MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 05/17/2004

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, and Crotis Teague. Absent: Alderman Kelley (on vacation).

CITY CLERK’S REPORT
Passed

CONSENT AGENDA
City Clerk Holmes read the Consent Agenda that included the following items:
A) Approval of City Council Minutes of May 3, 2004
B) Approval of Committee-of-the Whole Minutes of May 3, 2004
C) Approval of Salaries in the amount of $301,415.56
D) Approval of Bills in the amount of $654,160.27

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried.

REPORT BY MAYOR
Mayor Moreno, as in previous years the City of East Moline will participate in Relay for Life and I challenge the City Council, Staff and the Community as a whole to get involved. Ella Mae Winger is the Chairperson, the team will consist of 15 members, and the event will take place at Black Hawk College on August 13th – 14th. Anyone interested in participating please contact the Mayor or myself.

Mayor Moreno, we had a great open house on Saturday May 15, 2004 at our new Engineering & Maintenance Services Facility. Mayor Moreno distributed photos of the Open House taken by Mr. Van Raes.

Mayor Moreno informed the City Council that calls are still being made on Board and Committee replacements.
Board and Committee Appointments will definitely be made the first meeting in June.

Mayor Moreno read the City Council a letter he received from Ybarra-Gomez Post 8890 inviting use to attend their 50th Anniversary on May 29, 2004 (See Attached Letter).

Mayor Moreno, Jennifer Garrity of MetroLINK has invited us to attend a dedication ceremony for the new dock on Friday, May 28th at 10:00a.m. The ceremony will take place at the new dock, located at the foot of 7th Street (The Quarter).

Mayor Moreno, distributed pictures taken by Mr. Morris of the MetroLINK bus ride of May 8th and the tour of the 911 facility.

CITY ATTORNEY
ORDINANCE 04-19: An Ordinance Authorizing the Filing of a Petition for Demolition of the Buildings located at 1723 10th Avenue, East Moline, Illinois.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to waive the reading of Ordinance 04-19. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried.

A motion was made by Alderman Doose, seconded by Alderman Moreno, to adopt Ordinance 04-19 as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried.

RESOLUTION 04-06: A Resolution of the City Council of the City of East Moline, Illinois, Authorizing Execution of a Sales Tax Rebate Agreement between The City of East Moline, Illinois and Jewel Food Stores, Inc.

A motion was made by Alderman Puentes, seconded by Alderman Meredith, to adopt Resolution 04-06 as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Kelley)
Alderman Doose, all items have been covered under the Consent Agenda, Ordinance or Resolution.

CITY STAFF COMMUNICATIONS
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Gryp: Approximately 100 guest attended our open house at the new Engineering & Municipal Services Garage, which was held on Saturday May 15th.

Alderman Teague: Received e-mails from some of the City workers, thanking the Mayor, City Council, Staff and all the others for such beautiful and safe working conditions.

Mayor Moreno: It is a safe and efficient facility and our employee’s deserve it, they are our number one assets.
The Mayor thanked Mr. Gryp and his staff for doing such a great job.

Chief DeFrance: Q.C. Area Fire Departments received a $300,000 Federal Terrorism Grant. The grant will be used to fund a Terrorism Task Force, and Technical Rescue Team. Equipment will be purchased with $200,000 of the grant funds and $100,000 will provide training for the Firefighters.

Lauper: Great to be in the new facility, still moving files over.

Alderman Doose: Thanked the Florence Aldridge Center for the beautiful Open House that was held on Sunday, May 16, 2004. The building is beautiful and very well planned throughout.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

RECESS SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Meredith, to go out of City Council Meeting and go directly into the Committee-of-the-Whole. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried. 6:50p.m.

RECONVENED SESSION:
A motion was made by Alderman Doose, seconded by Alderman Meredith, to reconvene the City Council Meeting. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried. 7:50p.m.

CLOSED SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Puentes, to go directly into Closed Session to discuss Appointment of new Police Chief. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried. 7:52p.m.

REOPEN SESSION:
A motion was made by Alderman Moreno, seconded by Alderman Meredith, for the City Council to go back into open session. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion carried. 8:10p.m.

Mayor Moreno reported no action was taken in Closed Session

Appointment of New Police Chief
Mayor Moreno introduced to the City Council and the public his Appointment of Sgt. Victor Moreno as the new Police Chief in the City of East Moline. The Mayor than read a letter regarding his Appointment of Sgt. Victor Moreno, which highlighted his Law Enforcement Experience, Education and Community Relations. (See Attached Letters).

A motion was made by Alderman Moreno, seconded by Alderman Teague, to concur with the Mayors’ Appointment of Victor M. Moreno as Police Chief effective May 17, 2004 at a starting salary of $65,182.36 per year. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague and Heiland. Motion Carried.

City Clerk Holmes, administered the Oath of Office to the Newly Appointed Police Chief
Victor M. Moreno.

Mayor Moreno, City Council, City Staff and those in attendance congratulated Chief Moreno on his appointment.

Chief Moreno addressed the City Council, it is my honor and privilege to serve the City of East Moline and I look forward to the challenge of leading the East Moline Police Department.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adjourn. Upon roll call the following voted in favor: Teague, Heiland, Puentes, Moreno, Doose, Meredith and Kelley.
Motion carried. 8:20p.m.
