AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

PLEDGE OF ALLEGIANCE

Mayor William J. Ward led the City Council and all those present in the Pledge of Allegiance of the Flag.

ROLL CALL

Mayor Ward called the meeting to order and directed the City Clerk Bobbi Sue Huntoon to call the roll. The following Alder People were present: Helen Heiland, John Thodos, Joe Moreno, Carol Doose, David Kelley, Gary Kelley and Crotis Teague. There were no

Alder People absent.

CITY CLERK’S REPORT

Clerk Huntoon reported that copies of Audit Report No. 59, covering the receipt and disbursement of Motor Fuel Tax Funds for the City of East Moline for the period beginning January 1, 1998 and ending December 31, 1998, may be picked up at the City Finance Department.

CONSENT AGENDA

Approval of the City Council Special Meeting Minutes of August 9, 1999

Approval of the Public Hearing Minutes of August 9, 1999

Approval of City Council Minutes of August 16, 1999

Approval of Committee Of The Whole Minutes of August 16, 1999

Approval of Salaries of $505,400.17

Approval of Bills in the amount of $1,039,728.67

Approval to purchase a dump truck from QC Peterbilt at a cost of $58,922.00

Approval to concur with the Fire Department Dive Team request.

Approval of New Job Classification of Maintenance Crew Chief in the Maintenance Services Department.

Approval to use the same float as in the July 4th parade for the Labor Day Parade and to have the finance Director purchase candy to be handed out.

Acceptance of a Thank You letter from Timothy L. Oliver, Rock Island County for the efforts of the City Council and Staff on behalf of the Enterprise Zone extension.

Acceptance of a thank you from the East Moline Park Board thanking McClure Engineering and Sam Doak for their services on the reconstruction of the Butterworth Park Lagoon.

Approval of a Proclamation proclaiming that October is National Breast Cancer Awareness Month.

Approval of a Proclamation proclaiming September 5th - 11th as Women in Construction Week.

A motion was made by Moreno, seconded by Doose, to approve the consent agenda as presented. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

REPORT BY THE MAYOR

Mayor Ward announced that the presentation of the Beautiful Yard Awards will be delayed until September 20, 1999.

CITY ATTORNEY

City Attorney William Phares presented the following ordinances and resolutions.

ORDINANCE 99-40

An Ordinance proposing the establishment of a downtown special service area in the City of East Moline and the levy of a tax to pay for special services provided to such area and providing for a public hearing and other procedures in connection with such establishment and levy.

A motion was made by Moreno, seconded by Thodos, to waive the reading of ordinance 99-40. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

A motion was made by Moreno, seconded by Teague, to adopt ordinance 99-40 proposing the establishment of a downtown special service area in the City of East Moline and the levy of a tax to pay for special services provided to such area and providing for a public hearing on September 23, 1999 6:30 p.m. and other procedures in connection with such establishment and levy. There was some discussion. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried. 6:53 p.m.

ORDINANCE 99-41

A Special Ordinance of the City Council of the City of East Moline, Illinois declaring the acquisition of real property necessary for the reconstruction of seventh street, and authorizing the purchase of same or the acquisition of same by use of eminent domain.

A motion was made by Moreno, seconded by Thodos, to waive the reading of ordinance 99-41. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

RESOLUTION 99-41

A Resolution of the city Council of the City of East Moline, Illinois, authorizing execution of a hold harmless agreement between the City of East Moline and the East Moline Grade District Mo. 37 of East Moline, Illinois.

A motion was made by Moreno, seconded by Thodos, to adopt resolution 99-41 authorizing execution of a hold harmless agreement between the City of East Moline and the East Moline Grade District Mo. 37 of East Moline, Illinois. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

RESOLUTION 99-42

A Resolution of the City Council of the City of East Moline, Illinois, authorizing notice of a hearing on a proposed ordinance vacating a portion of 5th street lying North of the 42nd Avenue Frontage Road.

A motion was made by Moreno, seconded by Doose, adopt resolution 99-42 and to call a hearing for vacating and appraising the property on October 18, 1999 at 6:16 p.m. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, Kelley, G. Kelley, and Teague. Motion carried.

COMMITTEE OF THE WHOLE

There were bids taken for 7th Street sidewalk south of 42nd Avenue. A Low Bid of $15,396.28 alternative "A" by Keith Construction, and $7,081.85 for alternate "B".

A motion was made by Moreno, seconded by Doose, to accept the low bid from Keith Construction for $15,396.28 alternative A. To do the sidewalk on the West side of 7th Street, from Oaklawn Avenue to Forest Road, funds to come from Alderman Dave Kelley’s Special funds from Fiscal Year 98 and 99 and the balance to come from Maintenance special fund. There was some discussion. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and All those present of the events of their Department.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Ward gave members of the audience a chance to address the City Council . Donna Chambley and Cary & Mary Ellen Brown asked for help from the City to get the contractor from 7th street construction to take care of all damages incurred after water was restored to their residence while no one was home and a faucet was on. Mayor Ward appointed three from city staff to help clear up the situation.

CLOSED SESSION

A motion was made by Moreno, seconded by Thodos, to go to Executive Closed session to discuss IAFF contract negotiations. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried. 7:40 p.m.

A motion was made by Teague, seconded by Heiland, to return to Open Session. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried. 8:05 p.m.

IAFF CONTRACT

A motion was made by Moreno, seconded by Heiland, to accept the tentative IAFF contract as presented. There was brief discussion. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague.

A motion was made by Doose, seconded by D. Kelley, to adjourn. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.
