MINUTES OF THE MEETING OF THE
Mayor Ward called the meeting to order and directed the Secretary to call the roll. The following Alder People were present: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague.
ST. ANNE'S UPDATE
Clix Vyncke gave the committee a brief 3 month update concerning the installation of gates in the alley behind St. Anne's School. Mr. Vyncke has contacted the 20 homes in the area and been successful in talking to 17 of them. 15 of the residents were strongly in favor, 2 were not to the installation of the gates. Mr. Vyncke informed the committee of the sense of security the gates give to the teachers and children attending St. Anne's. Mr. Vyncke thanked the Council and neighbors in the area for their efforts in making this trial period successful so far.
VEHICLE DISPOSAL (Willemarck)
Mr. Willemarck received salvage offers for a 1991 Ford Taurus loaner vehicle that needs a new used transmission at a cost of $1,400.
A motion was made by Alderman Thodos, seconded by Alderman G. Kelley to approve the sale of the 1991 Ford Taurus to the high salvage bid from E & J Used Auto and Trucks Parts of Rock Island for $75 and for the Revenue to be deposited into account 9.4.0067, Sale of Equipment, Vehicle Reserve. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague.
COORDINATOR OF INSPECTIONS REVIEW (Verdick)
In November of 1999 Tom Dickey was given the extra duties of "Coordinator of Inspections", with an increase of salary of $100 per pay period. This was done for a one year trial period. Under Mr. Dickey's leadership there have been many accomplishments that have resulted in improved customer service.
A motion was made by Alder Person Doose, seconded by Alderman Teague, to continue the position of Coordinator of Inspections on a permanent basis with a budge impact of $2,600 per year, which is included in the current budget. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague.
ILLINOIS FIRST GRANT EXPENDITURES (DeFrance)
The City has received the final executed grant agreement from the Illinois First Grant Management Unit. The fire department has received $55,000 for the purchase of Self Contained Breathing Apparatus and a Thermal Imaging Camera.
A motion was made by Alderman Thodos, seconded by Alderman Heiland, to purchase 20 Scott brand SCBA with 20 spare cylinders and 35 face mask from Global Fire Equipment of Washington, Illinois for the price of $55,042. Distribution shall be $43,100 from DCCA grant and $11,942 matching funds from Vehicle and Equipment Reserve. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. A motion was made by Alderman Moreno, seconded by Alderman Thodos, to purchase an MSA Evolution 4000 Thermal Imaging Camera from A.E.C. Equipment Company of Springfield, Illinois for the price of $18,500. Distribution shall be $11,900 from DCCA grant and 6,600 from collected donations held in a fundraising account at Metro Bank. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague.
UNITED TOWNSHIP MARCHING BAND
Mr. Willemarck informed the committee that the United Township Marching Band took first place in the Illinois Tate Class 5A Band Competition for the year 2000. Mr. Willemarck informed the committee that he was going to contact the State about putting up signs regarding this accomplishment at 3 sites coming into the City, Route 84, Rout 92 and 42nd Avenue.
