MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS
AT 6:30 P.M. ON May 21st, 2007
Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.
Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Rick Meredith, Cheri Bustos, Roseann Cervantes, Gary Westbrook and Mayor Thodos.
Absent: Luis Moreno.
ADDITIONS/CORRECTIONS TO AGENDA
Police Chief Victor Moreno requested that an additional item, hiring of a Police Officer, be considered.
City Administrator, Rich Keehner, requested that an additional item, the hiring of a Website Development Intern, be considered.
Mayor Thodos placed both items on the Committee of the Whole agenda, immediately following the regular City Council meeting.
CITY CLERKS REPORT
Deputy City Clerk Richard Van Raes passed.
Deputy City Clerk Van Raes read the Consent Agenda that included the following:
a) Approval of the City Council Minutes of May 7, 2007
b) Approval of the Committee of the Whole Minutes of May 7, 2007
c) Approval of Salaries paid in the amount of $314,604.16
d) Approval of Bills in the amount of $1,221,417.13
A motion was made by Alderman Puentes, seconded by Alderman Westbrook, to approve the Consent Agenda as presented. Upon roll call, the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried.
REPORT BY THE MAYOR
Mayor Thodos asked Ms. Betsy Pratt, Chief Executive Officer of the American Red Cross of the Quad Cities, to come forward and address the City Council. Ms. Pratt presented to the City Council information on the Red Cross, activities of the Red Cross, specifically in March, which was American Red Cross Month. Ms. Pratt continued to inform the council on the mission of the Red Cross and the scope of services that are provided by the Red Cross.
Mayor Thodos read and presented a proclamation in honor of Vietnamese Heritage and the Vietnamese community in East Moline. Mr. Tuyen Nguyen of the Free Vietnamese Mutual Association of the Quad Cities accepted the proclamation and thanked the Mayor and Council for the Proclamation as well as expressing appreciation for their interest. Mr. Nguyen continued to address the Council on the purpose and activities of the Vietnamese Association and the reasons for specifying a "Flag of Choice" for their community.
City Attorney William Phares presented Resolution 07-24, A resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an intergovernmental agreement regarding the joint bidding of sewer slip lining and authorizing staff to proceed with the 2007 Slip Lining Program.
A motion was made by Alderman Puentes, seconded by Alderman Meredith, to adopt City Council Resolution 07-24. Upon roll call, the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried.
City Attorney William Phares presented RESOLUTION 07-25, A Resolution of the City Council of the City of East Moline, Illinois, to offer tax abatement as an incentive for Federal Express Freight to construct a new facility on a parcel of land located east of, and adjacent to, the Quad City Downs tract located in East Moline, Illinois.
A motion was made by Alderman Heiland, seconded by Alderman Westbrook, to adopt Resolution 07-25. Upon roll call, the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried.
COMMITTEE OF THE WHOLE (Alderman Westbrook)
Alderman Westbrook directed Bruce Willemarck, Director of Maintenance, to present the information on the sewer camera and transporter.
At the May 7, 2007, City Council meeting, it was voted to accept the bid for a sewer camera and transporter from EJ Equipment for $29,842. This is the company that delivered there bid one (1) day late. Staff contacted the next highest bidder, Marty Coe from Coe Equipment, and he said that he would protest the decision.
Since the only bid, which was submitted on time and met specifications was from Coe Equipment; the City Attorney is advising that the City accept the bid from Coe Equipment in the amount of $30,800.
Alderman Meredith thanked Drucilla Johnson for her expertise in helping guide the City in this decision. Alderman Puentes inquires about bidding procedures. Discussion on bid procedures follows.
A motion was made by Alderman Westbrook, seconded by Alderman Puentes, to concur with the recommendation to purchase the sewer camera and transporter from Coe Equipment. Upon roll call, the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried.
Alderman Westbrook asked Chip Drake, Director of Water and Wastewater Filtration, to present information on the bids for the improvements to the Wastewater Plant and from the City's consultants, Veenstra & Kimm, Inc.
The City of East Moline received and opened bids for the Regional Wastewater Treatment Plant Screening Building Improvements project on May 16, 2007. A total of four (4) bids were received as follows:
General Constructors, Inc. $ 780,000
Civil Constructors $ 869,450
Swanson Construction Co. $ 948,695
Valley Construction Co. $1,068,476
General Constructors, Inc. of Bettendorf, Iowa, submitted the apparent low bid in the amount of $780,000.
The Engineer's Estimate of cost for construction of the project was $1,072,000. The low bid submitted by General Constructor, Inc. was $780,000. Veenstra & Kimm, Inc., has coordinated with General Constructors, Inc. and believes the low bid is a reflection of a competitive bid climate.
Based on a review of the bids received, it would be Veenstra & Kimm's recommendation that the bid is fair and reasonable and responsive to the bidding documents. Veenstra & Kimm, Inc. recommend that the City of East Moline award the contract to General Constructors, Inc., in the amount of $780,000 based on its bid received on May 16, 2007.
A motion was made by Alderman Westbrook, seconded by Alderman Puentes, to accept the bid of $780,000 from General Constructors, Inc. for screening ("bar screen") building improvements at the Wastewater Treatment Plant. Upon roll call the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried.
CITY STAFF COMMUNICATION:
Each city staff member present was given the opportunity to inform the City Council and those present of events in their departments:
City Treasurer William Vyncke comments on the City's annual report.
Finance Director, Jim Hughes, comments on grants received.
Police chief, Victor Moreno, thanked all those who attended the Richard Morton memorial service.
Rich Keehner, City Administrator commended Tim Kammler, Don Mayhew and Bruce Willemarck for the 2007 street resurfacing presentation.
Mayor Thodos comments on the Engineering Department's 2007 Street Surfacing Program Presentation. Mayor Thodos compliments the organization of the program.
Fire Chief, Rob DeFrance, distributed the Fire Department Incident Summary Report for May 1, 2006 through April 30, 2007 … comments on the report.
FIVE-MINUTE CITIZEN PARTICIPATION
Mayor Thodos gave East Moline residents in the audience the opportunity to address the City Council: none.
A motion was made by Alderman Westbrook, seconded by Alderman Puentes, to adjourn the City Council meeting. Upon roll call, the following voted in favor: Puentes, Bustos, Meredith, Cervantes, Westbrook and Heiland. Motion carried. (7:12 p.m.)
