MINUTES OF THE MEETING OF THE

MAYOR AND THE COMMITTEE-OF-THE-WHOLE

OF THE CITY OF EAST MOLlNE ILLINOIS
SEPTEMBER 20,2004

 

 

ROLL CALL

Mayor Moreno called the meeting to order and directed Deputy City Clerk Kathryn VenHuizen, to call the roll.  The following Aldermen were present:  Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague.  7:18p.m. 

 

NATIONAL INCIDENT MANAGEMENT SYSTEM  (Chiefs DeFrance & Moreno)

Homeland Security Presidential Directive/HSPD-5 identifies and establishes a single comprehensive national incident management system (NIMS).

 

The objective of the United States Government is to ensure that all levels of government across the Nation have the capability to work effectively together using a national approach to domestic incident management.

 

Beginning in Federal FY-2005, Federal departments and agencies shall make the adoption of NIMS a requirement, to the extent permitted by law, for providing Federal preparedness assistance through grants, contracts, or other activities.

 

Recommendation:  Adopt the NIMS by resolution to maintain eligibility for grants from FEMA and other Federal agencies.    Budget Impact:  None

 

A motion was made by Alderman Moreno, seconded by Alderman Kelley, to concur with the recommendation as presented.  Upon voice vote all those in attendance voted in favor.  Motion carried.

 

2004 PRELIMINARY TAX LEVY (Hughes)

This is up for the 2nd discussion. 

 

Mr. Hughes received an estimate equalized assessed valuation (EVA) amounts from the Supervisor of Assessment Office.  The estimated figures given to us are $228,898,025.  This is a reduction from last years final EVA of $232,028,638, a net reduction of $3,130,613. Due to an increase in the homestead exemption to $5,000 from $3,500, this substantially raises our tax levy rate and reduces the amount that we can levy for.  The property tax rate would increase to $1.97 per $100. Assessed property value from $1.77, an 11% rate increase.  

 

Mayor Moreno directed Mr. Hughes to cut the budget by $200,000, as an increase of 11% was unacceptable because it places a hardship on our residents.

 

A motion was made by Alderman Meredith, seconded by Alderman Moreno, to table this item until the next Committee of the Whole meeting on October 4, 2004.  Upon voice vote all those in attendance voted in favor.  Motion carried.

  

ADJOURNMENT

A motion was made by Alderman Doose, seconded by Alderman Meredith, to adjourn the meeting.  Upon roll call the following voted in favor:  Heiland, Puentes, Moreno, Doose, Meredith, Kelley and Teague.  7:34p.m.
