MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 08/01/2005

PLEDGE
Mayor Thodos led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Thodos called the meeting to order and directed Deputy Clerk Richard Van Raes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook.

ADDITIONS/CORRECTIONS TO THE AGENDA.
City Attorney Phares requested that Ordinance 05-20, an Ordinance for the purchase of property from Theresa L. Walker be placed on the Agenda for the Council’s consideration. The Ordinance was placed under the City Attorney’s Report.

CITY CLERK’S REPORT
Passed

CONSENT AGENDA
Deputy Clerk Van Raes read the Consent Agenda that included the following items:
A) Approval of the City Council Minutes of July 18, 2005
B) Approval of the Committee of the Whole Minutes of July 18, 2005
C) Approval of Salaries in the amount of $309,248.97
D) Approval of bills in the amount of $1,185,611.37
E) Approval to direct the Police & Fire Commission to hire a replacement Firefighter.


A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried

REPORT BY MAYOR
Mayor Thodos reported on two (2) vacancies on committees. Bea Brazel has resigned from the Park and Recreation Board and Wendy Bonilla has resigned from the Special Service Area Committee (SSA). Mayor Thodos thanked them both for their service to the community. Mayor Thodos asked that if anyone had recommendations for filling the vacancies, to contact his office. The Park and Recreation Board require members to be an East Moline Resident. The SSA Committee requires that a member own property in the Special Service Area or be a resident of the Special Service Area.

Alderman Moreno recommends that someone from the East Moline Youth Baseball or Softball Organizations fill the Park Board vacancy.

Mayor Thodos announced appointments for the Animal Control Board. The Mayor’s appointees for the three (3) year term are: Alderman Rick Meredith, and Ms. Chris Evans. Alderman Meredith gave background information and introduced Ms. Evans. Ms. Evans thanked the Mayor and City Council.

CITY ATTORNEY
ORDINANCE 05-19: An Ordinance of the City Council of the City of East Moline, Illinois, Amending Section 10-15-1 Entitled “Permitted Principal Uses of Chapter 15, Entitled “I-2 General Industrial Districts”, of Title 10, Entitled “Zoning Regulations” of the East Moline City Code by adding a General Description and New and Amended Uses.

A motion was made by Alderman Heiland, seconded by Alderman Moreno, to waive the reading of Ordinance 05-19. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried.

A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adopt Ordinance 05-19 as presented. Upon roll call the following voted in favor: Heiland, Puentues, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried.

ORDINANCE 05-20: An Ordinance of the City Council of the City of East Moline, Illinois, Authorizing the Purchase of Certain Property from Theresa L. Walker.

City Attorney Phares noted that Ordinance 05-20 required a vote of two-thirds (2/3) of “Elected Corporate Authorities in office”. This will require the Mayor to vote on the adoption of this Ordinance.

Alderman Heiland notes corrected purchase price. City Attorney Phares notes that the purchase document would be amended to the priced stated in the Ordinance.

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to waive the reading of Ordinance 05-20. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried.

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adopt Ordinance 05-20 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, Westbrook, and Mayor Thodos. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Heiland)
Alderman Heiland noted items tabled to Committee-of-the-Whole, and items addressed in the Consent Agenda.

CITY STAFF COMMUNICATION
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Chief Moreno: Reminded the Council about the Night Out Against Crime, will be held at Hereford Park on Tuesday at 6:00p.m. Update on front door phone for City Hall; Police Department Ford Expedition will be entered in a police vehicle show in Chicago, and today August 1st is his 13th year Wedding Anniversary.

Mr. Lauper: Passed.

Mr. Keehner: Reported on communications from the Special Service Area Committee requesting assistance from the City to create additional parking area in the area of 7th Street and 15th Avenue. MetroBank currently owns the property. Mr. Keehner requests direction from the Council. Discussion on details.

Chief DeFrance: Passed.

Mr. Hughes: Reported on publications available from the Government Officers Finance Association. They include “The Elected Officials Guides to…”(several titles). Mr. Hughes passed copies for examination. He will order copies for whoever wants them.

Mr. Willemarck: Complimented “Chip” Drake and Howard Ross for keeping water production up. Mayor Thodos asked Mr. Willemarck about the schedule for cross walk/street painting. Mr. Willemarck estimates another two weeks. Alderman Meredith asks about the stripe at United Township High School.

Mr. Drake: Reported on the status of pump repairs.

Mr. Piatt: Passed.

Mr. Vyncke: Passed.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Thodos gave members of the audience the opportunity to address the City Council.

Tony Banaszek 2552 7th Street East Moline, Il. - Thanks the Council on behalf of the Special Service Area Committee for support of proposed parking at 7th Street and 15th Avenue.

Mayor Thodos closed the Five Minute Audience Participation, and requested a motion to recess the Council meeting.

RECESS SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to recess the Council meeting and go into the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried. 6:49p.m.

RECONVENE SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to reconvene the City Council meeting. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried. 8:30p.m.


CLOSED SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to go into Executive Closed Session. City Attorney William Phares stated that the purposed of the Closed Session was to discuss Pending Litigation Workers Compensation Claim. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried. 8:30p.m.

REOPEN SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Kelley, for the City Council to go back into open session. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Westbrook. Motion carried. 8:48p.m.

ADJOURNMENT
