NOVEMBER 15, 2004





Mayor Moreno called the meeting to order and directed City Clerk Arletta Holmes, to call the roll.  The following Aldermen were present:  Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.  7:18p.m.


4TH STREET STOP SIGN  (Capt. Fuller)

At the request of Alderman Puentes, Traffic Officer DeCap checked the area of 38th Avenue and 4th Street and 39th Avenue and 4th Street.  Both intersections have yield signs.  The issue being whether stop signs should replace the yield signs as traffic has increased due to the new housing addition that has gone in.  The rest of the neighborhood intersections are stop sign regulated and the change would bring these two (2) intersections in line with the others.  There was also a child struck by a car on October 31, 2004 in the 400 block of 38th Avenue. 


Recommendation:  Change the Yield signs to Stop signs at both intersections.

Budget Impact:  Cost of signs.


A motion was made by Alderman Puentes, seconded by Alderman Teague, to concur with the recommendation as presented.  Upon voice vote all those in attendance voted in favor.  Motion carried.



Mr. Hughes introduced the Chairman of he Auditing Committee, Mr. Max Davis and Auditors Mr. Jim Taylor, Mr. Dave Gusse of Carpentier Mitchell Goddard & Company LLC.  Mr. Taylor addressed the City Council, reporting that the audit went well and the City's financial outlook was favorable.


Mr. Hughes reported it was a difficult year financially, when the Governor passed the budget over a year and half ago and reduced the level of State Income Tax the City had to institute a garbage user fee.  The City sold the old Landfill property for approximately $230,000 that money was placed in the General Fund, which has helped the balance in the General Fund hopefully that money can stay in the General Fund until April 30th.  (The $230,000 derived from the sale of the real estate was designated, by Council action for use by the Park Board).


Mr. Hughes gave a 25-minute presentation on the Performeter, A financial statement analysis using various indicators of the financial health and success of the City of East Moline for the year ending April 30, 2004.  The overall performeter reading indicates the opinion that the City financial health and performance remained above satisfactory and slightly improved.  This information will be placed on the City's web page within a week.


Mayor Moreno: Introduced Eddy Boggs the City's Information Technologist.

Mr. Boggs demonstrated a Mini CD Rom that he produced in house and that was used by Mr. Keehner and Mr. Hughes at a recent Economic Expo.



A motion was made by Alderman Puentes, seconded by Alderman Kelley, to adjourn the meeting.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Doose, Meredith, Kelley and Teague.  Motion carried.  8:05p.m.
