MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 11/17/2003

 PLEDGE

Mayor Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CITY CLERK'S REPORT

Nominations for the Centennial Community Contribution Recognition Award will be accepted until Friday November 21, 2003. Nomination forms are available at the City Clerks Office, Finance Department and the City Annex.

CONSENT AGENDA

· Approval of the City Council Minutes of November 3, 2003

· Approval of Committee Of The Whole Minutes of November 3, 2003

· Approval of Salaries in the amount of $298,459.30

· Approval of Bills in the amount of $800,887.85

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

REPORT BY MAYOR

Mayor Moreno received a letter requesting the City's approval to proclaim the week of November 22nd - 29th as National Family Week from the Quad City Family Coalition. The mission of the QCFC is to recognize, encourage and strengthen the importance of family values.

A motion was made by Alderman Teague, seconded by Alderman Kelley, to proclaim the week of November 22nd -29th as National Family Week. Upon voice vote all those in attendance voted in favor. Motion carried.

Mayor Moreno introduced Aline Bethiol Ruffini, she is a Foreign Exchange Student from Piraciaba Sao Paulo, Brazil. Aline host family is Jim & Ellen Hughes while she is visiting here, Aline is also attending United Township High School. Mayor Moreno invited Aline to come forward and actively participate in the City Council Meeting.

CITY ATTORNEY

ORDINANCE 03-37: An Ordinance authorizing the filing of a petition for demolition of the building located at 612- 2nd Avenue, East Moline, IL.

A motion was made by Alderman Doose, seconded by Alderman Kelley, to waive the reading of Ordinance 03-37. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

RESOLUTION 03-30: A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an environmental clean-up, remediation and hold harmless agreement between the City of East Moline and James Oscar Ellis.

A motion was made by Alderman Kelley, seconded by Alderman Doose, to adopt Resolution 03-30 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

RESOLUTION 03-31: A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of a Police Mutual Aid Agreement among the Cities of East Moline, Moline, Rock Island, Silvis, the County of Rock Island and the Village of Milan.

A motion was made by Alderman Moreno, seconded by Alderman Puentes, to adopt Resolution 03-31 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

COMMITTEE -OF-THE-WHOLE (Alderman Moreno)

Alderman Moreno has one (1) item for discussion; all others items have been covered under the Consent Agenda, Ordinance or Resolutions.

Tax Levy 3.94% (Hughes)

At the November 3, 2003 Committee-of-the-Whole meeting the proposal of the Tax Levy of $4,112,500 was approved at an estimated rate of 1.7735 was a rate decrease of 1.52%, and a dollar increase of $156,202.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to direct the City Attorney and Director of Finance to draft an Ordinance setting the 2003 Property Tax Levy at $4,112,500, with an estimated rate of 1.7735, a decrease of 1.52% and a dollar increase of $156,020. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Puentes. Opposed: Alderman Heiland. Motion carried. 6-1.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Hughes: Starting the Budget process for 2004/2005, have now received from all the Department Heads their tentative budgets. Will be reviewing and summarizing this information to see what our budget outlook is for 2004/2005.

Verdick: Reminder, City Hall and the Annex will be closed on Thursday and Friday, November 27th & 28th for the Thanksgiving Holiday.

Chief Freeman: We are in the 2nd phase of the grant that we received in regards to Seat Belt Enforcement and Child Restraint Enforcement, which is called the Image Grant from the State of Illinois. The program will start sometime this week and we will receive payment after each session, if that becomes a problem we will discontinue the grant.

Willemarck: Maintenance Services will be closed on November 27th & 28th for the holiday; we will pick-up refuse on the Wednesday before (11/26/03) for that Thursday and Friday. The Street patching on 30th Avenue and Kennedy Drive has been completed.

FIVE-MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council.

Tony Banaszek - 2552 7th Street East Moline, On December 6th at 10:00a.m. Santa is Coming to Town, Sponsored by the East Moline Main Street Association. Santa will greet the children from 10:00a.m. until noon at the Amvets Post 145 Hall at 829 15th Avenue in East Moline. Santa will hand out gifts and candy there will also be cookies and hot chocolate for the children. St. Anne's Grade School Choir will sing holiday songs.

Alderman Puentes and Moreno commended Mr. Lauper and the Engineering Staff for the find work that was done on 7th Street.
