MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 04/01/2002


PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

Mayor Moreno asked for a moment of silence in memory of Robert Farrell and Ray Heitz, who both served as Aldermen.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: John Thodos, Luis Moreno, Carol Doose, Gary Kelley and Crotis Teague. Alderman Helen Heiland and Alderman Rick Meredith were absent.

CONSENT AGENDA

· Approval of City Council Minutes of March 18, 2002
· Approval of Committee Of The Whole Minutes of March 18, 2002
· Approval of Salaries in the amount of $282,014.45
· Approval of bills in the amount of $773,913.59
· Approval to purchase three new squad cars from Reynolds Motor at the state bid price of $20,677 per car totaling $62,031 for all three.
· Approval for the City Attorney to draft a resolution regarding the Memorandum of Understanding for the Computer Network Agreement.
· Approval for the American Legion Auxiliary to have roadblocks on 15th Avenue on May 17th & 18th for Poppy Days.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following Aldermen voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

REPORT BY MAYOR

PRESENTATION:

CITY ATTORNEY

ORDINANCE 02-14: An Ordinance authorizing the execution and delivery of an Intergovernmental Cooperation Agreement and certain documents in connection therewith; and related matters.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to waive the reading of Ordinance 02-14. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

A motion was made by Alderman Thodos, seconded by Alderman Teague, to adopt Ordinance 02-14 as presented. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

ORDINANCE 02-15: An Ordinance amending Section 9-3-3 Entitled “Parking Prohibited During Snow Removal” of Chapter 3, Entitled “Parking Rules” of Title 9, Entitled “Traffic”, of the City Code of the City of East Moline of 1974 and as amended.

A motion was made by Alderman Thodos, seconded by Alderman Doose, to waive the reading of Ordinance 02-15. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

RESOLUTION 02-12: Intergovernmental Cooperation Agreement.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to approve Resolution 02-12 as presented. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

RESOLUTION 02-13: A corrected resolution of the City Council of the City of East Moline, Illinois, authorizing the substitution of a bank letter of credit by Tyson Foods, Inc., successor owner of the IBP Facility in Joslin, Illinois.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to approve Resolution 02-13 as presented. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague and Thodos. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Doose)

Ditch Relocation and Control Structure, East of 26th Street Court (Lauper)

Mr. Lauper asked that this item be table until the next City Council Meeting on April 15, 2002.

A motion was made by Alderman Doose, seconded by Alderman Kelley, to concur with the request to table this until the next meeting. Upon voice vote all in attendance voted in favor. Unanimous.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Howard Ross, The Engineers from CTE will be here on Thursday April 4, 2002 to do some pre engineering for the EPA improvement mandates.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council.

None

Closed Session

A motion was made by Alderman Moreno, seconded by Alderman Thodos, to go into closed session to discuss I.A.F.F. Contract Negotiations. Upon roll call the following Aldermen voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried. 6:45p.m.

Open Session

A motion was made by Alderman Kelley, seconded by Alderman Doose, for the Council to go back into open session. Upon voice vote all present voted in favor. 6:52p.m.

Tentative Agreement

Mr. Verdick informed the Council that a tentative agreement has been reached between the City of East Moline and the I.A.F.F. (Illinois Association of Fire Fighters) The agreement allows for a pay increase of 12.02% over a three (3) year period and is as follows: 5/1/02 – 3.75% increase across the board, 5/1/03 – 3.25% increase, and 5/1/04 3.0% increase.

A motion was made by Alderman Thodos, seconded by Alderman Moreno to approve the Tentative Contract Agreement between the City of East Moline and the Fire Fighters Union (I.A.F.F.) as presented. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried.

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Moreno, Doose, Kelley, Teague, and Thodos. Motion carried. 7:00p.m.
