MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 03/07/2005

PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague. Alderman Heiland was vacationing in Florida.

CONSENT AGENDA
§ Approval of the City Council Minutes of February 22, 2005
§ Approval of the Committee of the Whole Minutes of February 22, 2005
§ Approval of Salaries in the amount of $298,737.70
§ Approval of Bills in the amount of $854,223.75

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

REPORT BY MAYOR
Mayor Moreno acknowledge Larry Greer from the East Moline / Silvis Exchange Club for all of the groups effort and support and for the adopt a highway program. The club adopted Avenue of the Cities. Mr. Greer will be receiving an appreciation certificate and be acknowledge as a “GEM”, Great East Moliner, for all of his contributions to the community. Mr. Greer thanked the Mayor and Council for the recognition and their continued support.

Mayor Moreno recognized the following individuals for bringing to the Council’s attention the resolution from 1970 that needed amended and updated to honor the fallen servicemen and service women serving in the armed forces: Mr. Joe Lampo, Mr. Joe Gomez and Mr. Ray Alonzo. All three gentlemen were given an opportunity to make comments to the Council.

Mayor Moreno took an opportunity to congratulate John Thodos on the Mayoral election for the City.

Proclamation – Alleman Girls High School Basketball – State Champions
Mayor Moreno presented the team members and coaches with a proclamation from the City of East Moline for their successful season and championship. The Alleman Basketball Coach thanked the Mayor and the City for acknowledging their accomplishment and introduced all of the team members and coaches to the Council

Proclamation – Alleman High School Wrestling Team – 2nd Place at State
Mayor Moreno presented the team members and coaches with a proclamation from the City of East Moline for their successful season. The Alleman Wrestling Coach thanked the Mayor and the City for acknowledging their accomplishment and introduced all of the team members and coaches to the Council. The team presented Mayor Moreno with a shirt in honor of their season.

CITY ATTORNEY
ORDINANCES:
05-09 An Ordinance creating Chapter 12 entitled “Reducing Health Risk Expusure at Clandestine Drug Lab Sites and Chemical Dump Sites”, of Title 6 entitled “Police Regulations”, of the City Code of the City of East Moline of 1974 and as amended.

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to waive the reading of Ordinance 05-09. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley and Teague.

RESOLUTIONS

05-06 A Resolution Of The City Council Of The City Of East Moline, Illinois, Approving Development Agreement With Woodside Road, L.L.C.

A motion was made by Alderman Kelley, seconded by Alderman Doose, to approve the Resolution as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley and Teague.

05-07 A Resolution Of The City Council Of The City Of East Moline, Illinois, Approving an Agreement with McClure Engineering Associates, Inc. for the 10th Street Reconstruction & Water Main Replacement Project in the City of East Moline, Illinois.

A motion was made by Alderman Kelley, seconded by Alderman Doose, to approve the Resolution as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley and Teague.

05-08 A Resolution Of The City Council Of The City Of East Moline, Illinois, Approving a Contract Agreementwith McClure Engineering Associates, Inc. for Structural Engineering Services Related to the Demolition of the Reynosa Cantina Building Located at 938-940 15th Avenue, East Moline, Illinois.

A motion was made by Alderman Doose, seconded by Alderman Moreno, to approve the Resolution as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley and Teague.

05-09 A Resolution Of The City Council Of The City Of East Moline, Illinois, Providing for the Flag of The United States of America to be Flown “Half-Staff” on the Flag Pole of the City Hall During the time that the body of any deceased service man or service woman of the United States Military Forces who has given his or her life in the line of duty, lies “in state”.

A motion was made by Alderman Puentes, seconded by Alderman Kelley, to approve the Resolution as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley and Teague.

CITY STAFF COMMUNICATION
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Drake: City provided mutual aid to the City of Moline. Provided 5 million gallons of water in 2 ½ days and with the improvements to the 21st Ave. Pump Station were still able to maintain safe levels in our towers. Moline was having a problem with their treatment processing.

Hughes: Asked everyone to return their budget books to the finance office so additional information could be added to them. Budget meeting at 3:30 on Monday

Keehner: Reported on the trip to Springfield. Felt it was very worthwhile. Several Aldermen and the Mayor commented on the material that East Moline presented and the professionalism of the material.

Lauper: as of March 10 the North Frontage Road will be the jurisdiction of the City of East Moline

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Ella May Winger: Questioned why the City can justify the need to cut two police officers.

Tony Banaszek: Commended the Council on recognizing the Alleman students

Eva Savala: Questioned the resolution that was passed regarding flying the flag at half staff. The resolution only states service “men” and she wondered about the women who are serving.

Alderman Meredith and Alderman Moreno made a motion to have the City Attorney amend the resolution to include the service women who are serving our country. Upon roll call all of the alderman in attendance voted in favor.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adjourn. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried. 7:30 PM.
