 MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 09/07/99


ROLL CALL

Mayor Ward called the meeting to order and directed the City Clerk Bobbi Sue Huntoon to call the roll. The following Alder People were present: Helen Heiland, John Thodos, Joe Moreno, Carol Doose, David Kelley, Gary Kelley and Crotis Teague. There were no Alder People absent.

ILLINOIS STATE BID FOR 455 LAWN & GARDEN MOWER

The Maintenance Services Department received a bid for a 455 Lawn and Garden Tractor with 60" Mower from the State of Illinois Joint Purchase. The authorized dealer for the tractor through Illinois Joint Purchase is Anchor in Silvis, Illinois. The State bid from Anchor in the amount of $8,665.00. The 455 Lawn and Garden Tractor will replace a 1967 International Harvester 504 Tractor, Which will be in the Bi-State Auction on September 25, 1999. A motion was made by D. Kelley, seconded by Teague, concur with the request to buy a 455 Lawn and Garden Tractor with a 60" mower and to accept the State bid from Anchor in the amount of $8,665.00.There is $10,000 budgeted in the Park Fund, Line item-Motor Pool Purchase, 1.6.01.0514.0000. Also the money received from the auction of the I.H. 504 tractor on September 25, 1999, and pass on to the full council for consideration. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried

SEWER CAMERA PURCHASE

Over the past nine years the city of East Moline Sewer Collection Division had been providing the cities of Silvis and Hampton with sewer and drainage inspections. Upon request we would use our manpower and equipment to televise their sewer and drainage systems. Both Cities of Silvis and Hampton would like to agree to a joint purchase of the new sewer television inspection system. Employees from each respective city would be trained to use the equipment. The three cities would coordinate a schedule for each to use the equipment when needed. Costs would be shared by an estimated ratio of population. With contributions equaling East Moline $17,400, Silvis $6,000, Hampton $1,500, totaling $24,900. A motion was made by Moreno, seconded by Heiland, to concur with the request to accept the low bid for the purchase of a television inspection system for $24,900 to be divided between the cities of East Moline, Silvis and Hampton. The purchase of equipment is budgeted under the WW & SS, Sewer Collection line item Equipment General, 31.6.0513.000.33. Budgeted amount is $25,000. Pass on to the full council for consideration. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

WASTE WATER TREATMENT PLANT CARGO VAN BIDS

The Wastewater treatment plant advertised for bids for a cargo van to be used for Pretreatment. There will be a trade in of a 1987 cargo van. A motion was made by Thodos, seconded by G. Kelley to accept the low bid from Reynolds Ford for $17,184 with trade. This motor pool purchase came in under budget, which was $20,000 and pass of to the full council for consideration. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

WASTE WATER NATURAL GAS/FUEL OIL REPAIRS

Several weeks ago the Wastewater plant had to shut down the natural gas due to a leak. The bulk fuel storage tank leak potential due to age is strong, and would not pass inspection due to changes in the laws regarding fuel storage tanks in recent years. The estimate to repair the bulk fuel lines alone was $47,265. This did not include permits, roadway repair, or day tank replacements, and a few other incidentals. The alternate solution is to locate two smaller storage tanks next to the buildings that it is used in, or convert the boiler to natural gas and need only one smaller storage tank. A motion was made by Moreno, seconded by D. Kelley to accept recommended alternative to convert the boiler to natural gas and need only one smaller storage tank, not to exceed $50,000 with funds to come from Sewer Surplus Account. There was brief discussion. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

CAPITAL IMPROVEMENTS PROJECT

The City Council and staff has been in the process of preparing a comprehensive capital improvement program. The presentation was preliminary to a more comprehensive discussion of the merit of the entire program. There was no vote requested on any aspect of the merit of this plan. The issue was tabled. A work session was scheduled for September 27, 1999 3:30 p.m.

AUCTION ORDINANCE

A joint auction with several other cities is scheduled on September 25, 1999. To comply with state law we need to approve an ordinance authorizing the disposal of surplus equipment. A motion was made by D. Kelley, seconded by Thodos concur with the request to pass on to the City Attorney to draft an ordinance and pass on to the full council for consideration. Upon voice vote all present voted in favor.

FIRE DEPARTMENT TRAINING OFFICER

the East Moline Fire Department has a need for a Training Officer to conduct training of all personnel in their job skills: administer continuing education programs in special technical areas; administer the fire department safety program; and organize and ...(text missing from file)... with the police and Fire Commission and weighted according to current promotional guidelines. A practical skill assessment would also be required and overseen by the Police and Fire Commission. A motion was made by Thodos, seconded by Heiland concur with the recommendation to approve the concept of creating the new position of training officer in the next fiscal year with a start date of July 1, 2000. Administrative Captain with duties of training officer, position classified as grade 16, with a salary range of $31,908-$44,090. Allow the Fire Chief to post the job description and requirements immediately as to allow all interested personnel time to prepare for examination. It is further recommended that the training officer position be utilized as needed to cover minimum staffing requirements up to four hours a day. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried.

DEMOLITION SETTLEMENT

In 1992 the City was awarded a judgement of $11,999.33 from David Simcox due to a building demolition. During the last seven years Mr. Simcox had made payments totaling $7,477.94. The remaining balance is $4,928.32, including interest. The last payment was in 1996. Mr Simcox is offering $3,000.00 as full settlement of the judgement. A motion was made by Moreno, seconded by Thodos to direct the city attorney and Mr. Verdick to work up a agreement with David Simcox in reference to his demolition charge, and accept the $3,000.00 as full settlement with a net loss of $1,928.32. And bring back to the full council for consideration. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague. Motion carried.

A motion was made by D. Kelley, seconded by G. Kelley, to adjourn. Upon roll call the following Alder People voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley, and Teague. Motion carried. 9:05 p.m.
