CITY CLERK'S REPORT
Alderman 2nd Ward Luis Puentes 162
A copy of this report will be sent to the State Board of Elections in Springfield, Illinois and a copy filed in the Rock Island County Clerk's Office as required by law.
A motion was made by Alderman Doose, seconded by Alderman Moreno, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried.
REPORT BY MAYOR
On April 1st the Fire Department responded to a very serious brush fire in the 2500 block of 8th Avenue. Mayor Moreno commended the Fire Department and Police Department for managing the situtation in a professional manner and the other agencies that were involved.
Chief DeFrance, On March 28, 2003 we responded to a house fire at 462 - 21st Court at 11:43p.m. Firefighter Ben Landrum and Firefighter Patrick Francois assisted by Captian Steve Carlson entered the structure amid heavy smoke and heat and began a primary search of the structure. We discovered the occupant unconscious on the floor in a hallway between the kitchen and the rear of the structure. Once removed from the smoke condititions the man began to regain consciouness and was transported to Illini Hospital. Chief DeFrance stated it was very nice to see every involved agency work together as designed (The 911 Center, Illini Hospital, Police Department and the Moline Fire Department). Captain Carlson and Firefighter Ben Landrum were given the opportunity to address the City Council.
Mayor Moreno, On behalf of the City Council, Staff and Residents of the City of East Moline, we thank you for a job well done.
Richard VanRaes, City Planner, gave background information on Ordinance 03-09. The site is located at 1771 30th Avenue, unimproved wooded site on the north side of 30th Avenue, west of "Scotty's Car Wash." The purchasers intent to develop the site for a Veterinary Clinic/Animal Hospital. Mr. VanRaes stated, from an economic development perspective, the establishment of the clinic represents an expansion of the City's area tax base and employment base.
A motion was made by Alderman Thodos, seconded by Alderman Moreno, to waive the reading of Ordinance 03-09. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried.

RESOLUTION 03-07: IDOT Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code.
Bill Lauper, City Engineer gave background information on Resolution 03-07
A motion was made by Alderman Thodos, seconded by Alderman Kelley, to adopt Resolution 03-07 as presented. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried.
RESOLUTION 03-08: A Resolution of the City Council of the City of East Moline, Illinois, reaffirming the importance of the Illinois Transportation System to the Nation's and the State's Economic well-being and need for increased investment in the Transportation Infrastructure.
City Attorney Phares; This Resolution is presented to the Illinois Quad Cities area by the Illinois Quad-Cities Chamber of Commerce. Attorney Phares proceeded to read the Resolution portion for those in attendance.
A motion was made by Alderman Thodos, seconded by Alderman Doose, to adopt Resolution 03-08 as presented. Upon roll call the following voted in favor: Teague, Heiland, Thodos, Moreno, Doose, Meredith and Kelley. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Heiland)
CITY STAFF COMMUNICATIONS
Steve Verdick, Brad Saunders received his certification in both Commerical/Residential Building Inspections under the new International Building Codes. On March 26, 2003 MetroLink hosted an informational meeting at JDIS regarding the new Transfer Station. There were approximately 30-40 guest in attendance. Raymond Inc. have been selected to design the new facility, construction should begin in the spring of 2004.
Bruce Willemarck, Annual Spring Cleanup will begin the week of April 21st - 25th pick up will be on your regular scheduled day. On Saturday May 10th will be our Annual Volunteer Clean-up Day. We will meet at the City Garage at 8:30a.m.
Leath Drake, East Moline Water Treatment Plant, received a Certification of Recognition from the Illinois Department of Health for their achievement in attaining the highest standard of compliance.
Dean Piatt, On March 25, 2003 we had in house training on Confined Space. Mary Daniels of Trissel Graham & Toole provided the training.
Mayor Moreno, Thanked and commended City Staff, Department Heads for all pf their hard work and commitment to the City of East Moline.
