MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 08/18/2003

PLEDGE
Mayor Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Absent: Alderman Puentes (working).

CITY CLERK'S REPORT
The Governor Blagojevich signed SB1586 on August 11, 2003, which amends the Open Meetings Act. Public Bodies are now required to tape all closed sessions and to keep them on file for 18 months.

CONSENT AGENDA
City Clerk Holmes read the Consent Agenda as follows:
A. Approval of the Public Hearing Minutes of August 4, 2003 B. Approval of the City Council Minutes of August 4, 2003 C. Approval of the Committee Of The Whole Minutes of August 4, 2003 D. Approval of Salaries in the amount of $303,174.76 E. Approval of Bills in the amount of $1,614,655.34 F. Approval for the Knights of Columbus to conduct a roadblock at 9th Street and 15th Avenue on September 19th - 20th to solicit donations for the 34th Annual Tootsie Roll Drive to benefit the mentally handicapped.

A motion was made by Alderman Doose, seconded by Alderman Kelley, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

CITY ATTORNEY
ORDINANCE 03-28: An Ordinance changing The Zoning and Amendment of the Zoning Map of the City of East Moline, Illinois, Attached To And Made A Part Of The Zoning Ordinance of The City of East Moline, Illinois, of July 24, 1967 And As Amended.

Mr. Van Raes gave background information on Ordinance 03-28, which changes the zoning district of the subject property from R-2, Planned Unit Development, to an R-3 One and Two Family Residence District.

A motion was made by Alderman Meredith, seconded by Alderman Doose, to waive the reading of Ordinance 03-28. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adopt Ordinance 03-28 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

RESOLUTION 03-24: A Resolution Amending An Intergovernmental Agreement Among The Cities of East Moline, Moline, Silvis, The Village of Milan, and Rock Island County, Illinois, Which Established An Enterprise Zone Now Called The "Illinois Quad Cities Enterprise Zone" By the Addition of Approximately 6.566 Acres By The Village of Milan and Changing The Zone Boundaries to Add Territory to the Illinois Quad Cities Enterprise Zone, and by Authorizing The Mayor and City Clerk to execute the Amended Intergovernmental Agreement.

A motion was made by Alderman Kelley, seconded by Alderman Doose, to adopt Resolution 03-24 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

RESOLUTION 03-25: A Resolution Of The City Council Of The City of East Moline, Illinois, Authorizing Execution of an Agreement For Mutual Aid Emergency Services Between Fire Departments Located in the Bi-State Region.

A motion was made by Alderman Moreno, seconded by Alderman Teague, to adopt Resolution 03-25 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

RESOLUTION 03-26: A Resolution of The City Council of the City of East Moline, Illinois Authorizing closing Archer Drive (13th Street) from 18th Avenue to 23rd Avenue for the Marching Band Competition Sponsored by the U.T.H.S. Booster Club.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Resolution 03-26 as presented. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Teague)
Alderman Teague has one (1) item for discussion; all other items have been covered under the Consent Agenda, Ordinance or Resolutions.

Water Filtration and River Station Roof Improvement (Leath Drake) On August 7, 2003 four bids were received from the following Contractors for the above project:

Economy Roofing & Insulation Company $167.550 + $900 = $168,450
Sterling Commercial Roofing $207,900 + $678 = $208,578
Roofing Technology $244,500 + $1,000 = $245,500
Jim Giese Commercial Roofing $297,467 + $750 = $298,217

The Engineering Firm of Shive-Hattery recommends awarding the bid to Economy Roofing & Insulating Company for $168,450, which includes the base bid and Alternate #1. Alternate #1 increases the warranty on the roof from 10 years to 15 years. This is well below the $275,000 budgeted for this project. This project is scheduled to start on September 1, 2003 and be completed by October 31, 2003.

A motion was made by Alderman Teague, seconded by Alderman Moreno, to accept the low bid from Economy Roofing & Insulation Company in the amount $168,450 as presented. Upon roll call the following voted in favor: Heiland Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

CITY STAFF COMMUNICATIONS Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Leath Drake: Completed repairs to the river intake pipe and the levy.

Bill Lauper: Started on east side with water main replacement from 7th Street to 26th-30th Avenue, due to the construction traffic has been moved to the west 2 lanes.

Rich Keehner: The Bi-State Regional Commission is submitting an application to the USEPA to administer a Brownfield Revolving Loan Fund. The fund would loan monies to the Illinois Quad Cities private parties or governmental units to clean up Brownfield Sites.

Jim Hughes: The Water Committee met to discuss the minimum usage and will have a report at the next meeting. In attendance were Alderman Doose, Alderman Heiland and Mr. Henry Plude.

Chief DeFrance: The Fire Department received a 1998 Crown Victoria from the Police Department; it will replace the 1985 Ford Van that is currently being used by the Fire Inspector. This vehicle has been marked for the Fire Department.

FIVE-MINUTE AUDIENCE PARTICIPATION Mayor Moreno gave member of the audience the opportunity to address the City Council.

Mr. Ed DeJaynes - 1325 10th Street East Moline, Illinois, presented the Mayor, City Clerk and City Council a twenty three (23) page signed petition, rejecting any implementation of a garbage users fee or tax. Mayor Moreno, the petition is accepted and will be placed on file in the City Clerk's Office for anyone wanting a copy.

COMMENTS Mayor Moreno stated we had a very successful event, thanks to Mr. Banaszek and his Main Street Organization. What a wonderful job they did, there were lots of events and a positive impact on our Community and the Greater Quad City Area.

Commended Alderman Meredith and his committee for having a very successful Frog Race, the first in over One-Hundred Years. Alderman Meredith was given a round of applause for a job well done; also Mayor Moreno expressed his appreciation for the great enthusiasm and organizational skills displayed by Alderman Meredith and the Committee.

Alderman Meredith reported they had eighty-six (86) participants in the Frog Race and fifty-two (52) volunteers. Alderman Meredith and his Committee presented Certificate of Appreciations to all of the City of East Moline Departments and their staff for their involvement, also Manor House Designs and E&D Express for their involvement and monetary donations.

Mr. Tony Banaszek, thanked the City of East Moline for their assistance, also stated Fun Fest did attract lots of people into our Downtown.

Alderman Teague introduced to the City Council Mrs. Adella Moreno, the mother of Mayor Moreno and his brother Dan, they are here visiting from Mexico.

ADJOURNMENT A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn. Upon roll call the following voted in favor: Heiland, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 7:00p.m.
