MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLlNE ILLINOIS
DECEMBER 20, 2004
ROLL CALL
Mayor Moreno called the meeting to order and directed City Clerk Arletta Holmes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague. 7:37p.m.
MEERSMAN WATER LIEN (Phares /Verdick)
When the Meersman Addition water main was installed an Ordinance was passed assessing a water hook-up fee for each residence that hooked up to City water. Attached is the April 15th agenda sheet for the original Ordinance. We have a resident who demolished a property and built a new home. We need to establish a water lien in the amount of $3,064.25 for this owner. The property is located at 3937 – 4th Avenue A., East Moline, Parcel 06-4351 Lot #22 in the Meersman Quarter Acres Addition. This City did not pay for the lateral installation is the reason the resident only owes $3,064.25.
Recommendation: Approve the Ordinance and allow the resident to hook-up to East Moline water.
Budget Impact: Increase water revenues by $3,064.25, and ongoing usage.
A motion was made by Alderman Teague, seconded by Alderman Moreno, to direct the City Attorney to draft an Ordinance assessing a water lien in the amount of $3,064.25 for the above referenced parcel. Upon voice vote all those in attendance voted in favor. Motion carried.
ADJOURNMENT
A motion was made by Alderman Puentes, seconded by Alderman Moreno, to adjourn the meeting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Puentes, and Moreno. Motion carried. 7:40p.m.
