MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS
AT 6:30 P.M. JUNE 4, 2007

 

PLEDGE

Mayor Pro-Tem Helen Heiland led the City Council and all those present in the Pledge of Allegiance to the Flag.

ROLL CALL

Mayor Pro-Tem Helen Heiland called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Cheri Bustos, Rick Meredith, Roseann Cervantes, and Gary Westbrook.

Absent:  Mayor Thodos (Vacation).

Mayor Pro-Tem Heiland stated that Mayor Thodos is on vacation, visiting his son who is in the military.

ADDITIONS/CORRECTIONS TO AGENDA

None

CITY CLERKS REPORT  

City Clerk Holmes stated she was glad to be back.

CONSENT AGENDA

City Clerk Holmes read the Consent Agenda that included the following:

a)      Approval of the City Council Minutes of May 21, 2007

b)      Approval of the Committee of the Whole Minutes of May 21, 2007

c)      Approval of Salaries paid in the amount of $321,789.71

d)      Approval of Bills in the amount of $1,238,724.84

e)      Approval to hire a replacement to fill the vacancy in the Police Department effective June 22,2007.  The officer will attend PTI class to begin June 24, 2007.

A motion was made by Alderman Moreno, seconded by Alderman Puentes, to approve the Consent Agenda as presented.  Upon roll call, the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

REPORT BY THE MAYOR

None

Mayor Pro-Tem Heiland introduced Mr. William Stoermer, who is the Regional Public Affairs Manager of Exelon Nuclear.

Mr. Stoermer addressed the City Council and all those in attendance.  Mr. Stoermer stated the purpose of his visit was to come and introduce himself to the community as the Public Relations Manager for the Nuclear Plant in Cordova, Illinois.  They are very proud to be part of Rock Island County, and have many of their 630 employees that live in East Moline and surrounding areas.  Mr. Stoermer distributed to the City Council and those in attendance a handout that provided background information on Exelon Nuclear Power Plant located in Cordova, Illinois.  Mr. Stoermer extended an in visitation to the City Council and citizens to call him if they are interested in touring the Nuclear Plant he would be more than happy to make the arrangements.

CITY ATTORNEY

City Attorney Phares presented the following Resolutions:

RESOLUTION 07-26:  A Resolution of the city Council of the City of East Moline, illinois, authorizing execution of a contract with Mc clure engineering associates, inc.  Authorizing

Mc Clure to perform surveying and design services for the 1st street water main replacement project. 

A motion was made by Alderman Meredith, seconded by Alderman Westbrook, to adopt Resolution 07-26 as presented.  Upon roll call, the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-27:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of a contract with Mc Clure Engineering Associates, Inc., retaining

Mc Clure to perform Topography and Land Surveying Services at the Babcock-Meersman Area.

A motion was made by Alderman Westbrook, seconded by Alderman Meredith, to adopt Resolution 07-27 as presented.  Upon roll call, the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-28:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an Agreement for Services Between BI-State Regional Commission and the City of East Moline, for an L.M.I. Survey.

A motion was made by Alderman Westbrook, seconded by Alderman Moreno, to adopt Resolution 07-28 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-29:  A Resolution of the City Council of the City of East Moline, Illinois, to proceed with the 2007 Street / Alley Surfacing Program Design, Bidding and Construction per the recommendation of the Director of Engineering Services.

A motion was made by Alderman Puentes, seconded by Alderman Moreno, to adopt Resolution 07-29 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-30:  A Resolution for Section 07-00000-02-GM 2007 Alley Surfacing Program.

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to adopt Resolution 07-30 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-31:  A Resolution for Section 07-00000-00-GM 7th Street Resurfacing from 34th – 41st Streets.

A motion was made by Alderman Puentes, seconded by Alderman Moreno, to adopt Resolution 07-31 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-32:  A Resolution of the City Council of the City of East Moline, Illinois, Approving and accepting the bid of Coe Equipment for the purchase of a New Sewer Line Camera and Transporter in the amount of $30,800.

A motion was made by Alderman Westbrook, seconded by Alderman Moreno, to adopt Resolution 07-32 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-33:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing the Renaming of the 8th Avenue Tot Lot to Watertown Memorial Park.

A motion was made by Alderman Westbrook, seconded by Alderman Meredith, to adopt Resolution 07-33 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-34:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of a Contract with J & M Display, Inc., to provide Fireworks.

A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to adopt Resolution 07-34 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-35:  A Resolution of the City Council of the City of East Moline, Illinois, Approving the Revised Event Application Form that incorporates the recommendations of the Citizens Advisory Committee.

