MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 12/17/2001


ROLL CALL

Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.

Human Resources Proposal (Steve Verdick)

Oceans of Opportunities were hired to perform the human resource duties for a six-month trail basis for the period of July 30, 2001 to January 30, 2002. Ms. Jude Williams has presented a proposal to extend their services for a fifteen-month period of February 1, 2002 to April 20, 2003 (See Attachment). This would offer better compliance with the City’s Budget Year. There are two (2) options: 24 hours per week for $60,000, or 32 hours per week for $80.000.Recommendation: Approve the request for the 15-month agreement in the amount of $60,000. Budget Impact: This is a savings of $9,000 per year compared with a full-time employee

A motion was made by Alderman Doose, seconded by Alderman Kelley, to concur with the recommendation as presented. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Thodos and Moreno. Voting against: Heiland. Motion carried. 6-1

Demolition Request (Motzer/Phares)

The property located at 117 21st Street, East Moline, is owned by Stephen M. Kraemer and was deeded to the Rock Island County Trustee on November 28, 2001. Mr. Kraemer has received a 30-day letter from the Inspection Department citing numerous violations, and advising the property is subject to demolition. The property was destroyed in a fire. Mr. Kraemer has made no response. This property is dangerous and should be demolished. Recommendation: Direct City Council to authorize the City Attorney to file suit for demolition of this property. Budget Impact: Unknown at this time, costs will be paid from the Demolition Fund.

Demolition Request

Stephen Mark Smallwood owns the property located at 359 28th Avenue, East Moline. Mr. Smallwood has received a 30-day letter from the Inspection Department citing numerous violations, and advising the property is subject to demolition. Mr. Smallwood has made no response. The property is dangerous and should be demolished. Recommendation: Recommend that the City Council authorize the City Attorney to file suit for demolition of the property. Budget Impact: Unknown at this time; costs will be paid from the Demolition Fund.

Demolition Request

H.E. Burris Lodge #113 owns the property located at 1502 11th Avenue, East Moline. The property owners have received a 30-day letter from the Inspection Department citing numerous violations, and advising the property is subject to demolition. There has been no response to the 30-day letter. This property is dangerous and should be demolished. Recommendation: The City Council authorizes the City Attorney to file suit for the demolition of the property. Budget Impact: Unknown at this time; costs will be paid from the Demolition Fund.

A motion was made by Alderman Heiland, seconded by Alderman Thodos, to use the Omnibus method of voting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos and Moreno. Motion carried.

A motion was made by Alderman Thodos, seconded by Alderman Moreno, to authorize the City Attorney to file suit for demolition of the above properties using the Omnibus vote. Upon voice vote all in attendance voted in favor. Motion carried.

Water Plant Variance (Scully/Lauper)

Was discussed in City Council meeting under Committee-of-the-Whole.

ADJOURNMENT

A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the meeting. Upon roll call the following voted in favor: Moreno, Doose, Meredith, Kelley, Teague, Heiland, and Thodos. Motion carried. 7:30p.m.
