MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 09/07/2004

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Alderman Puentes was absent due to his work schedule.

CORRECTION / ADDITIONS TO AGENDA:
None

CITY CLERK’S REPORT
Candidate Packets will be available Sept. 14 for the Consolidated Primary Election to be held Feb. 22, 2005 for the following offices: Mayor, City Clerk, City Treasurer and 1st, 3rd, 5th, and 7th Ward Aldermen.

CONSENT AGENDA
A) Approval of the City Council Minutes of August 16, 2004
B) Approval of the Committee of the Whole Minutes of August 16, 2004
C) Approval of Salaries in the amount of $300,316.18
D) Approval of Bills in the amount of $880,772.13
E) Approval for the road to be closed on 15th Avenue on Nov. 11 for the Veteran’s Day Ceremonies at Ninth Street Commons
F) Approval to waive the permit fees for the Rebuilding Together Quad Cities projects in East Moline
G) Approval to proceed with the demolition process of 1723 10th Avenue.

A motion was made by Alderman Kelley, seconded by Alderman Meredith, to approve the Consent Agenda as presented. . Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried.

REPORT BY MAYOR
Mayor Moreno reported that in the near future a meeting would be scheduled for staff and officials for strategic planning and goal setting for the City of East Moline. Alderman Moreno has people who work in these areas who would be willing to assist the City in this process.

Mayor Moreno presented Jim Hughes with the Certificate of Achievement for Excellence in Financial Reporting plaque that was awarded to the City of East Moline and congratulated him on this award.

Erwin Miller was awarded with the Family Volunteer Corp. Volunteer of the Year Award. Mr. Miller is the first recipient of this award that was created in memory of Joe Brown, an East Moline Citizen who passed away and was always involved in the community. Mr. Miller was presented with a plaque and recognized for his contributions to the City.

Mayor Moreno congratulated the Soccer Club on another successful annual Labor Day tournament. Alderman Moreno informed the Council that over 74 teams participated, many from other states, and that with 16-20 members per team and all the family members in town to witness the tournament that this was a big success for the City of East Moline.

CITY ATTORNEY
ORDINANCE
04-32 An Ordinance Establishing the East Moline 15th Avenue Special Service area of the City of East Moline, Rock Island, IL

A motion was made by Alderman Meredith, seconded by Alderman Moreno, to waive the reading of Ordinance 04-32. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague.

A motion was made by Alderman Meredith, seconded by Alderman Moreno, to adopt Ordinance 04-32 as presented. Upon roll call the following voted in favor: Moreno, Meredith, Kelley and Teague. Against: Heiland. Alderman Doose abstained. Motion carries 4 –1 with 1 abstained

04-33 An Ordinance of the City Council of the City of East Moline, Illinois, amending Section 1-22-9 entitled “Returned Check Fee”, of Chapter 22 entitled “Finances”, of Title 1, entitled “Administrative” of the City Code of the City of East Moline, of 1974, and as amended.

A motion was made by Alderman Doose, seconded by Alderman Kelley, to waive the reading of Ordinance 04-32. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague.

RESOLUTION
4-17 A Resolution for Maintenance of Streets & Highways by Municipality under the IL Highway Code.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Resolution 04-17 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague.

04-18 A Resolution of the City Council of the City of East Moline, IL, authorizing the execution of an agreement between Howard M. Jarvis and the City of East Moline, IL, for marketing services in connection with certain real estate located Northwesterly of IL Routes 5 & 92 and South of 16th Avenue North in the City of East Moline.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to adopt Resolution 04-18 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague.

04-19 A Resolution of the City Council of the City of East Moline, IL, authorizing execution of an agreement with East Moline Glass Co., for the escrow of funds for temporary access to property within the Great River Industrial Park.

Mr. Keehner informed the Council of the plans that East Moline Glass has to invest in a new building in the City. Diane Hoyt from East Moline Glass was in attendance to answer any questions. Discussion was held regarding the soil testing that needed to be done on the site.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Resolution 04-19 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague.

COMMITTEE-OF-THE-WHOLE (Alderman Moreno)
Alderman Moreno reported that all items had been covered by either the Consent Agenda or the City Attorney. One item was tabled at the previous COW meeting regarding minimum industrial bills. Discussion was held on the status of this.

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to table the discussion on the minimum industrial water bills until after staff has met with Case New Holland. Upon voice vote all those in attendance voted in favor.

CITY STAFF COMMUNICATIONS
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Chief Moreno: East Moline is once again doing the seat belt enforcement, so buckle up. On August 23, the EMPD assisted the FBI task force in apprehending a high ranking gang member which should significantly reduce the drug traffic in East Moline

Bill Lauper: Jewel Osco street project is moving forward. They are constructing the Water and Sewer lines now. Work on the South side of the street is not part of this contract.

Rich Keehner: 4 Point Lift Systems did some excavation work and everything went fine, they are pouring their concrete.

Steve Verdick: on Archer Dr. across from Butterworth Lagoon the bus barn is gone and the site is ready for the new building.

Alderman Teague: Questioned the policy of bills being issued on houses that have not usage and are vacant. Mr. Hughes informed Ald. Teague that the City does this since we have no way of monitoring the status of homes. Discussion was held and a Water Review meeting will be set up.

Bruce Willemarck: Glad to be back and is at about 75% strength. Thanked everyone for their help in his absence and thanked all for the thoughts and prayers he received.

Chip Drake: Maint. Crew at the Water Plant painted the Chemical Silo and improved the appearance. Addressed Alderman Moreno concerning his previous question of the cost of a portable generator for the Water Plant. A new one for the size needed runs approx. $35,000. In the process of looking for a used one.

Dean Piatt: Currently the equipment replacement project is going on at the Waste Water Plant.

Richard VanRaes: City street maps are available. About 6,000 at the Annex for anyone who wishes to have some.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Tony Banaszek, 2552 7th Street: Questioned if the SSA Committee appointments would be done at this meeting. Mayor Moreno informed everyone that he was in the process of contacting individuals about serving on this committee and would bring his recommendations forward at a later date.

Alderman Heiland: Welcomed Bruce back. Informed everyone about Whitey Verstraete passing away.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Doose, to adjourn. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.
