MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 02/04/2004 

PLEDGE
Mayor Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CITY CLERK'S REPORT
Clerk passes.

CONSENT AGENDA
A) Approval of the City Council Minutes of January 20, 2004
B) Approval of the Committee Of The Whole Minutes of January 20, 2004
C) Approval of Salaries in the amount of $294,698.15
D) Approval of Bills in the amount of $1,009,196.83

A motion was made by Alderman Moreno, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

REPORT BY MAYOR
Progress Report
Mayor Moreno, gave a progress report on the State of the City for 2003 Accomplishment and Challenges, also Goals for 2004 (See Attachment). There were many challenges and accomplishments in 2003. The City will continue in 2004 to struggle with budget issues, due mainly to increased cost and decreased revenues from the State and Federal Government. However, I am confident that the residents, business owners, elected officials, staff and employees will continue to work together, providing excellent city services and other improvements that will make East Moline a great place to live and work.

A motion was made by Alderman Teague, seconded by Alderman Kelley, to enter the State of The City Address into the record and placed on file in the City Clerk's Office. Upon voice vote all those in attendance voted in favor. Motion carried.

McClure Engineering/City Awards
McClure Engineering; The Consulting Engineers Council of Illinois recognized the City of East Moline and REDEEM on January 30, 2004 in Springfield, Illinois. The Honor Award is a very prestigious Engineering Award and is given for Exceptional Engineering that meets the needs of the client and benefits the public welfare. Only twelve (12) Honor Awards are given out in the entire State of Illinois. City Clerk Holmes represented the City of East Moline along with Tim Knanishu of REDEEM and Brent Fedderson of McClure Engineering. There were 340 guests in attendance; a slide presentation of The Quarter Project was shown with before and after photos. On behalf of the City of East Moline, Mayor Moreno congratulated McClure Engineering on receiving this award also thanked City Clerk Holmes for represting the City of East Moline.

Recognition of Outstanding Citizen
Mrs. Connie Corcoran-Wilson was honored as one of East Moline's Outstanding Citizens. Mayor Moreno presented her with The Board Game of East Moline and stated he is very impressed with individuals who live in East Moline and accomplish good deeds. Mrs. Wilson is an Author who has published a book called Both Sides Now. There will be a book signing on Wednesday March 17, 2004 at Metrobank from 10:a.m. to noon. Mrs. Wilson was given the opportunity to address the City Council.

Introduction of New Police Officers
Chief Freeman introduced his new officers to the Mayor, City Council and all those in attendance. They are Officers Joshua Allen, Donald Schaver and Wayne Vittori; the officers were given the opportunity to address the City Council.

PROCLAMATION
Mayor Moreno read a proclamation proclaiming February 6th as "Wear Red for Women Day", in recognition of the importance of the ongoing fight against heart disease and strokes. Ms. Pat Umland of the American Heart Association accepted the proclamation and was given the opportunity to address the City Council.

A motion was made by Alderman Teague, seconded Alderman Moreno, to approve the proclamation for the American Heart Association as presented. Upon voice vote all those in attendance voted in favor. Motion carried.

CITY ATTORNEY
ORDINANCE 04-01: An Ordinance adopting Chapter 22, Entitled "Pawnbroker" of Title 3, Entitled "Business Regulations", of the City Code of the City of East Moline, Illinois, of 1974 and As Amended.

A motion was made by Alderman Doose, seconded by Alderman Puentes, to waive the reading of Ordinance 04-01. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

A motion was made by Alderman Puentes, seconded by Alderman Moreno, to adopt Ordinance 04-01 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

Attorney Phares: We have two (2) additional Ordinances 04-02 & Ordinance 04-03, which pertains to "Special Uses". We would like to defer the consideration of these Ordinances until after the recess of the City Council Meeting so they can be considered at The-Committee-of-the Whole. City Attorney passes until the reconvening of the City Council Meeting.

COMMITTEE-OF-THE-WHOLE (Alderman Moreno)
Alderman Moreno has two (2) items for discussion all other items have been covered under the Consent Agenda, Ordinance or Resolution.

Landfill Property Sale
A motion was made by Alderman Moreno, seconded by Alderman Kelley, to concur with the recommendation that the Park Fund receive the entire amount of $229,967.50 from the land sale. Upon roll call the following voted in favor: Moreno, Doose, Meredith and Kelley. Opposed: Teague, Heiland and Puentes. Motion carried. 4-3

Minimum Water Bill (Jim Hughes)
No action required as the Minimum Water Bill will stay the same.

CITY STAFF COMMUNICATIONS
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Piatt: We have a pipe that is used to get sludge from the digesters to mix tank when it is full. The same pipe connects all three that feed the mix tank, so we are out of business until it gets fixed. Thought we would have it done by Monday but we need a little more muscle to position the pipe where it needed to be. On Tuesday we got it fixed where it could be used, but still needs the pipe supports (6 of them are all decayed). We are waiting on parts to replace them.

Hughes: Thanked the Police Department and Officer Kirk DeGreve for taking the Water Departments deposits to the bank.

Verdick: Reminder, Budget Workshop will be on February 9, 2004 at 3:30p.m. General Funds will be discussed.

Chief Freeman: Received notification from the State of Illinois that the $150,000 grant for the Police Parking Lot Project has been awarded.

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Craig Wilson - 2127 3rd Street B, East Moline, As you go from City to City, by far East Moline has the best snow removal, Mr. Wilson complimented City Staff for a job well done.

RECESS SESSION:
A motion was made by Alderman Kelley, seconded by Alderman Doose, to go out of City Council Meeting and go directly into Committee-of-the-Whole. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried. 7:06p.m.

RECONVENED SESSION:
A motion was made by Alderman Kelley, seconded by Alderman Meredith, to reconvene the City Council Meeting. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried. 7:40p.m.

CITY ATTORNEY
ORDINANCE 04-02: An Ordinance of The City Council of the City of East Moline, Illinois, Amending Chapter 4, Entitled "General Provisions" of Title 10, Entitled "Zoning Regulations", of the East Moline City Code by adding Section 10-4-3.1, To be Entitled "Special Uses".

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to waive the reading of revised Ordinance 04-02. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Ordinance 04-02 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

ORDINANCE 04-03: An Ordinance of the East Moline City Council of the City of East Moline, Illinois, Amending Section 10-14-5, Entitled "Special Uses", of Chapter 14, Entitled "I-1 Light Industrial Districts", of Title 10, Entitled "Zoning Regulations" of the East Moline City Code of 1984 As Amended.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to waive the reading of Ordinance 04-03. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

A motion was made by Alderman Moreno, seconded by Alderman Meredith, to adopt Ordinance 04-03 as presented. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

ENGINEERING SELECTION
A motion was made by Alderman Doose, seconded by Alderman Meredith, to proceed with the agreement with H R Green to draw up the specifications and obtain bids for this project, and direct the City Attorney to prepare the appropriate Ordinance or Resolution. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried.

Jim Hughes: Budget books will be in your mailboxes no later than Wednesday.

ADJOURNMENT
A motion was made by Alderman Doose, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland and Puentes. Motion carried. 7:46p.m.
