OF THE CITY OF EAST MOLINE, ILLINOIS
AUGUST 6, 2007
Mayor Thodos called the meeting to order and directed Deputy City Clerk Richard Van Raes to call the roll. The following Aldermen were present: Luis Puentes, Luis Moreno, Cheri Bustos, David Kelley, Gary Westbrook, and Mayor Thodos. Absent: Alderman Helen Heiland. 7:45p.m.

VEHICLE BIDS (Mr. Willemarck)
The Maintenance Service Department received competitive bids from qualified vendors for three (3) new vehicles. Listed below are the results.

A motion was made by Alderman Kelley, seconded by Alderman Westbrook, to concur with the recommendation and accept the low bids. Upon roll call the following voted in favor: Westbrook, Puentes, Moreno, Kelley, and Cervantes. Opposed: Bustos. Motion Carried. 5-1.
DONATED LAWN MOWER (Mr. Willemarck)
Two years ago Mayor John Thodos donated a 1994 John Deere LX178 tractor with a 38-inch mower deck to the City of East Moline Parks Department. Last year the tractor and mower was donated from the Parks Department to the new Rock Island County Animal Control Shelter in Moline.
Recommendation: Ask the City Attorney to draft a Resolution for the City Council to approve the donation of City Property to the Rock Island County Animal Control Shelter.
Budget Impact: None.
A motion was made by Alderman Westbrook, seconded by Alderman Moreno, to concur with the recommendation as presented. Upon roll call the following voted in favor: Westbrook, Puentes, Moreno, Bustos, Kelley, and Cervantes. Motion carried
CONSOLIDATED PUBLIC SAFETY COMMUNICATIONS AGREEMENT/ 911 CENTER (City Attorney Phares / Lt. John Reynolds)
The City of Moline has completed its internal review of the Consolidated Public Safety Communications Agreement. Moline city staff and the Center Board have approved the agreement. Chief Moreno is now submitting the Agreement for City Council approval.
Recommendation: Enter into the Consolidated Public Safety Communications Agreement with the City of Moline, Illinois.
City Attorney William Phares explains the liability insurance provisions. A discussion was held on the length of the agreement and the types of communication systems that will be used in the future.
A motion was made by Alderman Bustos, seconded by Alderman Kelley, to concur with the recommendation as presented. Upon roll call the following voted in favor: Westbrook, Puentes, Moreno, Bustos, Kelley, and Cervantes. Motion carried.
RESOLUTION OF UNDERSTANDING BETWEEN LOCAL GOVERNMENTS IN THE QUAD CITY REGION FOR COOPERATIVE ECONOMIC DEVELOPMENT
Mr. Keehner gave a brief overview of the Resolution. This item was presented for information only, no action was taken.
2007 RAVINE STORM SEWER REPLACEMENT (Mr. Kammler)
There are dozens of areas of severe erosion and storm sewer pipe collapse in the drainage ways and ravines throughout the City. A report was prepared by McClure Engineering that details and summarizes problem areas in the ravines this was submitted to the Council in a stormwater information packet on July 6, 2007 and briefly discussed at the Council's Storm water Workshop on July 16, 2007.
Three (3) areas of key concern were noted during the July 16th meeting where photos of the severe slope erosion and pipe failure were shown along with testimonies from homeowners Don Rudd and Harold Hooker. Engineering staff prepared bidding documents for the storm sewer repair and slope stabilization at these three areas, provided public advertisement, and conducted a bid letting on July 20, 2007 for the work proposed. The following five (5) bids were received:
Valley Construction Company $58,845.59 Miller Trucking & Excavating $60,656.50
Enterprizing Bakers $72,551.28 Walter D. Laud Inc. $109,733.10
Brandt Construction Company $130,012.56
Valley Construction Company was the low bidder of $58,845.59. Engineering staff has reviewed the bid documents and find Valley's bid to be responsive and recommend award of the project to Valley Construction.
Recommendation: Award contract to Valley Construction Company for 2007 Ravine Storm Sewer Replacement Project.
Budget Impact: $58,845.59 to be paid out of the Drainage Capital Improvement Fund.

A motion was made by Alderman Moreno, seconded by Alderman Puentes, to concur with the recommendation and award the 2007 Ravine Storm Sewer Replacement Project to the low bidder Valley Construction Company in the amount of $58,845.59. Upon roll call the following voted in favor: Westbrook, Puentes, Moreno, Bustos, Kelley, and Cervantes. Motion carried.
A motion was made by Alderman Westbrook, seconded by Alderman Moreno, to adjourn the Committee-Of-The-Whole meeting. Upon roll call, the following voted in favor: Westbrook, Puentes, Moreno, Bustos, Kelley, and Cervantes. Motion carried. 8:16 p.m.
