MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 04/20/2003

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. Alderman Heiland was absent

CITY CLERK'S REPORT

CONSENT AGENDA

  • Approval of the City Council Minutes of April 7, 2003
  • Approval of the Committee Of The Whole Minutes of April 7, 2003
  • Approval of Salaries in the amount of $288,505.81
  • Approval of Bills in the amount of $1,195,545.13
  • Approval to waive the permit fees for the resident at 316 21st Street for work being done by Rebuilding Together - Quad Cities
  • Approval to enter into a contract with Shive Hattery for engineering, design work and inspections of the roof replacement project at the Water Filtration Plant.
  • Approval on the installation of an Air Bubbler System at the Water Filtration Plant
  • Approval of repairs to the river intake pipe and repairs to the levee to meet the Army Corps of Engineers specifications.
  • Approval to negotiate an Impact Agreement on the City Garage after bids are opened and contract awarded.
  • Approval of the Metrolink Environmental Agreement

    A motion was made by Alderman Moreno, seconded by Alderman Meredith, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

    REPORT BY MAYOR
    Beverly Clark from the Florence Aldridge Center updated the Council on the status of the planning of a new building. A motion was made by Alderman Teague, seconded by Alderman Kelley, to approve the donation of Hampton Parcel 8505 and direct City Staff to start the process for the land transfer. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

    Mr. Joe Wilcox presented the Mayor and the City Council with an American Flag and a Certificate from the 354th Expeditionary Fighter Squadron stating that the flag flew over the skies of Iraq in an A-10 Thunderbolt II during Operation Southern Watch.

    Mayor Moreno presented a Proclamation to Mr. Kieser from ABATE of IL proclaiming May as Motorcycle Awareness Month.

    Mayor Moreno reminded everyone in attendance of the Mayors Cup Challenge Blood Drive and encourage everyone to give blood.

    Mayor Moreno reminded everyone in attendance of a fund raiser for the Florence Aldridge Center. A Bowling tournament to be held May 10, 2003.

    CITY ATTORNEY
    03-10:
    An Ordinance adopting the budget for all corporate purposes of the City of East Moline, Illinois, in lieu of the appropriation Ordinance for the fiscal year commencing on the 1st day of May, 2003 and ending on the 30th day of April 2004

    A motion was made by Alderman Thodos, seconded by Alderman Kelley to waive the reading of Ordinance 03-10. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    03-11: An Ordinance annexing certain territory to the City of East Moline, County of RI

    A motion was made by Alderman Thodos, seconded by Alderman Meredith to waive the reading of Ordinance 03-11. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    A motion was made by Alderman Thodos, seconded by Alderman Meredith to adopt Ordinance 03-11 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley, Teague and Mayor Moreno. Motion Carried

    03-12: An Ordinance of the City Council of the City of East Moline, IL, amending section 8-8-23 entitled "Rates and Charges" of Chapter 8 entitled "Water & Sewer" of Title 8, entitled "Public Ways and Property" of the City Code of the City of East Moline

    A motion was made by Alderman Thodos, seconded by Alderman Doose to waive the reading of Ordinance 03-12. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    A motion was made by Alderman Thodos, seconded by Alderman Meredith to adopt Ordinance 03-12 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley, Teague and Mayor Moreno. Motion Carried

    03-13: An Ordinance amending Section 6-3-50, entitled "Sale of Tobacco to Minors" of Chapter 3 entitled "Misdemeanors" of Title 6, entitled "Police Regulations" of the City Code of the City of East Moline.

    A motion was made by Alderman Moreno, seconded by Alderman Thodos to waive the reading of Ordinance 03-13. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    Discussion was held regarding this Ordinance with input from several different Liquor License holders in attendance.

    A motion was made by Alderman Thodos, seconded by Alderman Moreno to adopt Ordinance 03-13 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Meredith, Teague. Voting against: Doose, Kelley. Motion carries 4 - 2

    RESOLUTIONS:
    03-08:
    A Resolution of the City Council of the City of East Moline, IL, to execute an agreement between the City of East Moline and Oceans of Opportunities to perform Human Resource duties for a 12 month period

    A motion was made by Alderman Thodos, seconded by Alderman Teague to adopt Resolution 03-08 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    03-09: A Resolution of the City Council of the City of East Moline, IL, authorizing a loan from the Special Water Reserve fund to various City funds.

    A motion was made by Alderman Thodos, seconded by Alderman Teague to adopt Resolution 03-09 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    03-10: A Resolution of the City Council of the City of East Moline, Illinois, approving and authorizing the execution of two (2) lease purchase agreements with Metrobank of East Moline

    A motion was made by Alderman Thodos, seconded by Alderman Teague to adopt Resolution 03-10 as presented. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague.

    COMMITTEE-OF-THE-WHOLE (Alderman Thodos) All items have been covered under the Consent Agenda, Ordinances and Resolutions.

    CITY STAFF COMMUNICATIONS Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

    Chief Freeman: Saturday at Glenview, Battle of Hero's, East Moline Police & Fire playing the Glenview Teachers at 5:00 pm

    Mr. Keehner: Two new condos started in the Quarter. Mr. Knanishu addressed the Council and informed them that they are hoping to have the Condos done by the Spring Parade of Homes.

    Mr. Hughes: Reminder of the NWML on Thursday night at the Arsenal

    Mr. Willemarck: This week is Spring pick up on the regularly scheduled garbage day.

    FIVE-MINUTE AUDIENCE PARTICIPATION
    Mayor Moreno gave member of the audience the opportunity to address the City Council.

    Mr. DeSchepper: The Council should look into updating the sound system. Very difficult to hear in the audience. Mr. Puentes: Inquiring about the City wide clean up - Mr. Willemarck will have more information forthcoming. Alderman Moreno: Wanted to Thank Alderman Thodos for his years of service to the City and for the assistance he has offered.

    RECESS SESSION:
    A motion was made by Alderman Doose, seconded by Alderman Meredith, to go out of Council Meeting and go directly into the Committee-of-the-Whole. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

    RECONVENED SESSION:
    A motion was made by Alderman Doose, seconded by Alderman Meredith, to reconvene the City Council Meeting. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.

    CLOSED SESSION:
    A motion was made by Alderman Doose, seconded by Alderman Teague, to go into closed session to discuss Local 1234 Contract Negotiations. Upon roll call the following voted in favor: Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 8:38PM

    OPEN SESSION:
    A motion was made by Alderman Thodos, seconded by Alderman Moreno, for the City Council to go back into open session. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried. 8:45PM

    AFSCME LOCAL 1234 Contract
    City Administrator Steve Verdick presented the tentative agreement with AFSCME Local 1234. He outline the tentative agreement as follows:

    1. A three year agreement with the following across the board wage increases:
    a. May 1, 2003 - 3.25%
    b. May 1, 2004 - 3.00%
    c. May 1, 2005 - 2.90%
    2. Longevity increases starting on May 1, 2005 as follows:
    a. 30 Years an increase of 32 cents an hour to 37 cents
    b. 35 Years and increase of 37 cents an hour to 42 cents.

    A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the proposed contract with AFSCME Local 1234. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried.
