MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 06/17/2002

PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL Mayor Moreno called the meeting to order and directed Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CONSENT AGENDA

· Approval of City Council Minutes of June 3, 2002
· Approval of Committee Of The Whole Minutes of June 3, 2002
· Approval of Salaries in the amount of $302,915.94
· Approval of bills in the amount of $672,178.42
· Approval to accept the report from Ament Engineering on the Pavement Management Survey
· Approval to hire a Civilian contract employee for a trial period to work at the Police Department
· Approval to purchase two vehicles with amounts not to exceed 16,000 for the car and 18,000 for the van. Steve Verdick asked that the following corrections be made: 1) in the Council Minutes from June 3, 2002 on the Council Agenda item #5, the sale of 402 15th Avenue should be to Andrew & Mary Lou Wood, 2) the two vehicles listed above have been purchased as follows: 2001 Chrysler Concord from Green Chevrolet for the amount of $13,284 with a trade and a 2001 Dodge Caravan from Green Chevrolet for the amount of $16,754 with trade. A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the Consent Agenda with changes. Upon roll call the following Aldermen voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

REPORT BY MAYOR REPORT

Mayor Moreno took a moment to acknowledge all the volunteers who worked Fathers Day at Ride the River and to congratulate the Main Street Association on the success of the Mexican Fiesta held June 14, 2002.

PRESENTATION

Mayor Moreno asked Lyn Paris to come forward and presented Mr. Paris with a Community Service Award as a token of appreciation for his service with REDEEM for the last 5 ½ years on behalf of the Council, Staff and Citizens of East Moline and commended him for a job well done.

CITY ATTORNEY

Ordinance 02-19: An Ordinance amending Section 9-3-11 entitled “Time Limit Parking” of Chapter 3, entitled “Parking Rules”, of title 9, entitled “Traffic” of the City Code of the City of East Moline of 1974 and as amended A motion was made by Alderman Doose, seconded by Alderman Moreno to waive the reading of Ordinance 02-19. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried A motion was made by Alderman Doose, seconded by Alderman Moreno, to adopt Ordinance 02-19 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried Preliminary & Final Plat for the Kings Farm Phase II Subdivision Richard VanRaes presented the council with the preliminary and final plat for the Kings Farm Phase II Subdivision. A motion was made by Alderman Meredith, seconded by Alderman Doose to approve the preliminary and final plat for the Kings Farm Phase II subdivision as presented. Upon Roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried Ordinance 02-18: An Ordinance changing the zoning and amendment of the zoning map of the City of East Moline, Illinois attached to and made a part of the Zoning Ordinance of the City of East Moline, Illinois of July 24, 1967 and as amended. A motion was made by Alderman Doose, seconded by Alderman Meredith to waive the reading of Ordinance 02-18. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried A motion was made by Alderman Doose, seconded by Alderman Kelley, to adopt Ordinance 02-18 as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried

COMMITTEE-OF-THE-WHOLE (Alderman Kelley)

Metro Link Grant (Keehner) Metro Link has received a $1,000,000 federal grant to build a new Bus Transfer Center in East Moline. They would like to build the center, with room for future mixed used development, on about 6-7 acres in the Great River Industrial Park. The new site would replace the current bus transfer location of 8th Street & 15th Avenue. The new site would provide greater passenger, bus and vehicle safety, greater passenger convenience, and other passenger amenities and security. Buses will continue to service the downtown area. A final decision to approve the grant must be made by June 30, 2002 A motion was made by Alderman Kelley, seconded by Alderman Teague, to approve the request by Metro Link to accept the grant and enter into a long term lease to lease the property to MetroLink at $1.00 per year and direct the City Attorney to draft the appropriate documents. Upon Roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried

Variable Frequency Motor Control (Piatt) Bids were received for the variable frequency motor control - an update that is needed at the sewer plant and would be an energy savings. Bids were received as follows:
Quint City Electric Base: 188,177.00 w/ Alternate 189,327
Midwest Tech Base: 192,852.00 w/ Alternate 193,966
JW Koehler Base: 197,795.00 w/ Alternate 198,910
Tri City Electric Base: 213,056.00 w/ Alternate 216,023
Dean Piatt’s recommendation is to accept the low bid from Quint City Electric with the Alternate in the amount of $189,327.00 A motion was made by Alderman Kelley, seconded by Alderman Moreno to accept the low bid from Quint City Electric with the Alternate in the amount of $189,327.00. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried CITY STAFF COMMUNICATIONS Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department. Roy Dowell, Jamie Whipple was sworn in on Friday and started at the Academy. Officer Mike Johnson was interviewed by Channel 8 regarding abandoned vehicles. Howard Ross, Divers did come to inspect the intake pipe in the river but due to the flood waters they could not get a good visual. Preliminary indications do show need for repair but a visual will need to be redone. Bruce Willemarck, Street patching machine to be delivered this week Steve Verdick, Working on priorities and funding for the street repairs throughout the city. Rob DeFrance, 16 firefighters attended phase 1 of Haz Mat Technical training (45 hours of training) and will be taking phase 2 starting June 24 thanks to a University of IL Grant. Rich Keehner, Thanked Lyn Paris and introduced the new director for Redeem, Tim Knanishu Carol Doose, recognized Thelma & Norm Morris for all the help with Ride the River and let everyone know they had products left over if anyone was interested. FIVE MINUTE AUDIENCE PARTICIPATION Mayor Moreno gave member of the audience the opportunity to address the City Council. None ADJOURNMENT A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 7:35p.m.
