MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 10/18/2004

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puents, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CITY CLERK’S REPORT

CONSENT AGENDA
A) Approval of the City Council Minutes of October 4, 2004
B) Approval of the Committee of the Whole Minutes of October 4, 2004
C) Approval of Salaries in the amount of $303,338.24
D) Approval of Bills in the amount of $482,576.32


A motion was made by Alderman Kelley, seconded by Alderman Puentes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried.

REPORT BY MAYOR
Mayor Moreno announced to the Council that the City of East Moline had the pleasure of hosting Governor Blagovech today at Angelus Retirement Community.

Mayor Moreno received a letter from the Watertown Neighborhood Watch with concerns regarding the Tot Lot in that area. The Park Board has been forwarded a copy of the letter and will work with the City to jointly resolve the concerns.

Mayor Moreno announced to the Staff & Council that on November 1 at 3 PM there will be a tour at EM Metal. Staff and Council Members are to contact the Annex if they are planning on attending.

Mayor Moreno turned the floor over to Alderman Moreno. Alderman Moreno introduced Fred Smith to the Council. Mr. Smith gave the Council a 20 minute presentation on Strategic Planning. Mr. Smith outlined how strategic planning is different than the comprehensive plan that the City currently has in place and the benefits that the City could see by implementing strategic planning.

CITY ATTORNEY
ORDINANCE
04-35 An Ordinance authorizing the sale of surplus equipment (surplus breathing air compressor and cascade system) formerly used by the Fire Department of the City of East Moline, IL.

A motion was made by Alderman Puentes, seconded by Alderman Kelley, to waive the reading of Ordinance 04-35. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried

RESOLUTION
04-23 A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of a development agreement between the City of East Moline, Illinois and East Moline Glass Co.

A motion was made by Alderman Doose, seconded by Alderman Moreno, to approve Resolution 04-23 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried

ORDINANCE
04-36 An Ordinance of the City Council of the City of East Moline, Illinois, accepting a contract proposal of East Moline Glass Co. for the sale of surplus real estate by the City of East Moline.

A motion was made by Alderman Moreno, seconded by Alderman Teague, to waive the reading of Ordinance 04-36. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried

A motion was made by Alderman Kelley, seconded by Alderman Teague, to adopt Ordinance 04-36 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried

RESOLUTION
04-24 A resolution of the City Council of the City of East Moline, Illinois, to enter into a HUD Housing rehabilitation loan with Robert Simmons and Dawn Simmons.

Mr. VanRaes gave the Council a brief over view of the agreement and the development project.

A motion was made by Alderman Teague, seconded by Alderman Meredith, to approve Resolution 04-24 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Meredith, Doose, Meredith, Kelley and Teague. Motion Carried


COMMITTEE-OF-THE-WHOLE (Alderman Doose)
Tax Levy – Jim Hughes
Mr. Hughes informed the Council of the need to adopt a tentative tax levy. The tax levy still has the ability to be raised or lowered at this time. This gives Council 30 days before final adoption.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to set the tentative tax levy in the amount of $4,320,932. Upon voice vote all those in attendance voted in favor.

Negotiation Refunding of GRIP Bonds – Jim Hughes
Mr. Hughes asked Council for permission to work with Speer Financial to negotiate with the underwriter to refinance the bonds. Mr. Hughes is hoping for a $70,000 savings over the life of the bonds.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to allow the Finance Director to renegotiate bonds for a better rate. Upon voice vote all those in attendance voted in favor.

#3 Primary Clarifier Overhaul – Dean Piatt
Mr. Piatt informed the council of bids accepted for work on the #3 primary clarifier. Discussion was held regarding if the bids received were prevailing wage. Mr. Piatt will verify that the contractor pays prevailing wages.

A motion was made by Alderman Heiland, seconded by Alderman Moreno, to accept the low bid from Triple R. Equipment in the amount of $15,997 for equipment/facility repairs. This motion is subject to the bid including prevailing wages. Upon voice vote all those in attendance voted in favor.

CITY STAFF COMMUNICATIONS
Each Department Head was given the opportunity to inform the City Council and all those present of events
going on in their Departments.

Steve Verdick: informed the council of a check received from the Dept. of Revenue to be used for infrastructure repairs.

Dean Piatt – On Wednesday operators will be attending an IL Wastewater Operators meeting in Rock Falls.

Cpt. Fuller – Trick or Treating will be on Oct. 31 from 5 – 8 pm

Chief DeFrance – The Fire Dept. had another fireman called up for active duty

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Alderman Heiland commented that the seal coating looks good

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.
