MINUTES OF THE MEETING OF THE
Mayor Moreno called the meeting to order and directed the City Clerk Arletta D Holmes, to call the roll the following Aldermen were presented: Helen Heiland, John Thodos, Luis Moreno, Carol Doose, Rick Meredith, Gary Kelley, and Crotis Teague.
TRAFFIC CONGESTION 39th AVE. & 10th ST. (Chief Freeman)
Residents living in the 3900 block of 10th Street reported problems with numerous parked cars causing traffic congestion on the sharp curve where 10th Street and 39th Avenue intersect. People attending soccer games at nearby UTHS having been parking on the Street in this residential area instead of UTHS parking lot. Residents state this is a daily problem during the summer, also numerous cars parked on the curve does create a hazard to other drivers and pedestrians. The residents at 3804 10th Street, park north of the curve and do not cause any problems. Recommendation: Create a "NO PARKING BETWEEN SIGNS" area on the east side of 10th Street from just south of 3804 10th Street and running south around the curve to the south side of 39th Avenue and stopping on the southeast comer of 10th Street at 39th Avenue. After five minutes of discussion and comments.
A motion was made by Alderman Meredith, seconded by Alderman Doose to approve the request as presented. Upon voice vote all present voted in favor. Motion carried.
WEED POLICY REVIEW (Steve Verdick / Kimberly Grandinetti)
Steve Verdick introduced Kimberly Grandinetti the new Health Inspector. Ms. Grandinetti gave the council a handout comparing other cities (Milan, Moline, Rock Island, Davenport and Bettendorf) policies and procedures to our own. The City of East Moline had a number of 208 weed violations, notices were sent out by certificated mail costing the City $779.52 in postage. Out of the 208 violations 143 mowed voluntarily 26 properties were mowed by contractors costing the City $833.00. Mowing cost to violators is $50.00 for mowing, $40.00 in administrative cost for a total of $90.00. We still have 39 open files to date. After five minutes of discussion and comments, it was recommended Ms. Grandinetti come back before the Council in September or October to review and consider possible changes for next year to quicken the process for cutting the weeds. No action required.
FUN FEST (Steve Verdick)
This year the Fun Fest Theme is "Lotsa-Hotsa II and will be held on Friday and Saturday August 17th and 18th. The Fun Fest Committee would like to ask the City of East Moline to co-sponsor the 2001 event with the East Moline Main Street Association. Co- sponsoring the event would require no more additional City support than has been provided for past events. We would like to receive assistance from the Fire, Police, and Maintenance Services Department. The Association would like the council to again authorize a contribution of $500.00 as they have in the past to help offset some event expenses. Budget Impact: $500.00 budgeted in Recreation and Culture Fund.
A motion was made by Alderman Doose, seconded by Alderman Teague to approve the request as presented with $500.00 coming out of the Recreation and Culture Fund. Upon roll call the following voted in favor: Meredith, Kelley, Teague, Heiland, Thodos, Moreno, and Doose. Motion Carried.
