AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 10/07/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL

Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith , Kelley and Teague. Motion carried.

ORDINANCES

02-35 An Ordinance authorizing the purchase of certain property from the Rock Island County Trustee

A motion was made by Alderman Doose, seconded by Alderman Teague, to waive the reading of Ordinance 02-35. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

City Attorney Phares informed the Council that the Mayor must vote on this Ordinance.

A motion was made by Alderman Teague, seconded by Alderman Thodos, to approve Ordinance 02-35 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley, Teague and Mayor Moreno. Motion carried.

02-36 An Ordinance amending Chapter 8, entitled “Occupation Taxes” of Title 3, entitled “Business” of the City Code of East Moline relating to the establishment of the hotel accommodation tax for the City of East Moline

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to waive the reading of Ordinance of 02-36. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

02-37 An Ordinance authorizing the filing of a petition for demolition of a building located at 731 21st Street, East Moline, IL

A motion was made by Alderman Doose, seconded by Alderman Teague, to waive the reading of Ordinance 02-37. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

RESOLUTIONS

02-39 IDOT Resolution

A motion was made by Alderman Thodos, seconded by Alderman Doose to adopt Resolution 02-39 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno Doose, Meredith, Kelley and Teague. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Moreno)

All items have been covered under the Consent Agenda, Ordinances and Resolutions.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Chief DeFrance, reminded everyone of Fire Prevention Week and that for the 3rd year in a row the EMFD was presented with a Life Safety Achievement award.

Dean Piatt, Stand by Emergency Generator has been replaced.

Bruce Willemarck, informed Council that most of the signs have been placed on 42nd Avenue for “Avenue of the Cities”.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council.

Alderman Teague introduced Stanford Hotchkiss, 384 22nd Street, who addressed the Council with an annexation agreement from 1914 outlining street improvements. Alderman Teague informed council he would meet with Mr. Hotchkiss and Mr. Willemarck to address his concerns.

ADJOURNMENT

A motion was made by Alderman Doose, seconded by Alderman Moreno, to adjourn. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 7:08 p.m.
