MINUTES OF THE MEETING OF THE
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were presented: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.
Landfill Agreement (Steve Verdick)
The Landfill Agreement between the City of East Moline and The Upper Rock Island County Landfill (URIC) expires on December 31, 2001. City staff has met with representatives from URIC to negotiate the terms for a new three (3) year agreement for the period of January 1, 2002 to December 31, 2004. The only change to the basic agreement is a 3% increase each year for both refuse and sludge.
A motion was made by Alderman Thodos, seconded by Alderman Doose to approve the staff recommendation as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion Carried.
Sidewalk Snow Removal (Bruce Willemarck)
Mr. Willemarck provided information from the Sidewalk Snow Removal Committee for the City Councils review, included in the packet was the following: Committee recommendations with response to each point. Current East Moline Sidewalk Snow Removal Ordinance. Local survey of other cities sidewalk snow removal. East Moline snow removal duties and responsibilities. After much discussion No action taken.
East Moline School District Request (Steve Verdick)
The East Moline School District is requesting to enter into an agreement with the City of East Moline to use City owned land for a parking lot near Hillcrest School. Recommendation: Approve the request to enter into the agreement, subject to provisions that ensure the City is indemnified and held harmless, and also who is responsible for maintenance. Direct the City Attorney to draft an intergovernmental agreement.
A motion was made by Alderman Thodos, seconded by Alderman Moreno, to direct the City Attorney to draft an intergovernmental agreement. Upon voice vote, all presented voted in favor. Motion carried.
Purchase of 738 22nd Street, East Moline, Illinois (Phares/Van Raes)
Habitat for Humanity has requested the City to acquire a vacant lot at 738 22nd Street, East Moline as an additional site for a Habitat project. The property is being offered at Public Auction of Surplus Property by the County Trustee on October 17, 2001. Recommendation; The City purchase the property from the Rock Island County Trustee for $800.00 plus $22.00 recording fee, pursuant to the City’s outstanding agreement. Budget Impact is $822.00.
A motion was made by Alderman Teague, seconded by Alderman Thodos, to concur with the request as presented. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried.
Tax Levy (Jim Hughes)
Mr. Hughes informed the council of the need to have their recommendations by the next meeting. Would like to have the tax levy dollar amount set so a public hearing can be scheduled.
A motion was made by Alderman Kelley, seconded by Alderman Teague, to adjourn the meeting. Upon roll call the following voted in favor: Heiland, Thodos, Moreno, Doose, Meredith, Kelley and Teague. Motion carried. 8:30p.m.
