  MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS
 JULY 2, 2007 AT 6:30P.M.
 

PLEDGE   

Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Cheri Bustos, Rick Meredith, Roseann Cervantes, and Gary Westbrook.

ADDITIONS/CORRECTIONS TO AGENDA

None

CITY CLERKS REPORT  

City Clerk Holmes passed.

CONSENT AGENDA

City Clerk Holmes read the Consent Agenda that included the following:

a)      Approval of the City Council Minutes of June 18, 2007

b)      Approval of the Committee of the Whole Minutes of June 18, 2007

c)      Approval of Salaries in the amount of $322,933.95

d)      Approval of Bills in the amount of $1,665,346.12

 

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to approve the Consent Agenda as presented.  Upon roll call, the following voted in favor:  Kelley, Cervantes, Westbrook, Heiland, Puentes, Moreno, and Bustos.  Motion carried.

 REPORT BY THE MAYOR

 CITY ATTORNEY

City Attorney Phares presented the following Ordinances and Resolutions:

 ORDINANCE 07-08:  An Ordinance of the City Council of the City of East Moline, Illinois, amending Section 8-8-23 Entitled "Rates and Charges" of Chapter 8 Entilted "Water and Sewer", of Title 8 Entilited "Public Ways and Property" of the City Code of the City6 of East Moline of 1974, and as amended.  With respect to Municipal Customer Water Rates (C) and (D).  Municipal Customer Sewerage Rates (H), Commencement of Rates (N) AND water Rates Outside the City (Q).

 COMMITTEE OF THE WHOLE (Alderman Moreno)

Alderman Moreno has no items for discussion; all other items have been covered under the Consent Agenda, by Ordinance or Resolution.

 CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

 Ø      Director of Engineering, Tim Kammler

 Ø      Fire Chief DeFrance

 Ø      Alderman Westbrook

 Ø      Alderman Bustos

 

FIVE-MINUTE CITIZEN PARTICIPATION

Mayor Thodos gave East Moline residents in the audience the opportunity to address the City Council.  None.

RECESS:

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to recess the City Council meeting, and go into the Committee-of-the-Whole.  Upon roll call the following voted in favor:  Kelley, Cervantes, Westbrook, Heiland, Puentes, Moreno, and Bustos.  Motion carried.  6:45p.m.

RECONVENE:

A motion was made by Alderman Puentes, seconded by Alderman Heiland, to reconvene the City Council meeting.  Upon roll call the following voted in favor:  Kelley, Cervantes, Westbrook, Heiland, Puentes, Moreno, and Bustos.  Motion carried.  7:49p.m.

CLOSED SESSION:

A motion was made by Alderman Moreno, seconded by Alderman Puentes, to go into closed session to discuss:  F.O.P. Negotiations.  Upon roll call the following voted in favor:  Kelley, Cervantes, Westbrook, Heiland, Puentes, Moreno, and Bustos.  Motion carried.  7:50p.m.

OPEN SESSION:

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to return to open session.  Upon roll call the following voted in favor:  Bustos, Kelley, Cervantes, Westbrook, Heiland, Puentes, and Moreno.  Motion carried.  8:21p.m.

 ADJOURNMENT:

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to adjourn the City Council meeting. Upon roll call, the following voted in favor:  Kelley, Cervantes, Westbrook, Heiland, Puentes, Moreno, and Bustos.  Motion carried.  8:21 p.m.
