MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
ON 12/01/2003
ROLL CALL Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. 7:00p.m.
MINIMUM WATER BILL (Jim Hughes) The Minimum Water Bill Review Committee has continued to meet and review options to the current minimum usage charge. There has been much attention given to the fixed cost of providing water, which could be shown in an infrastructure fee.
The committee recently has been shown that a change that may lower the bills for only a few water users but will raise the water bills for many other users. Because of this, the committee has chosen to meet again on December 16th to review the information further. It is expected that a recommendation will be presented to the C.O.W. in January.
A motion was made by Alderman Kelley, seconded by Alderman Puentes, to table this item and have the committees recommendation brought back to the Committee of the Whole in January. Upon voice vote all those in attendance voted in favor.
DEMOLITION, 1537/39 - 9TH Avenue (Butch Motzer) This property has been vacant since 1997. The owner has made no attempt to repair. Numerous correspondence have been sent, but with no sound plan to repair or demolish. Staff recommendation is to direct the City Attorney to start the demolition process.
A motion was made by Alderman Kelley, seconded by Alderman Heiland, to direct the City Attorney to start the demolition process at 1537/39 9th Avenue. Upon voice vote all those in attendance voted in favor.
ADJOURNMENT A motion was made by Alderman Doose, seconded by Alderman Moreno, to adjourn the meeting. Upon roll call the following voted in favor: Heiland, Puentes, Moreno, Doose, Meredith, Kelley, and Teague. 7:12 p.m.
