    MINUTES OF THE MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF EAST MOLINE, COUNTY OF ROCK ISLAND, STATE OF ILLINOIS

AT 6:30 P.M. ON January 16th, 2007

 

PLEDGE

Mayor Thodos led the City Council and all those present in the Pledge of Allegiance to the Flag.  
ROLL CALL Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes to call the roll.  The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, Gary Westbrook.  Absent: None.  
CITY CLERKS REPORT Deputy City Clerk Van Raes reported to the City Council that additional material from the audit from the Illinois Department of Transportation was on file in the City Clerk's office for review.  

ADDITIONS/CORRECTIONS TO AGENDA

CONSENT AGENDA

Deputy City Clerk Van Raes read the Consent Agenda that included the following:
a)      Approval of the City Council Minutes of December 18, 2006
b)      Approval of the Committee-of-the-Whole Minutes of December 18, 2006
c)      Approval of Salaries 12/29/06 paid in the amount of $312,231.80
d)      Approval of Salaries 1/12/07 paid in the amount of $352,000.46
e)      Approval of Bills in the amount of $2,637,723.74
f)        Approval of Bills in the amount of $485,539.21
g)      Approval to authorize the Finance Director to purchase the software from replacement tax, if possible.  If there are not sufficient funds from replacement tax, Hughes will return the issue to the City Council.  Water and Sewer funds are not to be used for this purchase.   A motion was made by Alderman Kelley, seconded by Alderman Doose, to approve the Consent Agenda as presented.  Upon roll call, the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  
REPORT BY THE MAYOR
1.      Mayor Thodos presented a proclamation to David Maccabee, Director of the UTHS PANTHERS MARCHING BAND.  The proclamation recognizes the band as the 2006 State of Illinois Invitational High School Marching Band Class 4A Champion. 
2.      Mayor Thodos read a letter from the Illinois Emergency Management Agency (IEMA) regarding the City's Audit.  The letter indicated that there are no deficiencies or findings that apply to IEMA pass through moneys.  The letter is on file in the City Clerk's office.   CITY ATTORNEY City Attorney William Phares presented Resolution 07-01, A resolution of the city council of the city of east moline, illinois, approving a contract between peerless services and the city of east moline, illinois, and authorizing water pumping equipment repairs.   Mr. Phares noted that this item had been previously approved by the City Council and this resolution formalizes the agreement.   A motion was made by Alderman Kelley, seconded by Alderman Westbrook to adopt Resolution 07-01.  Upon roll call the following voted in favor:  Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  
COMMITTEE-OF-THE-WHOLE (Alderman Moreno) Alderman Moreno presented a request from Chief DeFrance to go out for bids for a 75-foot heavy-duty aerial fire truck.  Specifications are on file with the Fire Department.   A motion was made by Alderman Puentes, seconded by Alderman Kelley, to approve the request to receive bids for a 75-foot aerial heavy-duty fire truck.   Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  
CITY STAFF COMMUNICATION Each department head was given the opportunity to inform the City Council and those present of events in their departments: 
      
Elliot Liebson, Director of Development, reports on the Citizens Advisory Committee's study of the Event Application Form. 
      
Dean Piatt, Director of Wastewater Treatment, reports on repairs to check valves.  He also reports on the effects of rain events on the plant. Tim Kammler, Director of Engineering, reports to the Council that bid letting on the 12th Street extension project has been scheduled.  Mr. Kammler also reports on development staff meetings.      
Rick Keehner, City Administrator, reports on correspondence with Jay Morrow regarding the City's agreement with United Township High School on the operation of the swimming pool.  Alderman Moreno comments on opinions from the City's Park Board.  Rob DeFrance, Fire Chief, reports on grants received to purchase equipment. 
Mayor Thodos comments that he has sent letters to State Senator Mike Jacobs and State Representative Mike Boland regarding the purchase of fire trucks.   FIVE-MINUTE AUDIENCE PARTICIPATION Mayor Thodos gave East Moline residents in the audience the opportunity to address the City Council:
·        Mr. Greg Aguilar, 500 – 48th Avenue, East Moline, reports on a visit to the Triumph pork processing plant in St. Joseph, MO.  Mr. Aguilar distributed photographs of various parts of the Triumph plant.  His report was very positive on the facility and he praised Triumph's operation of the plant.  
·        A lengthy discussion was held on the various aspects of the visit to the Triumph plant.  
·        Kathleen Farrell, 29112 Barstow Road, (rural) East Moline.  Ms. Farrell comments on an article from the St. Joseph newspaper regarding hiring at the Triumph plant.  
·        Stanley Sansom, 636 - 34th Avenue, East Moline.  Comments on meat processing facilities in Marshalltown (IA) and Ottumwa (IA).  Mr. Sansom comments on illegal immigrants as well as working conditions and environmental conditions at the plants.  Mayor Thodos notes that conditions are different in these older plants.  
·        An additional lengthy discussion was held regarding the trip to St. Joseph, Missouri.  Mayor Thodos complimented Alderman Kelley, Alderman Doose and Mr. Aguilar for their efforts.  
RECESS SESSION: A motion was made by Alderman Moreno, seconded by Alderman Kelley, to recess the City Council meeting.  Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  7:17 p.m.  
RECONVENE SESSION: A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to reconvene the City Council meeting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  7:24 p.m.   (Mayor calls for a break.)  
CLOSED SESSION: A motion was made by Alderman Kelley, seconded by Alderman Moreno, to go into closed session for the purpose of discussing Personnel Matters, Pending Litigation and Pending Labor Arbitration. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  7:30 p.m.      
OPEN SESSION: A motion was made by Alderman Kelley, seconded by Alderman Moreno, to return to open session. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried.  8:19 p.m.   No actions taken in closed session.  
ADJOURNMENT: A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the City Council meeting. Upon roll call the following voted in favor:  Doose, Meredith, Kelley, Westbrook, Heiland, Puentes and Moreno.  Motion carried. 8:19 p.m.
