MINUTES OF THE MEETING OF THE ON 11/03/2003 ROLL CALL Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, and Crotis Teague. Absent: Alderman Gary Kelley. 7:26p.m. Environmental Indemnification Agreement (Lauper) On February 26, 2001 the City of East Moline was granted a supplemental permit as part of our requirements for closure and post-closure care of the East Moline Municipal Landfill. Special condition No. 23 of this permit required a minimum of six (6) borings/samples points be installed down gradient of the locations of temporary wells TW-1 through TW-7 on Hampton Township Tax Parcel 478. The owner of this parcel, James Ellis has requested an Environmental Indemnification Agreement with the City of East Moline as part of the agreement to grant an easement for the Environmental Monitoring. City Attorney Phares is working with the Attorney for Mr. Ellis to finalize the agreement. Recommendation: Forward to City Council for approval. Budget Impact: In budget for Landfill Closure. A motion was made by Alderman Doose, seconded by Alderman Teague, to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried. Engineering Agreement (Phares) The City of East Moline has entered into a contract for construction of the Bike Path and Welcome Center in the Quarter. This agreement is for the Construction Engineering for this projection. Construction engineering is a part of the agreement with the Illinois Department of Transportation (IDOT) for funding of this project with 80% from Federal Enhancement Funds. McClure Engineering Associates Inc. has done the Design Engineering for this project. I am recommending that the City enter into an agreement for the Construction Engineering with McClure Engineering Associates, Inc. Recommendation: Have City Attorney review the agreement and forward to City Council for their approval. Budget Impact: 20% to come out of Riverfront TIF Funds or MFT Funds. Already taken care of under Committee of the Whole during City Council Meeting. Mutual Aid Agreement (Chief Freeman) The five-year Mutual Aid Agreement between the Police Departments of East Moline, Moline, Silvis, Milan, Rock Island and Rock Island County has expired. There are no changes other than renew the existing agreement. Recommendation: Approve the renewal of the agreement. Budget Impact: None. A motion was made by Alderman Meredith, seconded by Alderman Moreno, to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried. Request for Demolition Order (Butch Motzer) The house located at 612 2nd Avenue East Moline, has been sitting empty for at least five years and it has deteriorated to a safety and health problem. There have been numerous letters sent with no response. Recommendation: Request that the City Attorney proceed with demolition order. Budget Impact: Money budgeted and to be taken from the Demolition Fund. A motion was made by Alderman Heiland, seconded by Alderman Meredith to concur with the recommendation as presented. Upon voice vote all those in attendance voted in favor. Motion carried. Tax Levy (Verdick) See the attached comparison between the three proposed tax levies. At this point we are only talking about an annual cost of $5.80 on a $100,000 home. This is as close as we have been, compared to past years at this time. Recommendation: Make a recommendation this meeting. Budget Impact: Potentially $63,200 in General Fund Revenues. A motion was made by Alderman Doose, seconded by Alderman Teague, to set the tax levy at 3.94% as presented. Upon roll call the following voted in favor: Puentes, Moreno, Doose, Meredith, Teague.
