MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 07/15/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Absent: Alderman John Thodos.

CITY CLERK’S REPORT City Clerk Holmes thanked Fire Chief DeFrance for allowing her the opportunity to tour his department, also thanked Gary Whitmer, Jeff Ward, and Ben Landrum for the ride along, demonstration, and information that I received.

CONSENT AGENDA

· Approval of City Council Minutes of July 1, 2002
· Approval of Committee Of The Whole Minutes of July 1, 2002
· Approval of Salaries in the amount of $293,937.50
· Approval of bills in the amount of $523,794.65
· Approval to accept maintenance responsibility for the storm sewer system on 42nd Avenue for Mr. Shamsie and Mr. Collins.
· Approval for the City Attorney to draft a resolution amending the Enterprise Zone.
· Approval to direct the City Attorney and Finance Director to place $5,000,000 bonds for sale on August 5, 2002.
· Approval to create a committee to draft the budgetary guidelines that will guide the City in future budgetary processes.
· Permission for the East Moline Main Street Association to hold its Downtown Fun Fest on Friday and Saturday August 16th and 17th. Mr. Lauper asked the following correction be made to item 5, and it should read: to enter into an agreement with Mr. Shamsie (not approval to accept) for the storm sewer system on 42nd Avenue. A motion was made by Alderman Doose, seconded by Alderman Teague, to approve the Consent Agenda with changes. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion carried.

REPORT BY MAYOR PRESENTATION Mayor Moreno congratulated Mr. Piatt for a job well done on beautifying the front of the Sewer Treatment Plant. It’s looking better and better. Mayor Moreno also encouraged other City Departments to beautify their respective surroundings.

CITY ATTORNEY

ORDINANCE 02-20: An Ordinance amending Section 9-3-1 Entitled “No Parking Places” of Chapter 3, Entitled Parking Rules, of Title 9, Entitled “Traffic” of the City of East Moline of 1974 and as amended. A motion was made by Alderman Doose, seconded by Alderman Meredith, to waive the reading of Ordinance 02-20. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion Carried. A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Ordinance 02-20 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion Carried.

ORDINANCE 02-21: An Ordinance authorizing the trade in of two (2) large dump trucks for the purchase of two (2) large dump trucks of the City of East Moline Maintenance Services Department. A motion was made by Alderman Moreno, seconded by Alderman Meredith, to waive the reading of Ordinance 02-21. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion carried. A motion was made by Alderman Doose, seconded by Alderman Moreno, to adopt Ordinance 02-21 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion carried.

RESOLUTION 02-24: A Resolution of the City Council of the City of East Moline, Illinois, authorizing application for financial assistance from the Illinois Environmental Protection Agency for the Mitchell Park Watershed Phase 11 project. Mr. Lauper gave additional background information, Phase 11 of the project will address six areas in need of stromwater control and will utilize grade stabilization, steam bank stabilization, and permanent vegetation cover for soil erosion and sediment control and storm water management. A motion was made by Alderman Moreno, seconded by Alderman Meredith, to approve Resolution 02-24 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Teague) All items have been covered under the consent agenda

CITY STAFF COMMUNICATIONS Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Leath Drake, Thanked the citizens for conserving water and other City Departments for helping them out. Have received calls regarding a company going door-to-door selling water products and softeners.

Dean Piatt, Thanked Mayor Moreno for the compliment, and all the help he received from the Employee’s (Union and Non-Union). Still have new signs to put in and complete landscaping to the front of the property, as the front of property is the first thing individuals see when entering the City of East Moline.

Bill Lauper, Work has begun on the Traffic Signals at 7th Street and 30th Avenue. Ask that citizens drive carefully when in this area.

Rich Keehner, Informed the City Council of the upcoming Illinois Tax Increment Association Conference to be held in Chicago on September 11th and 12th.

FIVE MINUTE AUDIENCE PARTICIPATION Mayor Moreno gave member of the audience the opportunity to address the City Council. Ms. Dorothy Castor 1805- 172nd Street N. East Moline, IL. (Property situated in an unincorporated area of Rock Island County) asked that she be put on the agenda, to address her concerns regarding speeding trucks, and accidents along 172nd Street.

Mr. Joe Marks and Mr. Bushnell of 1725-172nd Street N. Expressed the same concerns, also the safety of their children. Mayor Moreno asked Ms. Castro if she would submit a list for the record, so he and the appropriate City Staff could look into this matter.

ADJOURNMENT A motion was made by Alderman Moreno, seconded by Alderman Kelley, to adjourn. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley, Teague and Heiland. Motion carried. 7:10p.m.
