MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 11/04/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

Mayor Moreno asked for a moment of silence in memory of Roger Damhorst who served as 4th Ward Alderman from 1989 to 1995.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Alderman John Thodos present at 6:40p.m.

CONSENT AGENDA

A. Approval of Public Hearing Minutes of October 21, 2002
B. Approval of City Council Minutes of October 21, 2002
C. Approval of Committee-of-the-Whole Minutes of October 21, 2002
D. Approval of Salaries in the amount of $311,403.39
E. Approval of Bills in the amount of $726,051.15
F. Approval to purchase two (2) Refuse Vehicles from Freund International in the amount of $211,854.
G. Approval for the Water Office to purchase hardware & software necessary to start accepting credit cards in an amount not to exceed $1,670.
H. Approval of a proclamation proclaiming November 15, 2002 as America Recycling Day in East Moline.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

Agenda Item: City Attorney Phares asked that Ordinance 02-48 be removed from the agenda at the request of the Engineering Department.

REPORT BY MAYOR

Letter of Thanks:

Mayor Moreno read a letter from Mrs. Christina Terronez-Burns, who had locked her grandson in her car while it was running (See Attachment). Thanks to Office Harris and Officer Reynolds for their assistance.

Mayor Moreno introduced Mr. Dan Knox, who was appointed to the Police and Fire Commission at the October 21, 2002 Council Meeting. Mr. Knox addressed the Council stating he is a lifelong resident of the City of East Moline, and he’s looking forward to serving the City of East Moline.

APPOINTMENTS:

Mayor Moreno, informed the City Council of his appointment of Mr. Matt Jefferson to the Economic Development Commission. Mr. Jefferson thanked the Mayor for appointing him and appreciates the opportunity to serve the City.

A motion was made by Alderman Teague, seconded by Alderman Moreno, to concur with the Mayor’s appointment. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

Mayor Moreno, reminder tomorrow November 5, 2002 is Election Day don’t forget to vote.

CITY ATTORNEY

City Attorney Phares presented the following Ordinances for Council Consideration.

ORDINANCE 02-44: An Ordinance amending the budget for all corporate purposes of the City of East Moline, Illinois, in lieu of the appropriation ordinance for the fiscal year commencing on the first day of May 2002 and ending on the thirtieth day of April 2003.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to waive the reading of Ordinance 02-44. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

ORDINANCE 02-45: An Ordinance authorizing execution of an Intergovernmental Agreement among the Rock Island County Waste Management Agency (RICWMA) and the municipalities of East Moline, Milan, Moline and Rock Island establishing a Regional Drop Off Collection System.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to waive the reading of Ordinance 02-45. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

ORDINANCE 02-46: An Ordinance of the City Council of the City of East Moline, ascertaining the prevailing rate of wages for Laborers, Mechanics and other workers in the City of East Moline employed in the construction of public works for said City.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to waive the reading of

Ordinance 02-46: Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

ORDINANCE 02-47: An Ordinance amending Chapter 9 entitled “Solid Waste Regulations”, of Title 7, entitled “Health and Sanitation” of the City Code of the City of East Moline of 1984 as amended.

A motion was made by Alderman Thodos, seconded by Alderman Moreno to waive the reading of Ordinance 02-47. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Doose)

Bids on the Demolition of Foremost (Lauper)

On Monday, November 4, 2002 the City of East Moline, opened sealed Bids for the demolition of the old Foremost Packing building located at 1164 13th Avenue. The following five (5) bids were received:

· McAdams & Associates, Inc. $39,459.00
· Miller Trucking and Excavating $45,000.00
· Daved Lohman $50,000.00
· American Demolition Corp. $61,500.00
· Phoenix Corp. of the Quad Cities $87,500.00

Engineer’s Estimate of Cost: $60,000 to $80,000. Recommendation: The contract be awarded to the low bidder, McAdam & Associates, Inc. in the amount of $39,459.00. Budget Impact: The funding will be from the $850,000.00 Bond Issued for the Phase One site work for the new City Maintenance Service Building.

A motion was made by Alderman Thodos, seconded by Alderman Meredith, to accept the low bid from McAdams & Associates, Inc. in the amount of $39,459.00. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

Alderman Teague, Informed the Council on Friday, November 1, 2002 there was a Ribbon Cutting Ceremony for the opening of a new Super Market, located in the old Moose building here in East Moline. The store has a wide variety of items and the location is a plus for citizens who live in the area.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Rich Keehner, Received a call from Mr. Cutler, owner of Quizno’s on 42nd Avenue inviting the Mayor and City Council to their Official Ribbon Cutting Ceremony. It will be Friday, November 8, 2002 at 10:45a.m. The public is also invited to attend.

Bill Lauper, No Turn on Red Signs are now in place at the intersection of 7th Street and 30th Avenue. We have received the final signed agreement for the $100,000 grant towards traffic signal improvements on 30th Avenue and 7th Street thanks to Senator Denny Jacobs.

Leath Drake, The water situation in the City of East Moline is much better.

Bruce Willemarck, Gave handouts on 10 good reasons to recycle and why we should recycle, also10 easy ways to reduce your use.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council.

Alderman Heiland, Encouraged all to get out and vote tomorrow. Expressed her sadness that Almquist Furniture is closing, they have been in business since 1934. Ask that we all stop in to say goodbye and thank them for the many years of service to the community.