A motion was made by Alderman Westbrook, seconded by Alderman Meredith, to adopt Resolution 07-35 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

RESOLUTION 07-36:  A Resolution of the City Council of the City of East Moline, Illinois, Accepting the Bid of and Authorizing execution of an Agreement with General Contractors, Inc., for the Regional Wastewater Treatment Plant Screening building improvements in the amount of $780,000.00.

A motion was made by Alderman Westbrook, seconded by Alderman Cervantes, to adopt Resolution 07-36 as presented.  Upon roll call the following voted in favor:  Moreno, Bustos, Meredith, Cervantes, Westbrook, Heiland, and Puentes.  Motion carried.

COMMITTEE OF THE WHOLE (Alderman Puentes)

Alderman Puentes has one (1) item for discussion; all other items have been covered under the Consent Agenda, or by Ordinance or Resolution.

Hire Intern For The Website Development (Mr. Keehner)

Mr. Keehner stated that the intern position is no longer needed as the intern accepted another position.  Mr. Keehner gave the City Council an overview of the City website stating it is over 300 pages and the City is still adding and updating some pages.  We have received very positives comments on how very impressive our website is.  

Alderman Puentes:  Asked if there any contacts on the web page regarding the intern position.  Mr. Keehner informed him there were none.  Alderman Moreno suggested that in the future, if there is a need for summer interns contact the colleges by February or March.

CITY STAFF COMMUNICATION:

Each City Staff member present was given the opportunity to inform the City Council and those present of events in their departments:

 Ø      Finance Director, Jim Hughes:  Thanked Rock Island County Chairman Bohnsack on the excellent job by the Supervisor of Assessments, Larry Wilson.  The City's Finance Department does a lot of work with the Assessment Office.  There office gets the requested information immediately back to us and they can e-mail the electronic files.  The Finance office now has a copy of all Tax Rates and Equalized Assessed Valuation (EAV) in Rock Island County.

 Ø      Director of Maintenance Services, Bruce Willemarck:  Informed the City Council that the City of East Moline applied for a grant of a $100,000 for the 1st Street Water Main Replacement Project (Res.07-36).  The application has been processed and the City will be receiving a check within the next week to ten days.

 Ø      Police Chief, Victor Moreno:  Distributed to the City Council the Annual Report of the Special Operations Unit.  This report shows what has been done over last year. One item included in this report is a break down of work done by wards.

 Ø      Director of Engineering, Tim Kammler:  The concrete work is finished on the 12th Street Project.  The new street may be ready for traffic by July 4th.  Mr. Kammler thanked the City Council for their approval of the Street Program.  He has received many phone calls and questions from the residents and the responses have been very positive. 

 Ø      Alderman Bustos asked if the City will be posting all of the streets that are being repaired on the City's website.  Mr. Kammler noted that on the Engineering page there is a link to "2007 Streets".  Alderman Bustos suggested that a link be placed on the home page rather than the engineering, the reason being that might not be the logical place for some people to look. 

Mr. Kammler stated that once a resident call asking if there street is on the list, the Secretaries in the Annex direct them to the website referring them to "engineering".   

 Ø      Rich Keehner, City Administrator:  Eddy Boggs our Information Technologist put together a large amount of the data.  He also created the website and the format.  The Annex Secretaries took the data that was gathered from all of the Department Heads and put the information into the format over the weekend.  The website received hundreds of "hits" and the city is tracking those contacts as well as new hits.  

 Ø      Fire Chief, Rob DeFrance:  Informed the City Council that Ben Landrum received the Fireman of the Year Award from Genesis and Illini Hospitals. On Friday June 1, 2007 the City of East Moline experienced a problem with the activation of the Outdoor Siren Warning System.  The outdoor warning system is tested monthly on the first Tuesday. No problems have been detected prior to Friday's storm situation.  Authorized Federal Signal Technicians have been contacted and are working with the Fire Department to resolve the problem.  As of 10:00a.m. Monday, June 4th the reason for any failure had not been identified.  The City of East Moline, will issue a follow-up statement when the Outdoor Warning System has been repaired and post updated information on the City of East Moline website at www.eastmoline.com.

FIVE-MINUTE CITIZEN PARTICIPATION

Mayor Thodos gave East Moline residents in the audience the opportunity to address the City Council.

Bill Norman - 4516 5th Street B. East Moline, IL. – Addressed the City Council regarding street repairs in the Paragon Park Addition.  Mayor Pro-Tem Heiland asked that Mr. Norman meet with Mr. Kammler, Mr. Willemarck, and Mr. Keehner to discuss his issues.  

Alderman Puentes, complemented Mr. Keehner, his Secretarial Staff (Amy, Dawn, and Theresa) on the wonderful job that was done compiling the information for the website. 

Mr. Keehner thanked all City Staff for a job well done.
