MINUTES OF THE MEETING OF THE MAYOR
AND CITY COUNCIL
OF THE CITY OF EAST MOLINE,
COUNTY OF ROCK ISLAND, STATE OF ILLINOIS,

AT 06:30 PM ON 01/18/2005

 PLEDGE
Mayor Jose Moreno led the City Council and all those present in the Pledge of Allegiance To The Flag.

MOMENT OF SILENCE
They Mayor asked for a moment of silence in honor of Dr. Martin Luther King Jr. and in Prayer for City Clerk Arletta Holmes who was involved in a car accident earlier in the day.

ROLL CALL
Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll, and the following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.

CORRECTION / ADDITIONS TO AGENDA:
Mr. Lauper, Addition of Bids Received for Wide-Format Digital Color Copy, Print & Scan System, to be placed under the COW section.

CONSENT AGENDA
· Approval of the City Council Minutes of December 20, 2004
· Approval of the Committee of the Whole Minutes of December 20, 2004
· Approval of Salaries dated December 30, 2004 in the amount of $324,855.02
· Approval of Salaries dated January 14, 2005 in the amount of $341,479.86
· Approval of Bills dated January 4, 2005 in the amount of $1,563,823.07
· Approval of Bills dated January 14, 2005 in the amount of $1,102,895.15

A motion was made by Alderman Kelley, seconded by Alderman Puentes, to approve the Consent Agenda as presented. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

REPORT BY MAYOR
The Mayor read a letter he had received from an anonymous citizen encouraging all East Moline residents to clean off their sidewalks after a snowfall.

The Mayor informed the Council of a $250 donation from Mid American Energy for a park bench.

The Mayor gave a State of the City report to the Council. Please see attached copy.

The Mayor introduced Amy Anderson, from the Citizens Corp who informed the Council about “CERT”, Community Emergency Response Team, and gave them a brief summary of their program and 20 hour course that citizens can take.

The Mayor presented “GEM”, Great East Moliner, Awards to the following for becoming “CERT” certified and for taking pride in their community and making the effort to make their family and community safer:

Bob Wiewel
Also receiving the award but not in attendance were Ben Sorgen, Lowell Williams, Gary Voos, Sharon Horvath and Darlene Aukee.

CITY ATTORNEY
ORDINANCE 05-01:An Ordinance Of The City Council Of The City Of East Moline, Illinois, Setting A Supplemental Assessment Fee For Water Hookup For The Babcock And Meersman Additions Of The City Of East Moline, Illinois.

A motion was made by Alderman Kelley, seconded by Alderman Teague, to waive the reading of Ordinance 05-01. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

ORDINANCE 05-02: An Amended Ordinance Of The City Council Of The City Of East Moline, Illinois, Providing For The Addition Of Sb1 3b Road From The Service Road North Of Illinois Route 5 That Extends Westerly From The West Edge Of The Hubbard Road Connection To Il Route 5 To The Municipal Street System Of East Moline, Illinois.

A motion was made by Alderman Moreno, seconded by Alderman Doose, to waive the reading of Ordinance 05-02. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

COMMITTEE-OF-THE-WHOLE (Alderman Doose)
Director of Engineering, Bill Lauper, presented the Council with a bid tab for a wide-format digital color copy, print and scan system for the engineering department to be used to reproduce prints and on the GIS system. Two bids were received but only one met the specifications that were given. Mr. Lauper recommended accepting the bid from CBT Companies in the amount of $36,955.

A motion was made by Alderman Moreno, seconded by Alderman Teague to accept the bid from CBT Companies in the amount of $36,955 for the copy, print and scan system as specified. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

CITY STAFF COMMUNICATION
Each Department Head was given the opportunity to inform the City Council and all those present of events going on in their Departments.

Willemarck: Last few weeks have been busy for the Maint. Dept. They have worked 365 hours in the last 2 weeks with the snow and ice and 4 main breaks. The new salt is working well. Ald. Moreno questioned helping with the sidewalks on 7th street because the boulevard was shortened with the construction work. Ald. Moreno and Mr. Willemarck will discuss this issue in greater detail at a later time.

Hughes: NWML dinner at the Hampton Heritage Center. Please RSVP to Kathryn by January 24.

Verdick: Informed the council that it was Jim’s Birthday

Mayor: The Mayor and everyone in attendance sang Happy Birthday to Jim and to Alderman Doose and Alderman Teague whose birthday’s were the following day

DeFrance: Has the call summary done for 2004 and will be distributing that at a later date

FIVE- MINUTE AUDIENCE PARTICPATION
Mayor Moreno gave members of the audience the opportunity to address the City Council.

Alderman Doose: Apologized to the Mayor for his name being omitted on the list of contributors for the City breakfast. Discussion was held between the Mayor and Alderman Heiland regarding this issue.

RECESS MEETING
A motion was made by Alderman Puentes to recess the City Council meeting and go into the COW meeting at 7:45 pm. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

RECONVENE MEETING
A motion was made by Alderman Kelley and seconded by Alderman Teague to reconvene the City Council Meeting at 8:00 pm. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

CLOSED SESSION
A motion was made by Alderman Teague and seconded by Alderman Kelley to enter into closed session to discuss IAFF Local 929 Contract Negotiations per the IL Open Meeting Act (5 ILCS 120/2(c)(2)). Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

OPEN SESSION
A motion was made by Alderman Kelley, seconded by Alderman Moreno, to go into open session. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Kelley , to adjourn. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. Motion carried. 8:25p.m.
