MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,
AT 06:30 PM ON 04/04/2005
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.
A moment of silence was given in the passing of Alderman Kenneth Johnson, who was elected the first African American Alderman in the City of East Moline and Quad City Area.
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.

CITY CLERK’S REPORT
Clerk Holmes thanked the Mayor, City Council, City Staff, and Citizens for the prayers, cards, and flowers and good wishes I received during my illness it was greatly appreciated. Special thanks to
Deputy Clerk Kathryn VenHuizen, who did a fantastic job in my absences.
§ Approval of the City Council Minutes of March 21, 2005
§ Approval of the Committee of the Whole Minutes of March 21, 2005
§ Approval of Salaries in the amount of $311,748.06
§ Approval of Bills in the amount of $858,937.96
§ Approval for the City to participate in the Bi-State Auction of surplus items to be held on September 24, 2005.
§ Approval for the City Staff to continue to work with Mr. Locke on moving a house from Moline to East Moline.
§ Approval for the Annual Fire Department physicals and direct the City Attorney to prepare the appropriate documents.
§ Approval for the increase in yard waste stickers to $1.50 and approval of the subscription program for yard waste collection.
Mr. Lauper: There has been a dispute filled on the bill from Koehler Electric Inc. between the
Suppliers and General Contractor. City Attorney Phares has advised that we withhold payment on
that invoice. It’s listed under Sewer Capitol Improvement in the amount of $29,247.90.
A motion was made by Alderman Puentes, seconded by Alderman Kelley, to approve the Consent Agenda with the above correction as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.
REPORT BY MAYOR
A.) Mayor Moreno welcomed his son Tony back from Afghanistan.
B.) Toured the Jewel/Osco Store today, they will be having their Grand Opening on April 28, 2005 at 8:00a.m. The City is very excited about this new development.
C.) Mayor Moreno commended Alderman Luis Moreno for the recent newspaper story written by Andy Kogan for the South of 20 Column in the Dispatch/Argus. We are very proud of you for setting a positive example with the youth and addressing their Student Council. Congratulations on being selected as one of the young professionals under forty (40).
D.) G.E.M. Award: Mayor Moreno read and presented the Great East Moliner Award to the City of East Moline Employees. Thanks and gratitude to the employees, AFSCME, IAFF, & FOP, City Staff, Support Staff, Exempt Employees/Department Heads, and Volunteers of the City. For all your hard work and dedication, for the perseverance in difficult situations, for being versatile and resilient in dealing with the public, and for providing the best public service in the greater Quad City Area.
E.) Request and Challenge: Mayor Moreno noticed a house in total disrepair located at 2021 1st Avenue, the house looks abandoned, but an elderly couple in their 70’s resides there, and they are raising a 4 year old child, they need help with repairs/maintenance. The call has been put out for volunteers and staff to assist them. They have agreed to remove themselves from the home on Saturday, April 9th by 9:00a.m to allow the mass of volunteers to assist them. Lead Inspector Butch Motzer has done a wonderful job of coordinating and getting donated dumpsters and equipment. We would appreciate everyone’s support in this effort.
F.) Mayor Moreno reported that during his term as Mayor he has missed only one Council Meeting. On April 18th he will be in Boston to run the Marathon, the Mayor has asked Alderman Crotis Teague the Mayor Pro-Tem to preside over the meeting in his absence.
G.) Mayors Pen Pals: Mayor Moreno met and introduces his four (4) pen pals Terra Acker, Angela Green, Laura VanOpdorp, Kristen King and their teacher Ms. Shaw. The girls are 6th graders and they attend Franklin Elementary School in Moline. The Mayor commended them on their involvement in the many school activities that they participant in. Ms. Shaw addressed the City Council and stated that they are great examples of what of our youth will be in the future. They are very active and good on keeping their grades up and have been involved in Student Council at some point. They will be wonderful role models and I’m very proud of them. Mayor Moreno presented them with a City of East Moline Tee Shirt.
RESOLUTION 05-10: Illinois Department of Transportation Resolution for Maintenance of Streets under the Illinois Highway Code in the amount of $390,000. This Resolution authorizes the use of Motor Fuel Tax Funds for the resurfacing of 13th Street.
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to adopt Resolution 05-10 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.
RESOLUTION 05-11: A Resolution accepting a Letter of Proposal from Carpentier, Mitchell, Goddard & Company, to perform the Annual Audit for The City of East Moline, Illinois under a Three Year Agreement.
A motion was made by Alderman Meredith, seconded by Alderman Teague to adopt Resolution 05-11 as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.
COMMITTEE-OF-THE-WHOLE (Alderman Doose)
Alderman Doose has one (1) item for discussion; all other items have been covered under the Consent Agenda, Ordinance or Resolution.
Ashton Place TIF Eligibility Study (Keehner)
The Developer and City Staff request this item be tabled until the next Council Meeting to be held on 4/18/05, as the Developer had an emergency out of town.
Alderman Doose: When will the next Plan Commission meet to discuss Ashton Place?
Mr. VanRaes: Informed the City Council that the Commission will meet on Tuesday, April 12th at 7:00p.m. and all three elements of the request will be discussed, Annexation, Zoning and Preliminary Platt approval.
CITY STAFF COMMUNICATION
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.
Mr. Verdick: The Radden Park Grant was not approved; there were many more request than dollars available. We received a call last week informing us of their decision and today we received written notification.
Mr. Keehner: Update the City Council on the demolition of the Reynosa Building. City Staff met with McClure Engineering to discuss design of the demolition plans, and we are proceeding.
Mr. Hughes: We have received our 2006 IMRF tax levy rate of 7.79% from 6.51% an increase of 22.43%. This will increase our tax levy by about $52,000.
FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.
Alderman Doose: Spring Clean up will be on April 16th we will meet at the City Maintenance Garage at 8:30a.m. for assignments.
Mr. Banaszek 2552 7th Street East Moline, Il. – We have changed the name and format of our festival that’s held in August it will now be call Harvest Fest. More information to follow.
Alderman Heiland: Tomorrow April 5th is the General Election, please get out and vote, the polls open at 6:00a.m and close at 7:00p.m.
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to adjourn. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried. 7:00 pm
