MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 09/03/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag. A moment of silence for the passing of former Police Officer William Kenny Anderson, and in memory of the lives lost in the 911 tragedy and their families.

ROLL CALL Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Alderman John Thodos present at 6:40p.m.

CITY CLERK’S REPORT Petitions for the 2003 Municipal Election for the 2nd, 4th, and 6th Ward Aldermen will be available in the Clerk’s/Finance Office beginning September 17, 2002.

CONSENT AGENDA

1. Approval of City Council Minutes of August 19, 2002
2. Approval of Committee Of The Whole Minutes of August 19, 2002
3. Approval of Salaries in the amount of $297,999.89
4. Approval of Bills in the amount of $979,992.04
5. Approval of funding in the amount of $9,696 to River Action, Inc. to support programs.
6. Approval of hiring a replacement officer to replace the vacancy from Officer Steve Allen retiring.
7. Approval to direct the City Attorney and Director of Finance to accept bids on $850,000 General Obligation Bonds for the New City Garage.
8. Approval of the proclamation proclaiming September 1st -7th as Union Label Week.
9. Approval of the proclamation proclaiming September 9th-15th, as Women in Construction Week. A motion was made by Alderman Moreno, seconded by Alderman Kelley, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion Carried

REPORT BY MAYOR Letter of Resignation: Mayor Moreno informed the City Council, he’s received a letter of resignation from Chester Zalewski dated August 23, 2002, effective August 31, 2002. Mr. Zalewski has served on the East Moline Housing Finance Corporation (Housing Authority, See Attachment). A motion was made by Alderman Thodos, seconded by Alderman Kelley, to accept the letter of resignation from Mr. Zalewski and it be placed on file. Upon voice vote all in attendance voted in favor.

APPOINTMENTS: Mayor Moreno made the following two (2) appointments to the East Moline Housing Finance Corporation Board, Authority Board, Mr. Bob Hauman and Mr. Dick Newberg. A motion was made by Alderman Teague, seconded by Alderman Moreno, to concur with the Mayor’s Appointments. Upon voice vote all in attendance voted in favor.

PRESENTATIONS: Mayor Moreno presented Mr. Harry Arvantes Jr. with a Community Service Award in appreciation of the twenty-seven (27) years of service to the Park and Recreation Board.

OTHER: Mayor Moreno gave an update on happenings in the City of East Moline. On Sunday September 1, 2002 dedication of Fire Cracker Corner at 18th Avenue and 13th Street. It was very well attended by the public, community and the City Council. On Monday September 3, 2002 Labor Day Parade in our Downtown we had a good turnout, despite the rain. Alderman Teague, The parade was very nice, but the City of East Moline was disappointed that we were positioned in 36th place, instead of being positioned near the front as the City of East Moline did host the parade. The Mayor will send a letter to the Parade Sponsors, expressing the City of East Moline views in regards to this matter. Chief Freeman, Introduced Robert Laktas, who is replacing Office Steve Allen; he will be sworn in on Friday, September 6, 2002 and will leave on Sunday for the Police Acamady. Mr. Laktas was given the opportunity to address the City Council.

CITY ATTORNEY

ORDINANCES

02-29: An Ordinance authorizing and ratifying the sale of certain real estate located in the Great River Industrial Park, City of East Moline, County of Rock Island and State of Illinois by the City of East Moline, Illinois. A motion was made by Alderman Thodos, seconded by Alderman Meredith, to waive the reading of Ordinance 02-29. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried. A motion was made by Alderman Thodos, seconded by Alderman Moreno, to approve Ordinance 02-29 as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos and Moreno, and Doose. Motion carried.

02-30: An Ordinance regulating development in flood plain areas in the City of East Moline, Illinois. A motion was made by Alderman Moreno, seconded by Alderman Thodos, to waive the reading of Ordinance 02-30. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried. A motion was made by Alderman Moreno, seconded by Alderman Thodos, to approve Ordinance 02-30 as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos and Moreno and Doose. Motion carried.

RESOLUTIONS

02-34: A Resolution of the City Council of the City of East Moline, Illinois, approving and authorizing execution of an Intergovernmental Agreement between the City of East Moline, Illinois and Rock Island County Metropolitan Mass Transit District (Metrolink) for the lease of certain real estate to be used as transit terminals and transfer facility in the Great River Industrial Park. A motion was made by Alderman Thodos, seconded by Alderman Doose, to adopt Resolution 02-34 as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

02-35: A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an Automatic Mutual Aid Agreement between the City of East Moline, Illinois, and the Moline Fire Department. A motion was made by Alderman Moreno, seconded by Alderman Thodos, to adopt Resolution 02-34 as presented. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

OTHER: Opening of Bids for sale of real estate (Phares) City Clerk Holmes read the following bid submitted by Habitat for Humanity Quad -Cities, for Lot 2 in Block 131 in New Shops Additions, Lot 14 Block 123 in New Shops Addition, and Lot 21 in Block 225 in New Shops Addition. A motion was made by Alderman Thodos, seconded by Alderman Teague, to accept the bid in the amount of $10.00 and direct the City Attorney to draft the appropriate documents. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Thodos) All items were covered under the Consent Agenda

CITY STAFF COMMUNICATIONS Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Dean Piatt, The new City Backhoe was in the Labor Day Parade, our new addition to the Motor Pool and the last of the Anaerobic Digesters that needed cleaning have been completed.

Chief Freeman, Applied for First of Illinois Money and have received approval for a $150,000 grant.

Bill Lauper, Will be opening bids for the Water Plant Improvements on September 20, 2002.

Richard Van Raes, The Plan Commission will resume the public hearing at U.T.H.S. on Tuesday September 10, at 7:00p.m. Regarding annexation of property into the City and reviewing Preliminary Plats and the Annexation Agreement.

Bruce Willemarck, September 9, 2002, will begin the removal of the asbestos from the Foremost Site.

Rich Keehner, The City of Moline and Rock Island County did approve the Enterprise Zone Expansion We will be submitting the application.

FIVE MINUTE AUDIENCE PARTICIPATION Mayor Moreno gave member of the audience the opportunity to address the City Council.

Mr. Bill Doose, Thanked City staff for the clean up along the parade route on 15th Avenue, also Complimented Mr. Keehner on visiting with the businesses in the Downtown Area.

ADJOURNMENT A motion was made by Alderman Kelley, seconded by Alderman Doose, to adjourn. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno and Doose. Motion carried. 7:37 p.m.
