MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS
AUGUST 7, 2006
Mayor Thodos called the meeting to order and directed City Clerk Arletta D. Holmes, to call the roll. The following Aldermen were present: Helen Heiland, Luis Puentes, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Gary Westbrook. 7:03p.m.
ENGINEERING FOR DESIGN AND BID SPECS (Mr. Piatt)
Mr. Piatt reported that both bar screens are in need of repair. These bar screens protect plant equipment. It is very important to get them replaced as soon as possible to prevent damage. Time will be needed to design and prepare bid specifications and to order equipment. Therefore we are seeking approval to commence the process of design and bid specifications as soon as possible to replace these bar screens.
Recommendation: Direct City Staff to proceed with the assistance of HR Green to design and develop bid specifications using McClure Engineering as the oversight firm in the replacement of two (2) bar screens.
Budget Impact: Design and Bid Specifications with engineering is estimated to be approximately $160,000.
Mr. Andrew Marsh from Howard R. Green addressed the City Council. He provided background information regarding the need to replace the two (2) bar screens. These bar screens were installed in the 1950's and they are well beyond their normal lifespan of twenty years. H.R. Green will also bring the Wastewater Treatment Plant up to current EPA standards and codes.
Bill Floyd, an employee of the Wastewater Treatment Plant, stated that the bar screens are in very bad shape. The maintenance personnel have done an excellent job maintaining the aging equipment.
Alderman Westbrook asked how long will the engineering processes take. Mr. Marsh stated that it would take approximately 16-20 weeks to have the equipment fabricated.
Additional discussion was held regarding who makes the bar screens and if this work is done locally, an explanation was given why this project could not be done by City Staff.
A motion was made by Alderman Moreno, seconded by Alderman Westbrook, to direct staff to proceed with the assistance of H.R. Green to design and develop bid specifications using McClure Engineering as the oversight firm in the replacement of two bar screens, and to also authorize staff to use lease purchasing. Upon roll call the following voted in favor: Kelley, Westbrook, Heiland, Puentes, Moreno, Doose, and Meredith. Motion carried.
UNIFORM CRIME REPORT (Chief Moreno)
A report on the Annual 2005 Uniform Crime Report Comparison for the City of East Moline that will be published Crime in Illinois 2005. Chief Moreno gave a brief summary of the report.
Crime Index Offenses/Crime Rates 2005/2004 – there was an increase in the total index of 3.4%. The previous year had a 6.6% increase in the crime index. There was an increase in all categories except for Criminal Sexual Assault and Theft.
Arrest Index Offenses/Crime Rates 2005/2004 – showed an overall increase to 21.3%. Categories with substantial changes were Robbery (66.7%), Aggravated Assault/Battery (20%), and Burglary (88.9%).
Drug Crime Rate Comparison 2005/2004 – indicated a decrease of 7% in total numbers. For the second year in a row there has been a decline in the number of Cannabis and Controlled Substance arrest.
Discussion was held and some residents expressed their concerns regarding gangs and drug related activities in some of the Cities housing complexes, Chief Moreno assured them that their concerns are being addressed.

KNIGHTS OF COLUMBUS – TOOTSIE ROLL DRIVE (Mr. Keehner / Mr. Drake)
The City of East Moline has received a request from Knights of Columbus requesting permission to hold their 37th Annual Tootsie Roll Drive for the Mentally Handicapped at the intersection of 9th Street and 15th Avenue on September 7th through the 9th. Attached is the request and Certificate of Liability Insurance.
Recommendation: None. Budget Impact: None.
A motion was made by Alderman Doose, seconded by Alderman Moreno, to concur with the request as presented. Upon roll call the following voted in favor: Kelley, Westbrook, Heiland, Puentes, Moreno, Doose, and Meredith. Motion carried.
A motion was made by Alderman Kelley, seconded by Alderman Moreno, to adjourn the Committee-of-the-Whole meeting. Upon roll call the following voted in favor: Kelley, Westbrook, Heiland, Puentes, Moreno, Doose, and Meredith. Motion carried. 7:30p.m.
