MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 11/18/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag. Mayor Moreno asked for a moment of silence in memory of Robert Ligons a past Alderman for the City from 1975 through 1983.

ROLL CALL

Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, John Thodos, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Alderman Moreno was out of the country.

CITY CLERK’S REPORT Passed CONSENT AGENDA

· Approval of City Council Minutes of November 4, 2002
· Approval of Committee-of-the-Whole Minutes of November 4, 2002
· Approval of Salaries in the amount of $292,796.90
· Approval of Bills in the amount of $606,262.61
· Approval of a proclamation proclaiming November 23 – 30th as National Family Week
· Approval of a proclamation proclaiming November 24 – December 1 as National Bible Week
· Approval for the City Attorney to draft an amendment to the development agreement with Dial Quad Cities
· reflecting the proposed cost reimbursement based on new increment generated by the condos at the Quarter.
· Approval to Levy $30,000 for the Demolition Fund
· Approval of Water & Sewer Capital Improvements and authorize Department Heads to proceed with bids for the improvements.

A motion was made by Alderman Thodos, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried.

REPORT BY MAYOR PUBLIC HEARING – KENNEDY SQUARE BOND ISSUE

The Mayor opened the public hearing at 6:35 to discuss the Kennedy Square Bond Issue. Mr. Hughes informed the Council that the ad for the public hearing was placed in the paper 1 week prior to the hearing for the 3.5 General Obligation Alternate Revenue TIF Revenue bonds for Kennedy Square. Mr. Hughes gave a brief review on the scope of the bonds. The City will accept bids for the bonds two weeks from tonight. The Mayor opened the floor for public comments. With none the hearing was closed at 6:40 pm.

PRESENTATION:

Mayor Moreno introduced Carl W. Thompson to read a poem that he wrote for Veterans. Mr. Thompson read two poems that he wrote entitled “Thank You Veterans” and “In Silence We Remember”.

APPOINTMENTS:

Mayor Moreno read a letter of resignation from Dick Newberg as commissioner for the Housing Authority. Mayor Moreno then appointed Marla Floyd to the EM Housing Authority. A motion was made by Alderman Kelley, seconded by Alderman Doose to approve the appointment of Marla Floyd to the EM Housing Authority. Upon voice vote all in attendance voted in favor. Mayor Moreno also informed the Council of the appointment of Nodie Kipp to the Library Board. A motion was made by Alderman Teague, seconded by Alderman Kelley, to approve the appointment of Nodie Kipp to the Library Board. Upon voice vote all in attendance voted in favor.

CITY ATTORNEY City Attorney Phares presented the following Ordinances for Council Consideration.

ORDINANCE 02-44: An Ordinance amending the budget for all corporate purposes of the City of East Moline, Illinois, in lieu of the appropriation Ordinance for the fiscal year commencing on the first day of May, 2002 and ending on the thirtieth day of April, 2003.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to waive the reading of Ordinance 02-44.

Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried. A motion was made by Alderman Thodos, seconded by Alderman Doose, to adopt Ordinance 02-44 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried.

ORDINANCE 02-48: An Ordinance authorizing and providing for the issuance and sale of $250,000 of General Obligation Recreation Bonds, series 2002B, of the City of East Moline, Rock Island County, Illinois for the purpose of paying a portion of the costs of renovating, reconstruction and reequipping a swimming pool and related and appurtenant facilities; providing for the levy of a direct annual tax for the payment of principal and interest on those bonds; and concerning related matters.

A motion was made by Alderman Thodos, seconded by Alderman Doose, to waive the reading of Ordinance 02-48. Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried.

ORDINANCE 02-49: An Ordinance authorizing establishment of a handicapped parking space in front of the residence located at 1351 9th Avenue, East Moline, Illinois

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to waive the reading of Ordinance 02-49. Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department. Mayor Moreno read a letter from the East Moline Main Street regarding Santa coming to town and the use of the police and fire vehicles for this event. A motion was made by Alderman Thodos, seconded by Alderman Kelley to approve the use of police and fire vehicles for the East Moline Main Street Santa Visit. Upon voice vote all in attendance voted in favor.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council. Dave Nowack, 3904 1st Street, was contacted regarding the City hosting a Baseball Tournament. Mayor Moreno encouraged Mr. Nowack to work with Mr. Willemarck and Mr. Keehner regarding this project.

ADJOURNMENT A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Heiland, Thodos, Doose, Meredith, Kelley and Teague. Motion carried. 7:00 p.m.
