 MINUTES OF THE MEETING OF THE MAYOR

AND CITY COUNCIL OF THE CITY OF EAST MOLINE,  

COUNTY OF ROCK ISLAND, STATE OF ILLINOIS 

 MAY 5, 2008 AT 6:30P.M.

 

 

PLEDGE

 

Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag. 

 

ROLL CALL 

Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll.  The following Aldermen were present:  Helen Heiland, Luis Puentes, Cheri Bustos, Roseann Cervantes, Gary Westbrook, and Mayor Thodos.  Absent:  Luis Moreno.  

 

ADDITIONS/CORRECTIONS TO AGENDA  

City Administrator Keehner requested that an item be added to the executive closed session agenda:  B). Status of union negotiations.    

 

CITY CLERKS REPORT    

City Clerk Holmes passed. 

 

CONSENT AGENDA

City Clerk Holmes read the Consent Agenda that included the following:

a)      Approval of the City Council Minutes of April 21, 2008 

b)      Approval of the Committee-of-the-Whole Minutes of April 21, 2008 

c)      Approval of Salaries in  the amount of $345,997.48 

d)      Approval of Bills in the amount of $531,331.43  

 

A motion was made by Alderman Westbrook, seconded by Alderman Puentes, to approve the Consent Agenda as presented.  Upon roll call, the following voted in favor:  Heiland, Puentes, Bustos, Kelley, Cervantes, and Westbrook.   Motion carried.

Mayor Thodos also made Appointments to the following Boards and Commissions and they are as follows: Citizens Advisory Committee, Economic Development, Fire & Police Commission, Historic Preservation Commission, Housing Authority, Human Relations Commission, Library Board, Parks & Recreation Board, Plan Commission, Police Pension Board, Q.C. Riverfront Council, Standard & Appeals and Zoning Appeals.  Lists of these appointments are on file in the City Clerk’s Office. 

 

A motion was made by Alderman Heiland, seconded by Alderman Westbrook, to approve the use of the omnibus vote.  Upon roll call the following voted in favor:  Heiland, Puentes, Bustos, Kelley, Cervantes, and Westbrook.  Motion carried. 

 

A motion was made by Alderman Heiland, seconded by Alderman Westbrook, to approve all (City Council Assignments and Boards and Commissions) Appointments as presented by using the omnibus vote.  Upon roll call the following voted in favor:  Heiland, Puentes, Bustos, Kelley, Cervantes, and Westbrook.  Motion carried.   

    

Selection of Mayor Pro-Tem  

 A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to re-appoint Alderman Helen Heiland as Mayor Pro-Tem.  Upon roll call the following voted in favor:  Heiland, Puentes, Bustos, Kelley, Cervantes, and Westbrook.  Motion carried.  

 

Alderman Luis Moreno arrives at 6:45p.m. 

 

Introduction 

Chief Moreno stated the Police Department has decided to start a Chaplain Program.  Chief Moreno introduced Pastor Kent Umbarger of St. John’s Lutheran Church located at

30th Avenue
in East Moline, as the Chaplain of the Police Department.  Pastor Umbarger stated that he considers it a privilege to serve the men and women of the East Moline Police Department.  In the time that he has been with them and met them they represent the community well.  

 

Proclamations: 

 Mayor Thodos read a proclamation for National Women’s Health Week.  Ms. Drucilla Johnson was present to accept the proclamation proclaiming May 11th through May 17th, 2008 as National Women’s Health Week.   Ms. Johnson thanked the Mayor and City Council for the proclamation and their continued support.  Event information was announced regarding the 5th Annual Quad Cities National Women’s’ Health Week. 

 

Mayor Thodos read a proclamation for Bike to Work Week.  Mr. Donnie Miller was present to accept the proclamation proclaiming May 10th through May 17th, 2008 as Bike to Work Week.  Mr. Miller thanked the Mayor and City Council for the proclamation. 

 

Mayor Thodos read a proclamation proclaiming May 9th as National Provider Appreciation Day. There was no one in attendance to accept the proclamation. 

 

CITY ATTORNEY 

City Attorney Phares presented the following Resolutions: 

 

RESOLUTION 08-34:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of a one-year contract with Nostalgia Pyrotechnics Inc., to provide fireworks at the July 3, 2008 Fireworks Display at the Quarter 

 

A motion was made by Alderman Heiland, seconded by Alderman Westbrook, to adopt Resolution 08-34 as presented.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Bustos, Kelley, Cervantes, and Westbrook.   Motion carried. 

 

RESOLUTION 08-35:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an agreement with Shive-Hattery Engineering, to prepare a comprehensive update to the East Moline Pavement Management Report  

 

 A motion was by Alderman Westbrook, seconded by Alderman Puentes, to adopt Resolution  

08-35 as presented.  Upon roll call the following voted in favor:   Heiland, Puentes, Moreno, Bustos, Kelley, Cervantes, and Westbrook.  Motion carried.   

 

RESOLUTION 08-36:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing execution of an agreement with Mc Clure Engineering Associates, Inc., to Conduct Construction Inspections and Testing Services for the

Morton Drive
project and various other construction Projects as directed by Engineering Staff 

 

A motion was made by Alderman Westbrook, seconded by Alderman Puentes, to adopt Resolution 08 -36 as presented.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Bustos, Kelley, Cervantes, and Westbrook.   Motion carried.   

  

RESOLUTION 08-37:  A Resolution of the City Council of the City of East Moline, Illinois, authorizing acceptance of a Deed of Dedication from Ken Curry Properties of a part of lot 79 in The East Moline Industrial Park 2nd Addition, City of East Moline, Rock Island County, Illinois 

 

A motion was made by Alderman Westbrook, seconded by Alderman Moreno, to adopt Resolution 08-37 as presented.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Bustos, Kelley, Cervantes, and Westbrook.  Motion carried. 

 

COMMITTEE OF THE WHOLE (Alderman Kelley) 

Alderman Kelley has no items for discussion.  All items have been covered under the Consent Agenda, by Ordinance or Resolution.
