MINUTES OF THE MEETING OF THE
Mayor Moreno called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley and Crotis Teague. 7:55p.m.
Automatic Mutual Aid Agreement (Chief DeFrance)
The Fire Department has been working with the Moline Fire Department to create an Automatic Mutual Aid Agreement for the purpose of supplying additional recourses to actual structures fires occurring in either city. Recent NFPA standards as well as the Illinois Department of Labor establish guidelines for having a minimum number of firefighters on hand to provide back-up crew to assist firefighters who become trapped or incapacitated. The East Moline Fire Department needs the assistance of Moline to provide the additional recourses and we will reciprocate by providing in kind service to the eastern one-half of Moline.
This agreement is similar to the terms of our existing Mutual Aid Agreement except this agreement will cause certain responses to be automatic via the Consolidated Emergency Communications Center. Additionally, a formal automatic aid agreement generally qualifies for credit when establishing points towards an insurance Service Organization (ISO) rating. Recommendation: Adopt the Automatic Mutual Aid Agreement to provide the extra resources when needed. Budget Impact: Increased fuel cost for additional 50-70 incidents per year. Possible increased exposure for injuries or damaged equipment. May reduce some overtime cost for the city.
A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the request as presented. Upon voice vote all in attendance voted in favor. Motion carried.
Riverway 2004 Funding Request (Kathy Wine, River Action)
River Action, Inc. is requesting support and assistance in its programs enhance Mississippi River Greenway with pollution control and storm water management. Recommendation: City Council consideration. Budget Impact: $9,696.00 over 3 years
A motion was made by Alderman Thodos, Seconded by Alderman Moreno, to approve the request as presented. With funds coming out of Recreation and Culture Fund. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos, and Moreno. Motion Carried.
Replacement of Retired Officer (Capt. Fuller)
After 28 years of service to the City of East Moline, Officer Steve Allen has submitted his resignation. The next candidate on our list is Derrick Hockaday. The next class at the Police Training Institute is September 8, 2002. The class is filling up so we would like to hire by September 6, 2002. Recommendation: Approve the hiring of Derrick Hockaday. Budget Impact: Already budgeted position replacing current officer.
A motion was made by Alderman Thodos, seconded by Alderman Teague, to approve the request as presented and proceed with hiring of the replacement officer. Upon voice vote all in attendance voted in favor.
New City Garage (Willemarck/Hughes)
We are recommending the development of the new Maintenance Services be accomplished in two phases.
· Phase One – Site Work includes: raise the grounds for building 3 feet to be above flood stage, surcharging the site, landscaping, utilities, road and parking lot paving.
Recommendation: Proceed with Phase One. Direct the Director of Finance and the City Attorney to accept bids on $850.000 of General Obligation – Alternate Revenue (TIF Revenue) Bonds on December 2, 2002. Budget Impact: Estimated cost for Phase One is $789,327.00. This would be funded by a supplemental bond issue, using available bonding authority from the original Riverfront TIF bond. The city has approximately $2.6 million of capacity left.
A motion was made by Alderman Thodos, seconded by Alderman Moreno, to approve the request as presented. Upon voice vote all in attendance voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos and Moreno. Motion carried.
Solid Waste Ordinance Revisions (Willemarck)
Update Flood Plain Ordinance (Lauper)
In order to maintain The City of East Moline, eligibility in the National Flood Insurance Program modification to the existing ordinance must be updated (See Attachment).
Recommendation: Have City Attorney draft update to Floodplain Ordinance as required. Budget Impact: None.
A motion was made by Alderman Thodos, seconded by Alderman Kelley, to approve the request as presented and direct the City Attorney to draft the appropriate documents. Upon voice vote all in attendance voted in favor. Motion carried.
Bi-Monthly Budget Report (Hughes)
Mr. Hughes presented an Interim Budget Report for the three Months ending July 31, 2002.
All of the revenue line items in the General Fund, Garbage Fund, Street and Bridge, Fire and Police Departments (See Attachment). The budget monitored and reviewed on a monthly base in order for the City to make good sound financial decisions.
Recommendation: No action required.
A motion was made by Alderman Kelley, seconded by Alderman Meredith, to adjourn the meeting. Upon roll call the following voted in favor: Doose, Meredith, Kelley, Teague, Heiland, Thodos and Moreno. Motion carried. 8:43p.m.
