MINUTES OF THE MEETING OF THE MAYOR
AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
NOVEMBER 17, 2008
Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Cheri Bustos, David Kelley, Roseann Cervantes, Gary Westbrook, and Mayor Thodos. Absent: Luis Moreno.
ADD ITIONS/CORRECTIONS TO AGENDA
HEALTH COMMITTEE UPDATE (Jay McCowan / Jim Hughes)
At a presentation of the Co-Chairs of the Health Insurance Committee Mr. Mc Cowan and Mr. Hughes discussed adopting ground rules and the possible implementation of a Wellness program.
Regarding the wellness plan, the Committee has heard presentations from three vendors and has selected two to come back and spend more time with the Committee. There are various options, but if everyone used the wellness plan, it could cost the Health Insurance Fund $70,000 to $85,000. This sounds like a lot of money but when our health insurance costs are over $2,500,000 we have to do try to make our employees healthier and more aware of how to effectively manage any health issues they may have.
Discussion was held regarding all aspects of implementing a workable wellness program for the City of East Moline. Mr. Hughes and Mr. Mc Cowan stated that out of the seven (7) Requests for Proposals that were sent out, only two (2) plans are under consideration. Genesis and Engagement will make a presentation to the Committee on December 10, 2008, at that time the Committee will have a number of questions. This information will be brought back to the City Council for additional comments and questions.

NO PARKING (Chief Moreno)
Grace United Methodist Church (325 20th Street) requested signs to be placed on 20th Street from the corner of 3x Avenue to 40' north restricting parking from 8am – 2pm on Sundays. This area would be designated as a drop off spot only. Alderman Westbrook spoke with a representative from the church and has requested the change in parking to be placed on the agenda.

Alderman Westbrook stated that he did speak with a church representative. He did ask him to speak to the immediate neighbors to see if they had any problems with placing a no parking sign there. The representative presented Alderman Westbrook with a signed statement that they had no objection to the sign. There concern is that they have elderly members of the church that need to be near the church entrance.
A motion was made by Alderman Westbrook, seconded by Alderman Cervantes, to designate a no parking spot on 20th Street from the corner of 3X Avenue to 40' north restricting parking on Sunday's between 8:00a.m to 2:00p.m. and direct the City Attorney to prepare the appropriate document and forward to the City Council for their consideration. Upon roll call the following voted in favor: Bustos, Kelley, Cervantes, Westbrook, Heiland, and Puentes. Motion carried.
A motion was made by Alderman Westbrook, seconded by Alderman Cervantes, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Puentes, Moreno, Bustos, Kelley, Cervantes, and Westbrook. Motion carried. 7:30p.m.
