AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 10/04/2004

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puents, Carol Doose, Gary Kelley and Crotis Teague. Absent were Alderman Moreno and Alderman Meredith

CONSENT AGENDA
A) Approval of the City Council Minutes of September 20, 2004
B) Approval of the Committee of the Whole Minutes of September 20, 2004
C) Approval of Salaries in the amount of $314,879.67
D) Approval of Bills in the amount of $1,172,508.16
E) Approval of a proclamation proclaiming October 3 – 9 as Fire Prevention Week


A motion was made by Alderman Kelley, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Puentes, Doose, Kelley and Teague. Motion Carried.

RESOLUTION
04-22 A Resolution of the City Council of the City of East Moline, Illinois, to adopt the National Incident Management System for the City of East Moline, Illinois

A motion was made by Alderman Kelley, seconded by Alderman Teague, to adopt Resolution 04-22 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Doose, Kelley, and Teague. Motion carried.


COMMITTEE-OF-THE-WHOLE (Alderman Doose)
Bids on Street Maintenance: Seal Coating various streets (Lauper) – Two bids were received for seal coating work on various streets throughout the City. Settle Inc. was the low bidder at $62,657.78 which was under the Engineer’s Estimate.

A motion was made by Alderman Kelley, seconded by Alderman Teague to accept the low bid from Settle Inc. in the amount of $62,657.78 for seal coating various streets. Upon roll call the following voted in favor: Heiland, Puentes, Doose, Kelley and Teague.

CITY STAFF COMMUNICATIONS
Each Department Head was given the opportunity to inform the City Council and all those present of events
going on in their Departments.
Lauper: Work at 1st & Kennedy is still progressing.

Keehner: East Moline Glass has material on the GRIP lot. They are done testing and the City is working on finalizing the development agreement.

Verdick: October 11 at 3 pm there will be a ribbon cutting ceremony at the welcome center. Also, on November 4 the Citizen of the Year and Denny Jacobs award dinner.

VanRaes: Handed out the 2005 Quad Cities Visitor guide and informed the council that the Quarter was listed on page 5

Willemarck: RI County Household Hazardous Waste day on October 16 from 8 – 3 at the RI County Fairgrounds
Mayor Moreno asked Mr. Willemarck about the tarring of City roads this time of year. Mr. Willemarck informed the council that due to manpower and budget constraints the tarring would not be done this year.

Ald. Doose: Congratulated the Mayor on a successful Marathon this year.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Mr. Ken Pauly: Quested what Str & Ave. the seal coating would be done on.
Mr. Lauper did not have the list with him but would get Mr. Pauly a copy

Mr. Banaszek: EM Main Street submitted a letter asking for Street, Parking Lot and Alley closing on October 29 from 5 – 10 pm for Halloween activities. Mr. Banaszek was directed to fill out a Special Event Application.

Ald. Heiland: Democratic office at 943 15th Avenue is now open and reminded everyone that Tuesday, October 5 is the last day to register to vote. Ald. Heiland will be at the 15th Ave. office until Midnight on Oct. 5 to register voters.

A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Heiland, Puentes, Doose, Kelley and Teague. Motion carried.
