MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 02/04/2002


PLEDGE

Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta Holmes, to call the roll, and the following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.

CITY CLERK’S REPORT

When a regularly scheduled meeting falls on a legal holiday, the next meeting shall take place on the next day at the same time and place. Monday, February 18, 2002 is President’s Day, therefore the next City Council Meeting will be held on Tuesday, February 19, 2002 as required by the Statue, and in compliance with Ordinance 96-1 that was adopted on February 5, 1996 by a previous City Council.

CONSENT AGENDA

· Approval of City Council Minutes of January 22, 2002
· Approval of Committee Of The Whole Minutes of January 22, 2002
· Approval of Salaries in the amount of $290,534.43
· Approval of bills in the amount of $1,005,653.61
· Approval of the 2nd Annual MADD Dash Event Run/Walk to be held on Saturday, April 20, 2002.
· Approval for UTHS Book Club to hold its 10th Annual Panther Pant Road Race on Saturday, April 27, 2002.
· Approval to retain the CPA Firm of Carpertier, Mitchell, Goddard & Co. for 3 years to complete the City’s Annual Audit.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to approve the Consent Agenda as presented. Upon roll call the following Aldermen voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

REPORT BY MAYOR

PRESENTATION:

East Moline Centennial Committee Report (Mark Vande Wiele)

Mayor Moreno introduced the Honorable Judge Mark Vande Wiele, who is the Chairman of the Centennial Committee. The Committee was charged with making recommendations and plans for an appropriate celebration of the City’s 100th year celebration. Mr. Vande Wiele highlighted

Some of the projects that the Committee have been working on: The return of the Fireworks Display at Soule Bowl, Citizen of the Century, 4th of July Parade, Downtown Festivals, and many more. A number of logo designs were submitted, the winning logo was submitted by Chris Betzle (See Attachments). The Committee request that the Council reviews the recommendations and set the financial commitment at a level the Council deems appropriate.

Mayor Moreno announced the upcoming Blood Drive being sponsored by Firefighters Local 929 in conjunction with the City of East Moline is hosting a Blood Drive on March 30, 2002 from 8:00A.M. To 12:00P.M. At the Fire Station on Morton Drive. According to the Mississippi Valley Regional Blood Center, there must be a grace period of 56 days between blood donations for previous donors. Our goal is to get 30 units of blood on March 30th; each unit can save three lives. Appointments will be available also refreshments will be served for individuals donating.

CITY ATTORNEY

ORDINANCE 02-05: An Ordinance authorizing the City Administrator of the City of East Moline, Illinois, to sell or scrap items left on site of Foremost Packing Equipment building prior to demolition of said building.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to waive the reading of Ordinance 02-05. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

ORDINANCE 02-06: An Ordinance amending Section 9-3-1 entitled “No Parking Places” of Chapter 3, entitled parking rules, of Title 9, entitled “Traffic”, of the City Code of the City of East Moline of 1974 and as amended.

A motion was made by Alderman Moreno, seconded by Alderman Thodos, to waive the reading of Ordinance 02-06. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

A motion was made by Alderman Doose, seconded by Alderman Thodos, to adopt Ordinance 02-06 as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

ORDINANCE 02-07: An Ordinance amending Ordinance No. 88-22 as amended by Ordinance 98-41 relating to the establishment of an Enterprise Zone in the City of East Moline, Illinois, pursuant to an Intergovernmental Agreement with the Cities of East Moline, Silvis and Rock Island County and the Village of Milan, Illinois by revising Section 3, exhibits “A” and “B” to include new territory within the Illinois Quad Cities Enterprise Zone.

A motion was made by Alderman Doose, seconded by Alderman Meredith, to waive the reading of Ordinance 02-07. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

RESOLUTION 02-04: A Resolution of the City Council of the City of East Moline, Illinois, endorsing the changing of the name of 42nd Avenue to the Avenue of the Cities. Authorizing the joining of a request to Illinois Department of Transportation (IDOT), subject to additional approval of a similar request by the City Councils of Silvis and Moline.

Mr. John Corelis updated the Council on Avenue of the Cities, Silvis Council did approve the request, and Moline will hear their request tomorrow night at the Committee of the Whole.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to adopt Resolution 02-04 as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

RESOLUTION 02-05: A Resolution of the City Council of the City of East Moline, Illinois, to retain Paul Marengo of the Law Firm of Schiff, Hardin, & Waite, Chicago, Illinois, to be the City’s Bond Counsel and Kevin McCanna of Speer Financial, Chicago, Illinois, to be the City’s Bond Advisor on the Water Plant Improvement Bonds.

A motion was made by Alderman Thodos, seconded by Alderman Kelley, to adopt Resolution 02-05 as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

RESOLUTION 02-06: A Resolution amending an Intergovernmental Agreement between the Cities of Moline, East Moline, Silvis and Rock Island County, which established an Enterprise Zone now called the “ Illinois Quad Cities Enterprise Zone” by changing the zone boundaries to add territory to the Illinois Quad Cities Enterprise Zone; and authorize the Mayor and City Clerk to execute the amended Intergovernmental Agreement.

A motion was made by Alderman Doose, seconded by Alderman Thodos, to adopt Resolution 02-06 as presented. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Teague)

Alderman Teague informed the Council he has the following items to cover.

Joint Agreement between the City and IDOT for Bike Path and Landscaping. “Resolution Included.” (Bill Lauper)

Resolution for improvement by Municipality under the Illinois Highway Code, Bike path, Landscaping and Lights. The Great River Trail at the intersection of 7th Street and 12th Avenue in The Quarter.

A motion was made by Alderman Teague, seconded by Alderman Thodos, to approve the agreement as presented. Upon roll call the following voted in Favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose and Meredith. Motion carried.

CITY STAFF COMMUNICATIONS

Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Department.

Bill Lauper, Received approval from Illinois Department of Transportation to go forward with the bids for the Improvement of Traffic Signals at 7th Street and 30th Avenue.

Steve Verdick, Reminder a schedule has been passed out for the Budget Workshop to be held on Monday, February 11, 2002 at 4:00P.M

Jim Hughes, Abandon Car Form link has been checked, but it’s not quite there yet, the form is prepared, and it’s just a matter of a few days before that link is actually out on our Web Page.

Dean Piatt, Over the last year, all of the Departments have been shoring up safety areas in their respective departments. Several weeks ago the Department of Labor stopped in and did a general inspection of the Wastewater Treatment Plant, we were sited for six (6) Violations, three (3) serious, and three (3) not as serious. Five (5) of the six (6) violations have been addressed; we are working on the last violation.

FIVE MINUTE AUDIENCE PARTICIPATION

Mayor Moreno gave member of the audience the opportunity to address the City Council.

Toney Banaszek announced, that there Pink Gorillas will be delivering Roses and Candy on Valentine’s Day, February 14, 2002 anyone interested call pick up a form at The Herald or call him.

Mayor Moreno a reminder, the next City Council Meeting will be Tuesday, February 19, 2002.

A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn. Upon roll call the following voted in favor: Kelley, Teague, Heiland, Thodos, Moreno, Doose, and Meredith. Motion carried. 7:05p.m.
