 MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 07/19/99


ROLL CALL

Mayor Pro-tem Teague called the meeting to order at 7:42 P.M. The following members of the Committee of the Whole were present: Alder people Helen Heiland, John Thodos, Joe Moreno, Carol Doose, Dave Kelley, Gary Kelley, and Crotis Teague. Others in attendance were: City Attorney, William Phares; Finance Director, Jim Hughes; Director of Engineer Services, Bill Lauper; Director of Maintenance Services, Bruce Willemarck; Police Captain Phil Laxton; City Administrator, Steve Verdick; Director of Water Filtration, Steve Scully, Director of Waste Water, Dean Piatt.

CHANGE CITY ORDINANCE 3-7-27

Police Captain Laxton reported that City Ordinance 3-7-27 does not cover beer gardens. This ordinance only covers parking lots and public streets. By adding the following this issue should be taken care of. It shall be prohibited to have any alcoholic liquor, except in the original package or container with the seal unbroken, on any property outside that is zoned anything other than residential. A motion was made by D. Kelley, seconded by Thodos to pass on to the city attorney to draft an ordinance to change Ordinance 3-7-27. There was discussion. Alder woman Heiland made a motion to table the issue, there were no seconds. Upon roll call the following Alder people voted in favor: Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague. Voting no was Heiland. Motion Carries.

MEMORANDUM OF UNDERSTANDING WITH THE IEPA

The City Council adopted an ordinance on March 1, 1999, prohibiting the use of groundwater as a potable water supply, including at points of withdrawal by the City of East Moline. It is now necessary to enter onto a Memorandum of Understanding with the Illinois E.P.A. to implement groundwater and water well ordinance as an environmental institutional control. A motion made by Thodos, seconded by Moreno to request the city attorney draft a resolution and pass on to the full council for consideration. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague. Motion Carries.

ADJOURN 7:55 P.M.

A motion was made by Moreno, seconded by G. Kelley to adjourn. Upon roll call the following Alder people voted in favor: Heiland, Thodos, Moreno, Doose, D. Kelley, G. Kelley and Teague. Motion Carries.
