MINUTES OF THE MEETING OF THE
MAYOR AND THE COMMITTEE-OF-THE-WHOLE
OF THE CITY OF EAST MOLINE, ILLINOIS

ON 07/17/2000


ROLL CALL

Mayor Ward called the meeting to order and directed the City Clerk Bobbi-Sue Huntoon to call the roll. The following Alder People were present: Joe Moreno, Carol Doose, David Kelley, Gary Kelley, Crotis Teague, Helen Heiland and John Thodos. There were no Alder people absent.

ST. ANNE'S TRAFFIC (CLARENCE "CLIX" VYNCKE)

Clarence "Clix" Vyncke discussed alley traffic safety concerns near St. Anne's School. This issue was discussed on June 19th, and further information was requested. The recommendation is to close off the alley at the East side of St. Anne's property to 6th St. during School hours and Sunday morning for a six month trial basis.

A motion was made by Heiland, seconded by Thodos to have table this issue for two weeks, City Staff and the City Attorney work with Clix Vyncke and St. Anne's Parish commission on a resolution and bring back to the COW in two weeks. There was discussion. Upon roll call the following Alder People voted in favor: Moreno, Doose, D. Kelley, G. Kelley, Teague and Heiland. The motion carries.

GRAND EXCURSION TRAIL RESOLUTIONS (STEVE VERDICK)

The year 2004 marks the 150th anniversary of the "Grand Excursion", an event that captured the interest of the entire Country, bringing 1200 visitors from Rock Island, Illinois to St. Paul, Minnesota Territory, in a magnificent steamboat flotilla on the Mississippi River. The Grand Excursion was an unparalleled media extravaganza that involved every major news organization of the time and brought initial fame, recognition, and fortune to the Upper Mississippi River region and began positioning the region as a dominant force in the Country's development. A Celebration in remembrance of the Grand Excursion can again attract national publicity and acclaim to the Upper Mississippi River region, showcasing it as a great place to live, work, and play. East Moline has been asked to participate in the Grand Excursion 2004 event. East Moline has made progress in planning and implementing the East Moline Quarter plan for riverboat related development, and expects to have additional river-related improvements by 2004.

A motion was made by Thodos, seconded by Heiland to approve the resolution and direct the City Attorney to review and draft a resolution and present it at the City Council meeting on August 7th, 2000. Upon voice vote all present voted in favor. The motion carries.

RAVINE REPAIR OPERATIONS (3651 9th St)(MAYHEW / WILLEMARCK)

Phase 1, tilt street, of the 3651 9th street storm sewer repair will cost $5,088.49. The second repair phase will be to fill the hole at an estimated cost of $26,955.50. The total cost for phase one and two $28,455.50.

A motion was made by D. Kelley, seconded by Doose to concur with Engineering recommendation, treated as an emergency project. Not to excced $33,000 from Sewer surplus line item, cost to be approved by Mayhew, Willemark and Phares. Verdick and Phares work on the draft for a temporary easement. Pass on to the full council for final approval, project to start July 18, 2000. There was discussion. Upon roll call the following Alder People voted in favor: Moreno, Doose, D. Kelley, G. Kelley, Teague, Heiland and Thodos. The motion carries.

GSI BIDS (HUGHES)

Geographic information system computer bids were submitted by 3 computer companies. Unysis total GSI costs $49,776. EBE total GSI costs $42,559. Octagon total GSI $51,420. The low bid was EBE costs $38,559. With Missman Stanley installing the software for $4,000. Which is included in the $42,559.

A motion was made by D. Kelley, seconded by Thodos to accept the low bid from EBE total GSI costs $38,559. With Missman Stanley installing the software for a cost not to exceed $4,000 Which is included in the total GSI cost $42,559. Funds to come from the vehicle surplus equipment reserve line item. Pass on to the full council for consideration and pass on to the full council for consideration. Upon roll call the following Alder People voted in favor: Moreno, Doose, D. Kelley, G. Kelley, Teague, Heiland and Thodos. The motion carries.

PARK BOARD TREASURER (BRUCE WILLWMARCK)

The Park Board is requesting to add a Treasurer's position to their organization, the treasurer would give a financial status report during the regular monthly Park Board meeting, This would require an addition to the current Park and Recreational Board ordinance, Under Chapter 14, Park and Recreational Board, 2-14-2: Organization: " The Board shall elect one of its number chairman and one as secretary" add: and one as treasurer.

A motion was made by Thodos, seconded by Doose to approve the recommendation adding the position of Treasurer to the Park Board and have the City Attorney draft an ordinance and bring back to the full council for consideration. Upon roll call the following Alder People voted in favor: Moreno, Doose, D. Kelley, G. Kelley, Teague, Heiland and Thodos. The motion carries.

A motion was made by D. Kelley, seconded by G. Kelley to adjourn. Upon roll call the following Alder People voted in favor: Moreno, Doose, D. Kelley, G. Kelley, Teague, Heiland and Thodos. The motion carries. 8:12P.M.
