Residents of the City who provided her with many photos and articles.

4-H PRESENTATION
Jennifer Holldorf gave a presentation on how to establish a 4-H Club in the City of East Moline.
4-H stands for Heart, Hand, Head and Help, in order to have a viable club you must have a minimum of five (5) kids at least 8 years of age, a leader who is willing to work approximately 5 hours per week.
4-H offers various programs such as computers, animal science, natural resources/ wild life, expectations of the elderly and life skills among others.

SPECIAL GUEST
Mayor Moreno turned the floor over to Chief Victor Moreno to introduce our Special Guest. Chief Victor Moreno introduced his Nephew Nico Riojas visiting here from Allen, Texas over the Christmas Holiday. Nico was given the opportunity to address the City Council and sit next to Chief Moreno during the City Council meeting.

MAYOR'S CHRISTMAS LIGHT AWARD WINNERS
Mayor Moreno announced the following winners of the Christmas Lighting Contest and thanked all those who participated in this years contest, and congratulations to the winners.

Best Neighborhood Display: 45th and 46th Avenues, between 11th Street and Archer Drive. Don Morris was in attendance and accepted the award for the neighborhood.
Most Precious and Colorful: Kurt Wiegel, 422 38th Avenue, and Fred Anders, 3352 2nd Street.
Largest Of Show: John Bodine, 1148 37th Avenue and Mike Mitola, 3319 Archer Drive.
Honorable Mention for Individual Displays: Alfredo Mancilla, 735 30th Avenue, Derrick Matson, 751 17th Avenue, and Tom Hoffman, 544 41ST Avenue, 3rd Street A Neighborhood, between 34th and 38th Avenues.

The Mississippi Valley Manufactured Housing Community, held a Christmas Party for the children, about 70 children were in attendance. Thanks to all the contributors and the Downtown Business Association who made this possible.

CITY ATTORNEY
ORDINANCE 04-45: An Ordinance for the Levy and Assessment of Taxes for the Fiscal Year beginning May 1, 2004 and Ending April 2005.

A motion was made by Alderman Meredith, seconded by Alderman Puentes, to approve the 2004 tax levy using an "Omnibus" vote. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

A motion was made by Alderman Meredith, seconded by Alderman Kelley, to waive the reading of Ordinance 04-45. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt the 2004 tax levy Ordinance 04-45 in the amount of $4,302,980 with an estimated rate of $1.8877, and all related Ordinances, Resolutions and approvals as listed as follows. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

1. Adopting the tax levy of $4,320,980 with an estimated rate of $1.8877.
2. A resolution directing the City Clerk to file the tax levy in compliance with the truth in taxation statutes.
3. To approve the abstract of the minutes of the City Council meeting, setting the rate for the Street and Bridge Fund.
4. A Resolution directing that the Mayor and City Clerk to sign the certificate for the levy of a tax for the Street and Bridge Fund.
5. Ordinance affirming the establishment of a maximum police levy rate of 40 cents as approved by referendum.
6. Ordinance affirming the establishment of a maximum fire protection rate of 20 cents as approved by Ordinance 02-17.
7. A Resolution directing the funds from Foreign Fire Insurance Fee be appropriated as directed by Ordinance 83-21.
8. A Resolution to levy $53,100 for the $250,000 swimming pool bonds.
9. Approval of the minutes of the City Council meeting approving the tax levy for Public Comfort Stations at 0.0004 cents.

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to waive the reading of Ordinance 04-46. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

RESOLUTION 04-33: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing The City To Forgive Unpaid Utility Payments As Agreed To In The Lease Agreement Between The City Of East Moline, And The East Moline Citizen For A Community Center (EMCCC).

RESOLUTION 04-34: A Resolution Of The City Council Of The City Of East Moline, Illinois, Authorizing The City Staff To Solicit Proposals For Sale Or Lease Of The Former City Garage With The Exception Of The Animal Control Facility.

A motion was made by Alderman Moreno, seconded by Alderman Kelley, adopt Resolution 04-34 as presented. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

RESOLUTION 04-35: An Resolution to adopt the schedule of Meetings for the 2005 Calendar Year for the City of East Moline City Council and Committee-of-the-Whole.

A motion was made by Alderman Moreno, seconded by Alderman Puentes, adopt Resolution 04-35 as presented. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

RESOLUTION 04-36: A Resolution of the City Council of the City of East Moline, Illinois, approving and accepting an Economic Development Grant by the U.S. Department of Housing and Urban Development.
Mr. Keehner: The City of East Moline has been notified by the U.S. Department of Housing and Urban Development that application for Grant B-04-SP-IL-0240 in the amount of $248,525, to the City of East Moline for necessary upgrades to infrastructure for economic development purposes, including the Quarter project and revitalization of the central business district has been awarded to the City of East Moline, and the grant requires no matching funds from the City of East Moline, but does require formal approval and acceptance by the City of East Moline.

A motion was made by Alderman Moreno, seconded by Alderman Puentes, to formally approve and accept the Durbin Grant in the amount of $248,525. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Moreno)
All items have been covered under the Consent Agenda, Ordinance, or Resolution.

CITY STAFF COMMUNICATION
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Steve Verdick: Moody's Investors Service has assigned a Bond Rating of A2 on the new Great River Industrial Park refunding TIF Bonds. They also upgraded all our outstanding bonds from A3 to A2. This is the best bond rating the City of East Moline has ever achieved (See Attached Memo). The Mayor, City Council, and staff can be proud of this achievement. Jim Hughes has provided excellent financial guidance that had a major influence on having our bond rating improved to A2, however without a total team effort this bond rating upgrade could not have been achieved.

Chief Moreno: Reported that back on September 18th , the Police Department interrupted a drug transaction taking place at the old Eagles Parking Lot, as a result an arrest was made at that time. We aere able to seize a 2003 Mitsubishi SUV and a 1998 Ford Motor Home and its contents. Last week we were given a Declaration of Forfeiture on those assets, we have increased are assets by $65,000. Thanks for a good job done by EMPD and K-9 Unit. Another Holiday and we will be working our IDOT Grant.
Nico Riojas- has a message for you, Buckle up and slow down.

Richard Van Raes: Reported that in the renovation of the McKinley School Building, Bob Simmons will be constructing a total of 16 rental units. All units will be in compliance with the Americans with Disabilities Act (ADA).

Bruce Willemarck: Wished everyone a Happy Holiday Season.

Dean Piatt: Wished Happy Holiday Season to all.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Joshua Sherrod- 4110 4th Avenue A. East Moline, IL. Addressed the City Council, and thanked them for a job well done during this year. Also wishes everyone a wonderful Holiday Season.

Mayor Moreno: Thanked the residents for faithfully attending City Council meetings, it shows their commitment to the City. The Mayor congratulated the staff for a great job working together as a team.
