MINUTES OF THE MEETING OF THE MAYOR AND THE
COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
NOVEMBER 7, 2005 ROLL CALL
Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Heiland, Puentes, Moreno, Doose, Meredith, Kelley and Westbrook. 7:40p.m. 2005 TAX LEVY (Mr. Hughes)
Finance Director Jim Hughes refers to the draft of the October 17, 2005 proposed tax levy. He reports that he has discussed the document with Mayor Thodos. He states the proposed levy is $4, 461, 991, an increase of $137,518 (or 3.18%). This is a decrease in the rate of .67% and an increase in dollars of 3.18%. Mr. Hughes continues to explain the elements of the tax levy and suggestions or financing city service. Recommendation: Discussion only. No action needed. This item covered under the Committee-of-the-Whole of the regular City Council Agenda.
SPECIAL SERVICE AREA (SSA) UPDATE (Tony Banaszek)
The Special Service Area was adopted to provide additional improvements in a defined downtown area. Mr. Banaszek addressed the City Council to discuss progress within the SSA. Recommendation: This agenda item is for informational purposes only. No action is requested.

ADJOURNMENT
A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Kelley, Westbrook, Heiland, Puentes, and Moreno. Motion carried.
